정보통신회선 사용제도가 대폭적으로 개선되었다. 그동안 협회가 “민간 VAN활성화 방안의 연구”, “전기통신 관계법령 정비에 관한 워크샾”. “공중전기통신사업 개정안에 대한 공청회” 등의 활동을 통해 회원사들의 요구사항을 수렴. 집약하여 체신부로 하여금 현행의 불합리한 회선사용의 제한을 완화토록 누차에 걸쳐 촉구한 결과 이번 개선조치를 얻어냈다. 이번 조치는 지난 1일 협회 법제분과위원회 석상에서 정부당국자에 의해 최초로 발표되어 회의참석자(회원사 임직원) 모두로부터 전폭적인 환영을 받았다. 특히 이제까지 그룹 VAN에만 허용하던 정보의 교환행위를 중소기업 대상 전산망 서비스분야까지 확대 허용한 점, 다중화 장치 접속 허용, 긴밀관계자 인정범위 확대 등의 내용은 업계측을 크게 고무하고 정보통신사업의 활성화를 촉진하는 획기적인 조치라는 것이 중평이다. 아울러 중소기업기본법 제2조의 기중에 관련한 확대허용 조치는 자칫 대규모 VAN업체에 대한 영세 S/W 업체들의 자본적, 기술적 예속을 가속화시킬 가능성을 잉태하고 있어 이들에 대한 육성.지원대책을 서둘러야 할 때임을 암시하고 있다. 이번 조치에 따라 체신부는 ‘89.1.1일자 시행을 목표로 공중통신사업자로 하여금 다중화장치 접속기준을 제정토록 지침을 하달한 것으로 알려졌다. 한편, 정부는 국내 정보통신사업 육성방안에 대한 연구.검토와 함께 전기통신관련법령의 전면적인 개편을 추진키 위해 이미 전문연구기관단체 등에 연구용역을 주는 등 본격적인 준비작업에 들어갔다.

Worldwide there is strong interest in the field of commercial space business, especially 100km altitude sub-orbital Space Tourism. This was soared to by the two-times flight success of SpaceShipOne by Scaled Composites Inc. It reached an altitude of 100km at Oct. 4, 2004. This demonstrates a paradigm change from government-driven space challenge and exploration to commercial space business. Therefore this report provides various insights into the commercial space tourism market, such as current demand for space travel, size of the market, growth potential of the market, technology, etc.

This study establishes the theory of minimizing the Speculation occurring and creates the promotion of the domestic Arcade Game. The study analyzed the present Game Rating of speculation standard in this field and compared the domestic instances with international ones. The study therefore proposes that the domestic game industry should adopt the future model of electromagnetic-card that will lead to the basis of the industry that is not under the system at present. The new system will also verify the useful alternative that will enhance the domestic Arcade Game.

Although high pressure discharge method is widely used for improving soft ground, it has various problems including lack of strength increase and the possibility of water pollution and soil contamination. MJM(Morta Jet Method) uses sand in addition to cement as the injection material. MJM uses triple rods with a built-in nozzle that allows easier discharge of the slime, resulting in higher replacement area ratio and more uniform formation of pillar hydrates, and thus results in significant increase in strength. MJM is expected to perform especially well as piles in marine clays. This study investigates the field applicability of the MJM through extensive laboratory and field tests.

In this paper, we propose a new MLP based detector which has low circuit complexity and fast adaptation capability for CDMA downlink in frequency selective fading, and is easy for parameter optimization. The simplified structure of the proposed MLP is designed by making use of transmission characteristics of downlinks such that all users signals transmitted over same propagation paths and the number of channelization codes are limited. Significant performance improvement over Rake receiver can be obtained with the proposed MLP and the efficiency of the proposed MLP was compared with that of conventional MLP.

오늘날 국민생활에 전기의 의존도는 날로 높아지고 또한 매우 다양하고 고품질의 전력공급을 요구하고 있으며 정보산업사회로의 진입에 따라 고객의 기대수준에 전력공급설비의 발달이 미처 따라주지 못하고 있어 고객에게 감동을 주는 서비스의 실현이 더욱 어려워지고 있는 것이 현실이다. 특히 서울 명동지역은 구건물의 밀집지역으로 상권이 형성되어 있고 외국인 관광객들의 명소로 점차 자리잡아 가고 있는데 반해 전력공급설비는 국내 초기 지중화지역으로 기기설치 공간이 부족하여 노후된 건물 옥상에 다수의 변압기, 케이블이 설치 운영되고 있어 설비관리의 어려움뿐만 아니라 신규전력공급에 부응치 못하는 한계에 도달, 특히 밀집상가의 화재발생 우려 등 많은 문제점으로 안정적 전력공급을 위한 대책이 절실히 요구되는 상황이 되었다. 따라서 이 난해한 문제의 해결과 설비개선을 위해 보다 근원적인 대책을 모색하고자 ‘99년 초 한국전력공사 서울지역본부에 설비혁신 Task-Force를 운영, 명동지역에 가칭 배전 Station 건설을 포함한 종합정비사업을 추진키로 하였다. $\ulcorner$배전 Station$\lrcorner$ 이란 건물 내에 개폐기, 변압기 등 전력기기를 모두 수용하여 전력을 공급하는 소형 배전형 변전소 형태로 국내는 물론 세계적으로도 찾아보기 힘든 경우라 할 것이다. 건울과 설비가 복잡하기로 유명한 유서 깊은 명동지역의 특수한 주변 환경과 조화된 안정적 전력공급의 획기적인 대안으로 실현되고 있는 영동 배전 Station은 현재 3개소를 추진하여 준공단계에 있으며 도심건물 밀집지역의 전력공급에 만전을 다할 것으로 기대하고 있다.

