This paper analyzes the current status of open access policies, publishing, and archiving in the field of medicine. Journals indexed in SCI are published by open access publishers such as BMC Ltd. and PLoS and then the research articles in those journals are archived in PMC and BMC. Also, funding institutions participate in developing open access as a new scholarly communication model and governments or independent funding institutions outside the country make policies for open access. But scholary communities in Korea do not develop their services in the level of a new scholarly communication model even though they open their journal articles on the homepages. This paper suggests several plans for the open access scholarly communication in the field of medicine in Korea.

심방근 세포는 심방이뇨호르몬을 합성, 저장 그리고 분비하며, 세포내외 이온의 농도, 수분균형 및 혈압 등을 조절하는 것으로 알려져 있다. 또한 심방근의 인장자극에는 Atrial Natriuretic Peptide(ANP)를 2단계(분비, 유리)의 과정으로 이루어져 있으며, 이에 따른 심방이뇨호르몬의 분비 조절기전에 대하여서는 명확히 알려져 있지 않다. 따라서 본 연구는 백서의 심방근 적출관류 모델을 이용하여 protein kinase C와 ANP 조절의 상관관계를 밝히고 분비와 유리의 과정중 어떠한 과정을 이용하여 분비자극에 영향을 주는지를 관찰하기 위하여 본 실험을 실시하였다. PKC 활성제인 PMA(phorbol 12-mystrate 13-acetate)는 ANP의 유리를 현저하게 증가시켰으며, PKC 억제제인 H-7(1-(5-isoquinoline sulfonyl)-2-methyl piperazine dihydrochlo-ride)에 의해 유리를 억제시켰다. PMA와 H-7을 동시에 처리한 경우 PMA에 의하여 증가된 ANP의 유리가 H-7에 의하여 차단됨을 관찰할 수 있었다. 따라서 백서의 관류 심방에서의 ANP 분비 증가는 PKC 활성화에 의하여 이루어지며, ANP분비의 2단계중 ANP 유리에 영향을 줌을 알 수 있었다.

Super-distribution is essential for revitalization of digital contents industry in DRM system. Since existing DRM systems emphasize on security for intellectual property rights, it became restrictions to content distribution and the consumer rights. This paper suggests license management mechanism which strengthen super-distribution between consumers. It is to manage distribution history for each content by inserting consumer's identification information in content head. Client can verify security by comparing header and license after issuing license. It classifies the type of distribution and license, and then applies adaptive distribution methods. It can revitalize contents distribution by releasing proper license for super-distribution.

공공기관에서는 인터넷 방송 서비스를 통해 문자, 그림, 사진, 영상, 음악 등 다양한 멀티미디어 정보를 제공하고 있다. 일반 지상파 tv방송과는 달리 공공 인터넷 방송은 양방향으로 커뮤니케이션이 가능한 웹 미디어 플랫폼을 통해 실시간으로 정보를 주고 받을 수 있을 뿐만 아니라 이용자가 원하는 정보를 주문하고 서비스를 받을 수 있어 공공기관과 이용자간 소통수단으로 활용되고 있다. 그러나 공공 인터넷 방송의 시청률과 참여하는 양방향 콘텐츠의 다양성 측면을 분석해 보면 예상과 달리 이용실적이 저조한 것으로 나타나고 있다. 이러한 문제의 주요한 원인으로는 근래에 들어 확산되고 있는 스마트 모바일 환경에 실시간으로 대응하여 공공미디어 서비스를 제공하지 못하는 공공미디어 접근성의 한계와 인터넷이라는 양방향 미디어 플랫폼을 지향하면서도 제공하는 공공콘텐츠는 공급형 중심의 콘텐츠 성격을 벗어나지 못한다는 점을 들 수 있다. 본 논문에서는 이러한 공공 인터넷 방송의 문제점을 사용자 접근성과 양방향 콘텐츠 활성화라는 측면에서 분석하였다. 그 결과 공공 인터넷 방송 플랫폼의 개방성이 필요한 것으로 나타났으며, 다양한 스마트 모바일 환경에서 공공콘텐츠의 생산, 게시, 공유가 자유로운 공공 미디어 플랫폼 형태가 필요한 것으로 나타났다. 이를 바탕으로 HTML5, SNS플랫폼 연계 등이 포함된 개방형 공공 미디어 플랫폼 모델을 정의하고 이를 기반으로 양방향 공공콘텐츠를 활성화 할 수 있는 공공 미디어 서비스 모델과 이를 구현한 구축 사례를 제시하였다.

