Pilot Application and Expansion Direction of Generative AI for the Review of Environmental Impact Assessment Reports (환경영향평가 검토지원을 위한 생성형 AI의 시범적용과 확대 방향)

  • The review of environmental impact assessment reports is a crucial process to ensure the expertise and objectivity of the content and procedures of Environmental Impact Assessment (EIA). Since the amendment of the Environmental Impact Assessment Act in 1997, a single national research institute has independently and exclusively supported this role based on legal grounds. In 2021, in an effort to secure a more diverse range of review opinions, there was a movement towards decentralization and diversification of review institutions. However, concerns have been raised about the limitations in the independence and consistency of these review opinions. Meanwhile, with the introduction of OpenAI's ChatGPT in November 2022, the use of generative artificial intelligence (AI) has increased, becoming common in daily life, work, and research. This has led to discussions about the potential use of generative AI to leverage existing EIA review capabilities and ensure a balanced range of opinions from the recently decentralized and diversified institutions. This study aims to propose a pilot implementation and future methodological and institutional expansion of generative AI to support the review of environmental impact assessment reports. To achieve this, a generative AI system was initially developed and tested to support the review of content related to Health Impact Assessment within the EIA framework. The practical applications of this pilot system were documented. Additionally, by specifying the procedures, content, and stakeholders involved in the EIA review process, this paper suggests considerations for its expansion from both methodological and institutional perspectives.

  • 최근 논란이 되고 있는 새만금간척사업에 대한 환경영향평가서를 최초 작성할 당시는 갯벌의 가치를 사업의 편익에 포함시키지 않았으나, 이후 환경단체에서는 새롭게 부각된 갯벌의 기능과 가치를 포함시켜 경제성 분석을 다시 할 것을 주장하였다. 이 자료에서는 지금까지 발표된 갯벌과 논의 가치 비교와 새만금사업의 경제성 분석을 검토하였다. 갯벌의 가치에 대하여 금전적인 평가를 한다는 것은 주관적인 요소가 개입하게 되므로 여전히 학자 간에도 의견이 일치하지 않으며 경제성 분석에 포함할 항목에 대해서도 합의가 이루어지고 있지 않아서 일반인에게는 매우 혼란스럽기만 한다. 새만금사업환경영향공동조사단의 공동조사에서는 우리나라 최초로 갯벌의 정화능력 실험과 설문조사를 통한 갯벌의 가치 평가를 시도하였다. 그러나 연구자가 검토한 결과 새만금사업 편익 총액의 51%를 차지하는 국토확장효과가 과대하게 평가되고 농산물 증산액과 논의 공익가치 역시 과대하게 평가되어 경제성 평가를 왜곡시켰다고 판단된다. 갯벌의 기능과 가치에 대한 평가는 앞으로 객관적인 연구결과에 의존해야 하며 환경학계의 검증을 거치는 작업이 필요하다고 본다.

  • 본 논문은 레이더 유량계를 활용하여 영구저류지의 유입·유출량을 계측을 통해 영구저류지의 재해저감효과를 분석하였다. 2009년 이후 자연재해대책법 의거 개발사업에 대해 재해영향평가를 실시하고 개발 후 영구저류지를 설치토록 법제화하고 있다. 재해영향평가서 상 50년 빈도 강우량으로 영구저류지를 설계하고 있지만, 크기 및 형태에 대한 평가는 이루어지지 않고 있으며, 이상기후로 인해 강우강도가 높은 폭우가 지속적으로 증가하고 있어 이에 대한 평가가 필요한 상황이다. 영구저류지의 재해저감효과를 확인하기 위해 유입·유출구에 레이더 유량계를 설치하였고 24시간 강우사상 동안 발생한 유입·유출량을 확인하였다. 획득 데이터를 통해 사전재해영향검토서의 기대 저감효과 영구저류지의 실제 저감효과 비교 분석을 하였고,이를 바탕으로 저감효율을 계산하여 영구저류지의 재해저감효과에 대한 구체적 평가를 수행하였다.