본 연구는 전문기관에서 생산되는 검증된 문서를 웹상의 수많은 검증되지 않은 문서에 자동 주석하여 신뢰도 향상 및 심화 정보를 자동으로 추가하는 시스템을 설계하는 것을 목표로 한다. 이를 위해 활용 가능한 시스템인 인공 신경 정리 증명계(neural theorem prover)가 대규모 말뭉치에 적용되지 않는다는 근본적인 문제를 해결하기 위해 내부 순환 모듈을 단어 임베딩 모듈로 교체하여 재구축 하였다. 학습 시간의 획기적인 감소를 입증하기 위해 국가암정보센터의 암 예방 및 실천에 대한 검증된 문서들에서 추출한 28,844개 명제를 위키피디아 암 관련 문서에서 추출한 7,844개 명제에 주석하는 사례를 통하여 기존의 시스템과 재구축한 시스템을 병렬 비교하였다. 동일한 환경에서 기존 시스템의 학습 시간이 553.8일로 추정된 것에 비해 재구축한 시스템은 93.1분 내로 학습이 완료되었다. 본 연구의 장점은 인공 신경 정리 증명계가 모듈화 가능한 비선형 시스템이기에 다른 선형 논리 및 자연언어 처리 모듈들과 병렬적으로 결합될 수 있음에도 현실 사례에 이를 적용 불가능하게 했던 학습 시간에 대한 문제를 해소했다는 점이다.

By 2050, the technologies of the fourth industrial revolution currently being discussed will become highly mature and face a turning point in human civilization. Among them, the most innovative technologies will be artificial intelligence, robots, virtual reality and hyper-connected networks. These technologies will transform not only human life but also the appearance of the battlefield. Therefore, in 2050, the Army should concentrate all its capabilities on developing new concept weapons systems based on superintelligence and hyperconnectivity that converge and integrate these technologies.

최근 정신질환의 심각성과 정신보건의 증진에 대한 세계적 관심이 고조되면서 세계보건기구(WHO)와 미국 보건복지부(DHHS)에서는 잇달아 정신보건에 대한 연구 결과들을 발표하였다(United States Public Health Service Office of He Surgeon Central, 1999 & 2001, World Health Organization, 2001). 이러한 가운데 지난해 미국 정부는 대통령 직속의 정신보건위원회를 설립하여 현재 정신보건서비스제도가 드러내고 있는 다양한 문제점들을 파악, 분석하여 개선 방안들을 제안해 줄 것을 요청하였다. 미국 사회의 정신질환 및 정신보건과 관련된 서비스시스템을 개선하기 위한 이러한 획기적인 노력은 1997년 Carter대통령 쥐임 직후 구성된 정신보건위원회(President's Commission on Mental Health) 이후 약 25년 만에 이루어진 일로서 정신보건 분야뿐만 아니라 미국 사회 전반에 걸쳐 비상을 관심을 끌고 있다. 그리고 이러한 노력과 결과는 최근 들어 심각하게 노출되는 정신질환 및 사회병리 현상으로 어려움을 겪고있는 한국 사회에도 많은 시사점을 줄 수 있으리라 기대된다. 따라서 본 연구는 정신보건위원회의 활동을 중심으로 미국 사회의 정신보건에 대한 다양한 문제를 인식하고 이를 해결하기 위한 정신보건서비스제도 개선 방안을 고찰하는 것을 목적으로 한다. 연구의 주요 내용으로는 위원회의 설립 배경과 활동 경과, 정신보건제도의 다양한 문제점과 개혁 방안으로 구성되었다. 그리고 이러한 고찰은 우리나라 정신보건제도에 대한 인식과 발전 방향에 대한 새로운 조망을 도출해낼 수 있으리라 기대한다. 연구의 주요 방법으로는 각종 연구보고서와 기존 문헌을 이용한 문헌 연구를 활용하였으며, 기존 출간 자료나 통계에 밝혀지지 않은 사항은 정신보건위원회의 위원과의 직접 인터뷰를 통해 보완되었다.
