A Note on the Effects of the Greener Market on Pollution Emission (소비자 환경친화도 변화의 오염감축효과에 관한 소고(小考))

  • A green market for a product refers to the market where the more willingness to pay for the product consumers have, the greener is the product. As the green markets begin to spread out, researches have been carried out mostly on the effects of various environmental policy measures such as unit emission standard, environmental taxes as they are applied in the green markets. This paper focus on a different issue in the green markets, that is, the effects of the greener market on pollution emission. We consider two kinds of markets, which are fully or partially covered. In the fully covered market where the products sold are necessities such that all consumers purchase the product, as the market gets greener, the amount of pollution emission decreases. On the other hand, in the partiaily covered market, it is shown that the amount of pollution emission could increase as the market becomes greener. This critically depends on whether the total output decreases or increases as the market turns greener.

  • A green market refers to a market that consists of environmentally aware consumers. A few researches have been carried out on the effects of environmental policy measures in a green market. These existing researches were based on a vertical differentiation model with firms' price-setting behavior, and derived that unit emission standard and environmental product taxes could not reduce the amount of pollution emission. This note considers a vertical differentiation model with firms' quantity-setting behavior, and shows that, contrary to the previous result, the amount of pollution emission is reduced by the introduction of unit emission standard. This implies the importance of the nature of firms' interaction in figuring out the pollution abatement effect of environmental policy measures in a green market.

  • 산업화시대 이래로 과학기술의 진보, 물질문명의 발달과 더불어 에너지 소비량도 폭발적으로 증가하여 왔다. 이로 인한 환경문제, 지구온난화 등 범지구적인 차원의 이슈가 발생하였다. 기후변화에 대처하기 위한 에너지 절약은 정책당국자, 학계, 산업계뿐만 아니라 일반시민들에게 있어서도 오랫동안 고민되어온 화두가 되어 오고 있다. 또한, 최근 발생한 일본의 원자력 방사능 유출건도 일본 수도권의 막대한 전기 소비량을 뒷받침하기 위해 건설된 발전소로 인한 2차 피해라는 측면에서 보다 안전하고 환경 친화적 재생적인 에너지에 대한 관심은 더욱 높아갈 수 밖에 없는 실정이다. 그러나 이를 위해 수많은 캠페인들이 행해져 왔음에도 불구하고 에너지 과소비는 여전히 해결되지 않고 있는 난제 중에 하나이다. 이러한 오랜 이슈를 해결하기 위해 기존의 에너지 절감 정책의 틀에서 벗어나 인간의 실질적인 소비행태에 변화를 주려는 대안 모색을 목표로 경제학의 새로운 패러다임인 행동주의 경제학의 프레임워크를 동원하여 효과적인 에너지 절감방안을 사람들의 제한적 합리성에 근거하여 모색하고자 한다. 더불어 이러한 시도는 최신 IT기술과의 융합을 통해 그 효율성을 극대화할 수 있을 것이다. 따라서 행동주의 경제학의 이론적 개념과 실질적인 적용사례를 살펴보고, IT기술의 융합을 시도할 때 고려해야할 사항들에 대해서도 논의를 전개해 나갈 것이다. 이를 통해, 효과적이고 효율적인 에너지 절감정책을 발견하기 위한 정보의 전달방식, 정보의 영향력, 편익측면의 제약사항 등에 대한 다양한 실험적인 연구들을 촉구하고자 한다.

  • Nuclear power has been an attractive energy efficient and to the pressure with the climate change despite of its risks. There are safety, security, and environmental concerns with the nuclear radiation, but the techno-optimism forms the mainstream by experts and the state to be able to control and manage the risks yet occurred. The disastrous Chernobyl and Fukushima nuclear accidents brought about alternative action and thought including renewable energy expansion, efficient energy delivery and use, and enhancing stewardship to environmental carrying capacity. More significant alternative movement is sought by victims of nuclear radiation, technicians, and the general public who realized the pitfalls of expert and state centered policy formation. These laypersons become counter-expertise competent in recognizing local contamination and considering the risks and emotions seriously affecting peoples' everyday lives. They play important roles in the construction and legitimation of alternative knowledge about nuclear power widely realized across regions.
