  • 전력 산업이 자유화되고 경쟁을 통해 효율성을 증가시키려는 시도가 이루어지고 있다. 전력이 시장을 통해 거래되는 형태가 완전경쟁에 가까울수록 사회후생이 증가한다는 것이 알려져 있다. 하지만 발전 회사가 시장지배력을 행사하여 가격을 경쟁가격에서 벗어나게 함으로서 자신의 이익을 취하려 할 때 시장의 효율성은 감소하게 된다. 시장 지배력을 감소시키는 한 수단으로서 발전회사에 선도계약을 부과하는 방법이 있다. 발전 회사에 선도계약을 부과하는 방법을 사용할 때 어떤 회사를 선도계약 부과대상으로 삼을 것 인지와 계통의 송전제약 통에 대한 고려가 필요하다. 이에 대한 연구가 2모선 계통에 대해 게임이론의 혼합균형 개념을 통해 부분적으로 이루어져 있다. 본 논문에서는 3모선 계통에서 선도계약의 영향을 분석하고자 한다. 본 논문의 해석 결과에 의하면 3모선 계통에서도 선도계약은 상황에 따라 시장지배력의 감소 혹은 증가를 모두 불러올 수 있으며 기대사회후생에 부정적 영향 뿐 아니라 부정적 영향 역시 줄 수 있다.

인적자본(人的資本)과 제조업(製造業) 무역구조변화(貿易構造變化): 헥셔올린 구축가설(驅逐假說)을 중심으로

  • 본고에서는 한 국가가 요소부존도의 독특성을 상실함으로써 교역조건의 악화 및 후생손실을 겪을 수 있다는 '헥셔올린 구축가설'을 이론적 토대로 지난 20년간 우리나라 제조업의 구조변화를 분석함으로써 당면하고 있는 구조적인 문제점이 무엇인가를 살펴보려 하였다. 그 결과 그간 중고등교육 노동력의 급속한 양적 팽창에도 불구하고 이러한 요소를 집약적으로 사용하는 부문(전기 전자, 기계 등 일본가 같은 선진국과 경쟁관계에 있는 부문)의 비교우위 획득속도가 매우 더디었을 뿐 아니라, 이 부문의 상대가격이 중장기적으로 하락하여온 것으로 나타났다. 이러한 현상이 요소부존도의 독특성 상실에 기인하는 한 이는 헥셔올린 구축가설과 일맥상통한다고 볼 수 있다. 또한 비숙련산업(섬유 의류 등)은 중국 및 동남아의 등장 이후 비교우위를 급속히 상실하고 있는 것으로 나타났다. 하지만 이 부문에서 수입물가대비 수출물가가 오히려 지속적으로 상승한 것은 헥셔올린 구축가설이 의미하는 것과는 정반대의 현상이라고 할 수 있겠다. 종합적으로 반숙련 및 숙련(화학 등)산업에서의 상대가격 및 교역조건(수출물가/수입물가) 하락현상이 두드러져 제조업 전체로는 80년대 후반 이후 교역조건 악화현상이 일어났다고 판단된다. 교역조건의 악화현상은 우리가 만든 물건을 값싸게 수출하고 값비싼 물건을 수입하여야 한다는 점에서 후생의 손실을 의미한다. 동태적으로도 반숙련 및 숙련산업에서의 상대가격 및 교역조건 악화는 중등 및 고등교육인력의 상대임금을 하락시켜 인적자본의 축적을 저해하는 방향으로 작용할 것이다. 이러한 현상이 일어난 원인이 본고에서 주장한 바와 같이 요소부존도의 독특성 상실에 있다면 이에 대한 대책은 차별화 및 혁신능력을 보유한 양질의 인력양성과 같은 것이 될 것이다. 그러나 본고가 물적자본이나 기술과 같은 요소들을 고려하지 못한 한 구체적 정책적 함의의 도출에는 보다 신중을 기해야 할 것이다.

