The concept of 'Cleaner Production(CP)' and various activities aiming at promoting CP are investigated along with the applicabilities of CP to marine environment. Although the conventional approaches dealing with the marine pollutions can be absorbed in CP, the whole activities of Production and conservation in the ocean must be projected into a new Paradigm, 'Sustainable Development.' Renewable energy is the first key to a complete CP and the ocean can provide us with the clew. In order to introduce CP system more effectively to marine environment opinion collection, environment monitoring, problem identification, resolution proposition, state-of-the-art evaluation, policy development, communication, education and public information are to be Planned and followed up systematically KOSMEE is believed to be a good structure to stand at the center of the upcoming CP activities in the ocean.

The purpose of this study is to suggest the effective alternative plan of the human resource training in the new reproduction energy industry, here in Gwang-Ju area. Nowadays, we, Korea is confronted with great changing moment to reform the developmental model in social situation & economical paradigms. Based on the aspect, the study showed that how suitable place to carry out the aims in Gwangju area ; first, the good equipped natural environment for activating is apt to build the new reproduction energy industry. And next, the good skilled human resource training is to get into the newly industry. According, the various policy of educating manpower for activating new reproduction energy industry need to be driven in short and long term.

실내 환경 (indoor environment)에 대한 관심은 1990년대 이후 급격한 산업구조의 발달을 통한 에너지 소비가 급증하여 환경오염이 가중되면서 본격적으로 대두되었다고 할 수 있다. 실내 환경문제의 대표적인 실내공기질 (Indoor Air Quality, IAQ)에 대한 문제의 발생배경을 보면 1970년대 이후 각종 산업분야에서 에너지 절감 및 효율을 높이기 위한 노력의 일환으로 건물의 열효율을 위한 밀폐화 및 고기밀화에 따른 실내공간의 변화에 따라 이들 건물의 실내공기질이 악화되면서 발생되었다.(중략)

산업사회의 발전과 문화생활의 향상에 따라 에너지 사용은 계속 증가해 왔으며, 이에 따른 환경문제 또한 꾸준히 제기되고 있다 산업구조상 화석연료를 주 에너지원으로 사용하고 있는 우리나라의 경우 온실 가스중 $CO_2$가 87.7%를 차지한다. 또한 이 $CO_2$가 대기 중에서 10.0%가 초과되면 인체에 심각한 신진대사의 이상, 중앙신경계의 장애가 발생할 수 도 있다(환경부, 2000). 에너지 경제연구원은 "2010년까지 2000년 수준으로 $CO_2$ 배출량을 줄이면서 국내 총생산은 17.5% 감소할 전망"이라고 분석했다(에너지 관리공단, 2003).
