미국의 연구, 개발 및 획득 전략도 Joint Vision 2020을 달성하는 것에 목표를 두고 발전되고 있다. 현재 미국은 품질이 향상된 무기체계를 보다 빠르고 저렴하게 획득할 수 있도록 기존의 획득체계 및 인원을 효율적으로 수정/개편하는 Acquisition Reform을 강력하게 추진하고 있다. 이 글은 Acquisition Reform 및 미 공군을 중심으로 미국의 획득관련 조직 및 관련 요원에 대한 관리/교육 및 훈련에 대해 검토하여 향후 우리군의 획득관련 조직 및 인원관리 발전 방향 검토시 유익한 참고자료로 활용되었으면 하는 취지에 작성되었다.

시험평가는 무기체계를 획득하는 과정에서 의사결정자에게 필요한 정보를 제공하여 획득과 관련된 위험요소를 식별하여 위험을 감소시키거나 제거하는 위험관리 도구로써의 역할뿐만 아니라 소요군인 수요자에게 무기체계에 대한 신뢰성을 보증하는 역할을 하기 때문에 이의 중요성을 아무리 강조하여도 지나침이 없다. 시험평가 개혁은 획득비용 절감, 획득기간 단축, 무기체계의 신뢰성 제고 등 획득개혁의 핵심요소인 바, 시험평가의 개혁이 곧 획득개혁을 보장할 수 있다.

수출시 ISO인증획득이 기본 항목으로 분류될 정도라는 것을 떠나서도 주먹구구식의 업무진행을 탈피, 규정화를 통해 체계적이고 조직화된 기업갖추기에 큰 몫을 담당하고 있는 ISO인증은 95년 이후부터 급격히 인증획득업체 수가 증가해 현재는 인증의 남발과 과정상의 부실함이 제기될 정도로 성행하고 있다. 이러한 추세와 함께 포장산업의 ISO인증획득 작업도 활발한데 포장업계의 대표체인 (사)한국포장협회의 경우 100여개 회원사 중 21개업체가 인증을 획득한 상태

USN환경에서 다양한 정보를 획득하기 위한 수 십~수 천개의 배터리 기반 센서노드의 유지, 보수에 많은 시간과 비용이 소요되어 배터리 기반의 센서노드는 USN 산업의 한계점으로 작용한다. 이를 해결하기 위해 본 논문은 센서노드 배터리 충전용 무선전력획득 모듈을 제안한다. 무선전력전송장치가 전송하는 RF 전력을 전력획득모듈이 효과적으로 획득 및 효율적인 관리를 통해 센서노드가 정보를 센싱하고 전송하는데 소모하는 전력 및 자연 방전되는 배터리 전력을 보충한다. 무선전력획득모듈이 적용된 센서노드를 통해 배터리 전력을 일정하게 유지시켜 배터리 교환 주기를 반영구적으로 연장함으로써 USN의 신뢰성과 적용가능성을 높이고 USN산업의 활성화에 기여할 수 있다. 본 논문은 34dBm의 전력전송장치와 무선전력획득모듈 사이의 거리 5m에서 -2dBm의 전력을 획득하여 센서노드용 70mAh의 리튬폴리머 배터리의 충전을 통해 시스템을 검증하였다.

자연어 처리 응용 분야에서 다양하게 이용할 수 있는 용어들을 자동적으로 획득하고, 나아가 이 과정을 점진적으로 반복하여 수행함으로써 획득할 수 있는 용어의 수를 증가 시키고 그 용어들 간의 의미적 관계도 얻을 수 있다. 점진적인 용어 획득을 위하여 용어의 형태에 변이 규칙을 적용하여 새로운 용어를 획득하는 과정을 반복한다. 우리는 변이의 종류를 단어간의 변이 뿐만 아니라 단어 내의 변이 그리고 이 둘을 결합한 복합 변이로까지 확장하여 새로운 용어 획득 과정을 더욱 다양화하는 기법을 제시한다. 실험은 확장된 변이 규칙으로부터 얻은 용어들 중에서 기존의 단어간의 변이로부터 획득한 용어들의 비율이 전체의 38.6%라는 사실로부터 변이의 종류 및 규칙의 확장이 획득할 수 있는 용어들의 수를 증가 시킬 수 있다는 것을 보여준다.

GPS is a representative satellite navigation system that provides users with accurate location and time information. GPS L1 C / A is opened for civilian and thus utilized in various fields. When the satellite signal reaches the receiver, signal acquisition unit of the digital signal processing hardware searches and acquires the signal among visible satellites. The signal acquisition unit has different implementation methods depending on the signal searching method, such as serial search acquisition, parallel frequency search, parallel code phase search. In this paper, we compare and analyze the three representative acquisition hardwares using live GPS L1 C/A signals. According to the comparison, the parallel code phase search acquisition outperforms the other methods due to reduction of the number of the searchings and a high resolution.

This paper considers the evaluation of the hybrid acquistion perdformance for the pilot signal in the direct sequence code division multiple access(DS/CDMA) forward link. the hybrid acquisition is introduced by the combination of two schemes, the parallel and serial acquisions. The mean acquisition time of the proposed scheme is derived to consider both the best case(the correct code-phase offsets are included i one subset) and the worst case(the correct code-phase offsets exist at the boundary of two subsets), which are cause by the distribution of the correct code-phase offsets in the subset. Expressions for the detection, false alarm, and miss probabilities are derived for the case of multiple correct code-phase offsets and multipath Rayleigh fading channel. Numerical results present the hybrid acquistion performance with repect to design parameters such as postdetectio integration length in the search and verification modes, subset size, and number of I/Q noncoherent correlators, and compare the hybrid acquistion with the parallel acquistion in terms of the minimum acquistion time under the same hardware complexity.

Since the weapon system project has a large ripple effect on the country by investing a huge budget, analysis of acquisition methods that secured economic feasibility is required in the planning stage to promote the weapon acquisition project. In response to this demand, economic analysis for acquisition method is preformed in the research stage of previous studies, but the analysis on economic analysis for acquisition alternative is imperfect at the present. In this research, we identify the limitations of the effect analysis and propose an additional cost-benefit analysis method to analyze the economic feasibility of the acquisition alternative. It is possible to present the universal results of economic feasibility analysis for not only multiple alternatives but also single alternatives by presenting benefit/cost ratio. It is applied to research on acquisition project of OO guided rocket, and the result of economic analysis for each alternative is presented.

This paper proposes the code acquisition scheme on a MIMO channel for preamble search in a CDMA-MIMO uplink system. The multiple transmit/receive antennas are used for beamforming. The performance of a ML code acquisition technique based on transmit and receive beamforming is analyzed by considering rho detection probability. The acquisition performance and MAT for a MIMO code acquisition system are numerically evaluated. It is shown that multiple transmit antennas can give the code acquisition system a transmit beamforming gain and result in much better performance than a SIMO case.