A Study on Network Competition Under Congestion (네트워크 혼잡이 있는 경우의 네트워크 경쟁효과 분석)

  • This paper considers network competition where the subscribers experience network congestion when they use the network and the network providers determine the network price and capacity. This paper discusses the impact of the network competition on social welfare. Network provider determines the price and capacity considering this characteristics of this sensitivity to network congestion where the subscriber has different preference about the congestion. This paper shows that network provider who wants to serve the intolerable customers (who is very sensitive to the congestion) offers higher price and capacity. However, this provider prepares lower capacity than socially optimal capacity. This is because the network provider seeks to earn more profits from additional subscriber while it is desirable to invest the capacity to give the entire subscribers a non-congestion network in the view of social welfare.

An Estimation of the Congestion Tolls Considering External Costs in Seoul (외부비용을 반영한 도시내 도로의 혼잡통행료 추정: 서울시를 대상으로)

  • This paper formulates the methodologies to estimate optimal congestion tolls from long-run and short-run perspectives and applies them to the highways of Seoul. An optimal long-run congestion toll is estimated with an optimal volume-capacity-ratio to minimize the total costs which consist of two components: road construction and maintenance costs and traveler costs. By contrast, an optimal short-run congestion toll is estimated with a supply-demand equilibrium which is determined by using a speed-flow function and a disaggregate modal choice model. The results of a long-run analysis for the Seobu urban expressway suggest the optimal volume-capacity-ratio of 1.35 and the optimal congestion toll of 503 Won per automobile kilometer. By contrast, those of a short-run analysis for the Mia-ro urban arterial suggest 1.31 and 420 Won, respectively. Although our results are to some degree dependent on the interest rate and time value assumed, one basic conclusion holds up: the congestions toll tested could generate substantial gains in social welfare if applied to Seoul.

An Analysis of School Life Sensibility of Students at Korea National College of Agriculture and Fisheries Using Unstructured Data Mining(1) (비정형 데이터 마이닝을 활용한 한국농수산대학 재학생의 학교생활 감성 분석(1))

  • In this study we examined the preferences of eight college living factors for students at Korea National College of Agriculture and Fisheries(KNCAF). Analytical techniques of unstructured data used opinion mining and text mining techniques, and the analysis results of text mining were visualized as word cloud. The college life factors included eight topics that were closely related to students: 'my present', 'my 10 years later', 'friendship', 'college festival', 'student restaurant', 'college dormitory', 'KNCAF', and 'long-term field practice'. In the text submitted by the students, we have established a dictionary of positive words and negative words to evaluate the preference by classifying the emotions of positive and negative. As a result, KNCAF students showed more than 85% positive emotions about the theme of 'student restaurant' and 'friendship'. But students' positive feelings about 'long-term field practice' and 'college dormitory' showed the lowest satisfaction rate of not exceeding 60%. The rest of the topics showed satisfaction of 69.3~74.2%. The gender differences showed that the positive emotions of male students were high in the topics of 'my present', 'my 10 years later', 'friendship', 'college dormitory' and 'long-term field practice'. And those of female were high in 'college festival', 'student restaurant' and 'KNCAF'. In addition, using text mining technique, the main words of positive and negative words were extracted, and word cloud was created to visualize the results.

The Impact of Training and Employee Benefits Expense on Business Performance -Focused on KONEX Enterprises- (교육훈련비와 복리후생비가 기업의 경영성과에 미치는 영향 -KONEX 기업을 중심으로-)

  • Since the KONEX market was launched in 2013, many studies of the market have focused on policy reports and management of the market. In this study, we analyzed the impact of training and employee benefits expenses on business performance in the KONEX market in comparison with firms in the KOSDAQ 100. The expenses associated with employee training and benefits can have an overlapping power when explaining the business performance. To determine the net effect of each variable on business performance, we used regression by successive orthogonalization. The training and the employee benefits expenses in both markets showed a positive effect on business performance. However, in the KONEX market, we found that the lag effect of training expense to business performance was relatively smaller than in the KOSDAQ 100. This difference may be related to problems such as short continuous service and frequent turnover of SMEs in Korea, and implies that overall human resource management should be implemented to increase the efficiency of training expenses.