A Study on Environmental Impact Assessment Guidelines for Marine Environmentsin Construction Projects of Offshore Waste Disposal Landfills (해상최종처리장 건설사업의 해양환경 환경영향평가 가이드라인 개발 연구)

  • An offshore waste disposal facility refers to a landfill site for final landfilling of stabilized inorganic solid waste such as land and marine waste incineration materials, and the aim of such a facility is to solve the problem of insufficient waste disposal space on land and create and develop environmentally friendly marine spaces. The purpose of this study is to prepare guidelines for the construction of offshore waste disposal facilities, which reflect the need and importance of paying sufficient heed to environmental considerations from the initial stage of the project, in order to investigate, predict, and assess how such guidelines will affect the marine environment in relation to the construction of offshore waste disposal facilities, with the goal of minimizing the impact on and damage to the environment. For the purpose of this research, guidelines focusing on the construction of offshore waste disposal facilities were derived through an analysis of domestic cases and similar foreign cases and an assessment of their level of compliance with existing EIA guidelines through the operation of a discussion forum. In order to review the EIA report on similar cases in Korea, 17 EIA documents (2005~2016) for dredged soil dumping areas and ash ponds of thermal power plants were analyzed to investigate the status of marine organisms, marine physics, marine water quality, and marine sediment and to understand what types of problems can occur and what improvement measures can be taken. The purpose of these guidelines were to minimize damage to the marine environment by promoting EIA protocols in accordance with scientific and systematic procedures, to reduce the consultation period related to projects, to resolve social conflicts, and to reduce economic costs.

Effect and Satisfaction according to the Review of the Electronic Document of Environmental Impact Assessment - Focus on Cost and Carbon Emissions Reduction - (환경영향평가서 전자문서 검토에 따른 효과와 만족도 - 비용 및 탄소 배출 저감을 중심으로 -)

  • The way we work is changing significantly with the rapid development of digitaltechnology, and paper documents are being replaced by electronic documents. However, in accordance with the Enforcement Decree and Enforcement Regulation of the Environmental Impact Assessment Act, the environmental impact assessment report must submit a set number of paper reports to organizations related to the project, and about 42 years have passed since it was submitted as a paperreport. In 2022, the National Institute of Ecology introduced a system to review paperreports as electronic documents in line with the trend of digital transformation. The cost reduction and carbon emission reduction effects of electronic document review were analyzed for 1,398 environmental impact assessments submitted and reviewed in 2022. In addition, a satisfaction survey was conducted targeting type 1 environmental impact assessment companies that were directly affected, and a total of 134 people responded. As a result of analyzing the effect of reviewing electronic documents, costs are reduced by a total of 101,424,900 won per year and carbon emissions are reduced by about 59.7 tons. As a result of the satisfaction survey, 94.8% of the respondents said electronic documentreview was very helpful, and 4.5% said it was helpful. The effectiveness of electronic documentreview was high, with 94.8% of respondents saying it was helpful in economic terms and 91.8% saying it was helpful in reducing work hours. If electronic documents are reviewed through the revisions to the Enforcement Decree and Enforcement Regulation of the Environmental Impact Assessment Act, the implementation of electronic document review is expected to have a ripple effect across the country, not only reducing costs and carbon emissions, but also reducing administrative time and saving storage space. Rapid changes in law and administration are needed to adapt to the digital transformation era.

A Guide for Environmental Impact Assessment for the Installation of Water-friendly Facilities in River Zones (하천구역 내 친수시설물 설치를 위한 환경영향평가 검토 가이드 연구)

  • Recently, local governments have recognized river zones as leisure spaces and local festival venues, and hence, the pressure for developing these zones has increased significantly. However, given the unique functionalities of river zones and the time and costs associated with maintaining facilities and restoring damaged areas, a development plan must be selected carefully. To preserve river zones and to facilitate nature-friendly space utilization, this study focused on improving environmental impact assessment (EIA), which is an institutional implementation procedure for project plans. This study prepared a draft guide for EIA by providing an overview of the research background and survey outcomes, including the status of laws and regulations on river zones, development plans, and opinions on EIA. The results showed that because strategic EIA of basic river plans is important for district designation of river zones and the scope and direction of space utilization, it is necessary to establish a more meticulous business plan before reviewing and evaluating the mini EIA linked to the future implementation of a plan to derive a reasonable assessment. Additionally, this study provides a draft guide for EIA to evaluate the suitability of water-friendly facility construction plans considering the location characteristics and to reflect the factors that can reduce the environmental impacts during the mini EIA stage. In the future, we expect that the results of this study will serve as a foundation for establishing instructions and guides for the development of nature-friendly and water-friendly facilities in river zones during the establishment of plans.