최근 대학을 둘러싼 외부 환경은 학령인구 감소로 인한 대학 입학자원 감소, 4차 산업혁명 도래에 따른 청년 일자리 감소 등의 급진적인 변화가 나타나고 있으며 이에 따라 내부 역량 강화 및 고도화, 대외 경쟁력 강화 및 사회적 역할 변화 등 체계적인 대응이 요구되고 있는 상황이다. 향후 학령인구 감소가 본격화될 것으로 예상되는 가운데 국내 대다수의 대학 특히 지방 대학의 경우 학령 인구 감소로 인해 나타날 다양한 변화에 대한 대책 마련이 절실히 요구되는 있다. 지방대학의 위상 약화로 지방대 졸업생의 취업의 질이 낮아지고, 우수 학생의 지방대학 기피로 이어지는 구조적 문제 발생하고 있으며, 이러한 지역 대학의 위기는 특정한 지역의 일부 대학만의 문제가 아닌 현재 우리 사회 전체가 직면하고 있는 구조적이고 복합적 원인에 기인하여 악순환의 고리를 형성하고 있다. 이에 본 연구에서는 지역 혁신을 위한 대학 역할 및 활성화 방안 도출 및 지역 혁신에 기여하는 대학의 국내외 우수사례 분석 지역을 중심으로 한 창업 생태계 현황 및 구성 체계, 창업선도대학, 캠퍼스 타운사업 등 대학을 중심으로 한 지역기반 창업 생태계 선도 모델 분석을 통해 지역사회와 상생하는 대학 중심 지역 창업생태계 구축을 위한 창업기반 지역 혁신형 대학 모델 발굴 및 제언하고자 한다.

Urban renovation projects (reconstruction and redevelopment) have a longer licensing period than general housing projects, and many consultations with the licensing authorities require expertise. Most of the members of the union do not have basic knowledge of the maintenance business, so they have a lot of authority to promote smooth business Is entrusted to the union leader. However, contrary to the original purpose entrusted by the members, it is easy to find a case where the business is suspended because the union leader is exposed to corruption for the private interests of the union, and the members' disputes could not be resolved. In order to overcome this risk, the problem of the maintenance project was found through a questionnaire survey composed of practical experts, and a solution was presented through the KCSI evaluation model. This study mentioned the necessity of a responsible CM that can make independent business decisions without interference from the union, rather than a management-type CM limited to the cooperative's work assistance. In order to promote the construction industry's national role, it was necessary to revitalize responsible CM, so six practical alternatives were proposed.

In this paper, we propose a modeling method for the flip-flops and test generation algorithms to detect the faults in the sequential circuits using VHDL in the high-level design environment. RS, JK, D and T flip-flops are modeled using data flow types. The sequence of micro-operation which is the basic structure of a chip-level leads to a control point where varnishing occurs to one of two micro- operation sequence. In order to model the fault of one micro-operation(FMOP) that perturb another micro-operation effectively, the concept of goal trees and some heuristic rules are used. Given a faulty FMOP or fault of control point (FCON), a test pattern is generated by fault sensitization, path sensitization and determination of the imput combinations that will justify the path sensitization. The fault models are restricted to the data flow model in the ARCHITECTURE statement of VHDL. The proposed algorithm is implemented in the C language and its efficiency is confirmed by some examples.

An Analysis on the Pre-Feasibility Evaluation Factors of Activation for Welfare Facilities for the Residents in Apartment Building. The adapted research method of selected case five apartment building in D new town and carried out questionnaire survey to residents and user for draw items of feasibility evaluation. Drew items of feasibility evaluation classify as Plan section, Design section, and Operation section and evaluate the weight of each section utilizing analytical hierarchy process (AHP). Depending on the purpose and methods. The results of this study are as follows: Such as Plan section, Composition of Program Facility, User Charge Survey, Arrangement of Program Room were analyzed highest. Such as Design section, Arrangement of Program Room, Circulation planning, Educational Equipment were analyzed highest. And such as Operation section, Operation costs, Operation Plan, Review of Program Facility were analyzed highest.

In this paper, optimization technique such as particle swarm optimization was used to optimize the parameters of fuzzy Extreme Learning Machine. While the learning speed of conventional neural networks is very slow, that of Extreme Learning Machine is very fast. Fuzzy Extreme Learning Machine is composed of the Extreme Learning Machine with very fast learning speed and fuzzy logic which can represent the linguistic information of the field experts. The general sigmoid function is used for the activation function of Extreme Learning Machine. However, the activation function of Fuzzy Extreme Learning Machine is the membership function which is defined in the procedure of fuzzy C-Means clustering algorithm. We optimize the parameters of the membership functions by using optimization technique such as Particle Swarm Optimization. In order to validate the classification capability of the proposed classifier, we make several experiments with the various machine learning datas.

This review aims to propose a model that can reinterpret the abnormal and functional connections between cognitive processes and emotional regulations based on the neurocognitive networks for a comprehensive understanding of pathologic processes and treatment approach of depression and anxiety disorder. Through the processes of rebuilding the network model for depression and anxiety disorder, it was confirmed that depression can be said to be 'over-immersion in self-referencing' due to hyper-activation of default mode network (DMN), and anxiety disorders to be 'disconnection with self-referencing' due to hypo-activation of DMN. The attempts to link up between abnormal activation and pathological function of DMN which is thought to be involved in self-referential processing associated with self-consciousness and projection among neurocognitive networks may be another starting point that can afford to be suggestive in integrated interpretation and therapeutic approach to depression and anxiety disorder.