  • America is traditionally friendly to South Korea. Last year in 2008, U.S. exports to South Korea totaled $32.4 billion. The U.S. and Korean must reciprocate economic exchange. The purpose of this study to measure the re-purchase intentions and product satisfaction in America image. The major result of article can be summarized as follows. The factors of this article have been divided into 'society safety', 'industrialization level', 'economic image', 'political image', 'cultural image', and 'the character of a nation'. In the empirical result of the article, the goods satisfaction for America country image would be shown in the results. The first, 'society safety', 'industrialization level', 'the character of a nation' are significantly positive statistically to goods satisfaction. The second, 'economic image', 'political image', 'cultural image' are not as significantly positive statistically speaking.

일본의 결핵 - `97결핵의 통계

  • 일본 후생성과 일본결핵예방회에서 '결핵의 통계 1997년판' 책자를 발간했다. 동지에는 1996년 일본 전국의 결핵발생 현황과 대책에 관한 제반 역학 통계치들을 수록하였는데 주로 전국 보건소의 결핵발생동향조사(서베이런스)정보 시스템에 의한 자료를 정리$\cdot$분석하였다. 몇 개의 주요한 과제에 대해서는 최근 국내$\cdot$외의 학회, 학술지에 수록된 정보, 인구통계, 보건소, 운영보고 등의 자료를 취합하여 이해하기 쉽게 도표를 사용하여 설명했다. 특히 종전의 '서베이런스'에서 '발생동향조사'로 용어를 바꾼 것과 환자발생 동향뿐만 아니라 대책 및 조사결과의 해석과 현장으로의 환원이라고 하는 광의의 의미를 함께 담고 있다. 본문에서는 결핵의 통계에서 가장 중요한 지표인 발생상황(이환율) 및 치료상황(치료성공률-발견한 환자를 치유시키고 있는가)을 중심으로 전개하고자 한다.

The Structure of Optimal Tariff Levied on Non-Renewable Resource : A Dynamic Approach (비재생자원 수입관세의 동태적 구조에 관한 연구)

  • In this paper, we analyzed the dynamic structure of optimal tariff levied on importing non-renewable resources such as petroleum, iron, coal, etc. According to the previous literature that have studied this objective, the time inconsistent open loop tariff has been suggested to be imposed in order to improve the welfare level of importing country. We set up the efficient model to identify how to impose the optimal tariff over time. Based on this model, we have found that the previous literature ignored that the costate variable for the stock for non-renewable resource decomposed between the scarcity effect and the cost effect. On the basis of the role of costate variable, we, however, have found that the proposition of the previous literature has led into errors. Hence, we suggest that the dynamically consistent open loop tariff for non-renewable resources would improve the welfare level of importing country.

The Efficiency and Equity Analysis of Cordon Pricing in the Capital Region (흔잡통행료 부과방안의 효율성과 형평성 분석(수도권을 대상으로))

  • The purpose of this study is to examine the transportation, equity and efficiency impacts of cordon pricing schemes in the Seoul Capital Region of Korea. Autos would be required to pay a toll of 2.000 Won each time they enter cordons around the CBD or the subcenters during morning peak periods. The imposition of the toll would produce a substantial decrease in traffic volumes within the cordons as well as throughout the Capital Region. The lower the income level of commuters is, the more the share of auto decreases and that of transit increases. For equity impacts, the welfare of commuters would increase or decrease according to the cordon pricing schemes but would produce progressive impacts irrespective of the schemes. However, the commuters who have the highest value of time would experience welfare gains and it would result in regressive impacts. The schemes would result in a substantial net social welfare gain for the efficiency impacts. When the toll is charged at the CBD cordon only, the net social welfare would increase more.