A Study on the Standard of Cutting and Filling Height to Minimize Topographical Damage in Road Side Construction (도로건설사업 시 지형 훼손 최소화를 위한 절·성토 높이 기준 연구)

  • The purpose of this study is to analyze the relationship between height of cutting and filling as well as the height of slope of roadsides. It also suggests the rational height of slope to minimize topographical damage in road construction. Hence, in this study, 44 cases of expert's opinions related to height of slope in Environmental Impact Assessment(EIA) for road construction projects are reviewed, and 23 cases of data related to height of cutting and filling in EIA for road construction projects are used for analyzing relationship between height of slopes and height of cutting or filling of roadside. The results are as follows; Most of heights of cutting, filling and slope in EIA for road construction are over the required standards 20 or 30m(in case of cutting) and 10 or 15m(in case of filling). It also shows that there is high-level correlation between height of cutting and filling and height of slope of roadside. According to regression analysis, it is suggested that the general standard of each heights of cutting and filling are 25.33~33.23m(in case of cutting) and 14.56~18.08m(in case of filling), but it should be considered in EIA review for road construction projects that these heights suggested in this study are over the required standards.

A Study on Improvement of Air Quality Dispersion Model Application Method in Environmental Impact Assessment (II) - Focusing on AERMOD Model Application Method - (환경영향평가에서의 대기질 확산모델 적용방법 개선 연구(II) - AERMOD 모델 적용방법을 중심으로 -)

  • The AERMOD model was the most used, accounting for 89.0%, based on the analysis of the environmental impact assessment reports published in the Environmental Impact Assessment Information Support System (EIASS) between 2021 and 2022. The mismatch of versions between AERMET and AERMOD was found to be 25.3%. There was the operational time discrepancy of 50.6% from industrial complexes, urban development projects between used in the model and applied in estimating pollutant emissions. The results of applying various versions of the AERMET and AERMOD models to both area sources and point sources in both simple and complex terrain in the Gunsan area showed similar values after AERMOD version 12 (15181). Emissions are assessed as 24-hour operation, and the predicted concentration in both simple and complex terrain when using the variable emission coefficient option that applies an 8-hour daytime operation in the model is lowered by 37.42% ~ 74.27% for area sources and by 32.06% ~ 54.45% for point sources. Therefore, to prevent the error in using the variable emission coefficient, it is required to clearly present the emission calculation process and provide a detailed explanation of the composition of modeling input data in the environmental impact assessment reports. Also, thorough reviews by special institutions are essential.

Improvement of the Environmental Impact Assessment and Post-environment Impact Survey Reports Using Marine Environment Assessment Indices (해양환경 평가지수를 활용한 환경영향평가서 및 사후환경영향조사결과 통보서 개선 방안 연구)

  • In this study, we used marine environment assessment indices to evaluate impacts of various development projects on the marine environment. TheWaterQuality Index (WQI) was applied in the field of marine water quality and the Cleanup Index of Harmful Chemicals (CIHC), the Cleanup Index of Eutrophication (CIET), the Enrichment Factor(EF) were used in the field of marine sediment. In the field of marine benthic organisms, the Benthic Health Index (BHI) and the Benthic Pollution Index (BPI) were utilized. Each assessment index was calculated using the data observed in the development project, and its characteristics and usefulness were evaluated. The assessment method and criteria were clearly defined for WQI, CIHC, and BHI. Furthermore, through these indices, an integrated environment impact analysis was possible. Apart from the indices presented in this study, there are various indices that can be used for evaluating the marine environment. Therefore, it is important to utilize appropriate indices according to the characteristics of each project.
