A Case Study on Health Impact Assessment of Hazardous Air Pollutants in Industrial Complex Development Plan (산업단지 계획 시 유해대기오염물질에 대한 건강영향평가 사례 연구)

  • Health impact assessment is implemented within the Environmental impact assessment for the purpose of minimizing health damage by predicting the impact on human health following implementation of the development project. In health impact assessment, manual revision is required due to the lack of consistency in the method of estimating hazardous air pollutants emissions. This study estimated the emissions by calculating the emissions of hazardous air pollutants based on the actual industrial complex development cases and completed health impact assessments. As a result of risk assessment based on exposure concentration using CALPUFF model, the risk assessment results were different for each of the emission estimation methods, and manual improvement on the emission estimation method is needed.

  • INTRODUCTION : Arsenic is a ubiquitous element present in various compounds throughout the earth's crust. The use of arsenic compounds increased greatly during the 18th and 19th centuries, including its use in pigments and dyes, as a preservative of animal hides, in glass manufacture, agricultural pesticides, and various pharmaceutical substances. The causal association between human arsenic exposure, usually in the form of inorganic compounds containing trivalent arsenite (As$^{III}$) or pentavalent arsenate (As$^V$), and various forms of human cancer has been known for many years.

  • 미국 환경보호청이나 세계보건기구를 포함한 유럽 등의 환경관리 기관에서는 1980년대 이후부터, 환경오염물질로 인한 인체 피해 정도를 위해도라는 확률의 개념을 도입하여 표현하고, 그 결과를 이용하여 오염물질 관리를 위한 기준치 등을 설정해 오고 있다(EPA, 1993). 국내에서도 이와 같은 위해성평가 연구가 10여년 이상 진행되어 왔고, 최근에는 환경오염물질의 위해성 평가나 관리정책의 중요성을 공히 인식하면서 이들 개념이나 연구결과들이 적절히 활용되고 있다. (중략)

  • 오염부지 관리 기조가 매체 중심에서 수용체 중심으로 변화하면서 우리나라에 위해성평가 제도가 도입되었으나, 이를 오염현장에 충분히 활용하기 위한 체계와 관련 기술들은 아직 제대로 확립되어 있지 않다. 특히, 여러 가지 이유로 정화곤란부지로 분류가 되는 오염부지의 정화 및 관리와 그러한 부지에 적용될 수 있는 위해저감기술들에 대한 기술적, 사회적 논의와 합의도 부족한 실정이다. 본 연구에서는 그동안 오염토양의 정화에만 초점이 맞추어진 우리나라의 토양환경정책이 오염부지의 관점에서 그와 연결된 수용체를 보호하는 방향으로 나아가기 위해 필요한 위해성기반 오염 부지관리 의사결정체계를 제안하고, 그러한 관리체계가 현장에서 적절히 적용되도록 하기 위해 필요한 위해저감기술들을 조사, 분류하여 위해저감 방식에 따른 위해저감기술의 활용성 및 적용성을 평가하는 방안을 제안하였다.

  • Health impact assessment in the environmental impact assessment is conducted to determine whether to exceed the standard of each single substance and to establish appropriate reduction measures. In some development projects, although all substances in risk assessment meet the standard, exposure concentration is very close to it. However, considering the cumulative exposure of all substances, health effects are likely to occur considerably severer than those of individual substances, so it is necessary to prepare a concrete and improved methodology for integrating evaluation of emissions to identify the health effects actually exposed to receptors of living things. This study established the definition of cumulative risk assessment through overseas advanced cases and domestic and foreign literature reviews, and proposed a methodology for utilizing cumulative risk assessment considering health effects on multiple substances when developing industrial complexes. Applied by the proposed methodology, integrated indicators forfourtypes of hazardous heavy metals (Ni, Cr6+, Cd, As) emitted from industrial complexes were calculated, and applicability was tested with case of the industrial complex development projects conducted over the last decade (2011-2020).

Policy Suggestions to Korea from a Comparison Study of the United States, the United Kingdom, Germany, the Netherlands, and Denmark's Polices on Risk Assessment of Contaminated Soils (토양오염 지역의 위해성 평가에 관한 외국 정책의 비교분석 및 우리나라의 정책 개선에 관한 고찰)

  • Policies of the United States, the United Kingdom, the Netherlands, Germany and Denmark were compared and analyzed on risk assessment of contaminated sites. These countries were chosen from a feasible preliminary analysis of 18 countries of the European Union and the U. S. All the countries selected met two major criteria : I) implementation of risk assessment to determine the soil contamination and remediation targets of contaminated sites, ii) use of soil guidance values and risk assessment as complementary measures to determine soil contamination. Suggested policy improvements to Korea regarding these issues include i) legislation of a rational risk assessment methodology of contaminated sites, and ii) enactment of collaboration of risk assessment with the soil guidance values. To establish effective risk assessment legislation, additional in-depth research on social, economic and long-term effects of the proposed risk assessment methodologies, as well as the mutual consent of all parties including academia, industry, and administration will be necessary. Linking risk assessment with soil guidance values would be applicable to a site contaminated where the contaminant concentration exceeds a certain soil guidance value. In parallel, application of risk assessment to a site where a contaminant concentration is naturally different such as mining sites would be plausible. The policy suggestions above are not yet conclusive due to a lack of policy implementation, and simulation. Thus, additional research on developing risk assessment methodology is needed. Nevertheless, initiation of the suggested policy would increase the efficacy of Korean policy regarding the survey and remediation of contaminated sites.

  • Many countries of the world, including IMO, has noticed that foreign marine hazardous organisms, which were introduced by ballast water, have disturbed the marine ecosystem of its own nation, and posed a serious threat to human health and the value of environment and economy. Therefore, IMO has tried to manage the introduced species by assessing the risk of ballast water, and suggested three risk assessment methods, such as environmental matching risk assessment, speciesbiogeographical risk assessment, and species-specific risk assessment. In this thesis, species-specific risk assessment method was considered, and a risk assessment program established by applying it was described.
