Analysis of Spatial Crime Pattern and Place Occurrence Characteristics for Building a Safe City (안전도시 조성을 위한 범죄의 공간적 분포와 도시의 장소별 발생특성 분석)

  • The purpose of this study is to examine the possibility of crime prevention in consideration of urban physical environment by analyzing the spatial distribution characteristics and pattern using actual crime occurrence data of the case city. The crime data was rebuilt by transforming them into geographic information system to analyze the spatial aspect of crime occurrence. The findings are as follows: a change from 2008 to 2011 is indicated with similar trend. But the local movements of crime hot spots are found. Moreover crimes were happening along the roads in linear pattern rather than inside of blocks in commercial area. This indicates the importance of environmental improvement of roads and open spaces. In addition it was found that the crime occurrence in a dangerous district can be reduced and prevented through the physical environment design and urban planning. The findings will contribute to promoting fundamental crime prevention as the physical environmental improvement in a city and to building a safe community as its result.

  • Environmental Redesign for Crime Prevention researchers are perceiving that raising the illuminance of the space by installing lighting for the dark space at night in the living environment will enhance the crime prevention effect. It is not realistic situation to see that simply increasing the illumination of the space will inhibit the occurrence of all crimes. In this study, it is analyzed that the measures to increase the illumination by installing lighting in the living space are used to implement the crime. It is necessary to revise the view that crime is suppressed by simply installing lighting and raising illumination. Especially Sex offenders use the space with high illumination to observe the object of crime. Therefore, it is necessary to provide a more intelligent situation recognition function in addition to simply raising the illumination.

  • The need for recognizing the crime in the urban spaces as a social problem and finding out specific approaches such as the study of space design and various guidelines for crime prevention is increasing. In this regard, "Crime Prevention Through Environmental Design" (marked as "CPTED") is actively underway. Yeomri-dong Salt Way is the first place to which the Seoul Crime Prevention Design Project was appled. The business objective of improving the local environment has been implemented rationally through cooperation and voluntary participation between subject of the project executives and community members. Since its efficiency has been proven, the sites have been expanded since then and becomes a benchmarking example of each local government.This kind of problem solving effort has the same context in purpose and direction of the 'Village Art Project' which has been implemented since 2009 with the aim of promoting the culture of the underdeveloped area and encouraging the participation of the residents by introducing the public art. It is noteworthy that this trend is centered around the characteristics of community functions and values. The purpose of this study is to propose the application method of community furniture as a way to increase the efficiency of CPTED to improve the 'quality of life' of residents. To do this, we reviewed CPTED, community design, public art literature and prior research, and identified the problems and implications based on the site visit Yeomri-dong of Seoul and Gamcheon Village of Pusan which is the successful model of "Seoul Root out Crime by Design" and 'Maeulmisul Art Project' respectively. The common elements of the two case places identified in this study are as follows: First, the 'lives' of community residents found its place in the center through the activation of community by collaborative activities in addition to the physical composition of the environment. Second, community design and introduction of public art created a new space, and thereby many people came to visit the village and revitalize the local economy. Third, it strengthened the natural monitoring, the territoriality and control, and the activity increase among the CPTED factors. The psychological aspect of CPTED and the emotional function of public art are fused with the 'community furniture', thereby avoiding a vague or tremendous approach to the public space through a specific local context based on the way of thinking and emotion of local people and it will be possible to create an environment beneficial for all. In this way, the possibility and implication of the fusion of CPTED and public art are expected to be able to reduce the social cost through the construction of the crime prevention infrastructure such as expansion of the CPTED application space, and to suggest a plan to implement the visual amenity as a design strategy to regenerate city.

  • The issue concerning how to integrate with the needs of sustainable development according to Crime Prevention Through Environmental Design(CPTED) theory still continues in the development process of the third-generation theory at the present stage. In addition, the issue is under worldwide controversy and discussion. What is more noteworthy is that the viewpoints under debate and discussion have an influence on the mutual effect and relationship between the theoretical model and the principles in the theoretical model, and the influence can never be underestimated. After a mastery of the overall context of theoretical development, it is believed in this study that the identity of CPTED theory development can provide a diverse understanding dimension and a communication method between the environment and environmental users. On the basis of identity the development of CPTED theory, the crime prevention design mode of CPTED needs to connect different dimensions of sustainability, with the design goal of livability as the starting point, the Top-down model to adjust the safety of the environment. By no means can the environmental condition be improved by solely relying on the previous physical design method in virtue of Bottom-up model. Therefore, in this study, the identity of CPTED will be set as the core combined with Top-down crime prevention design model to propose a visual proposal for the reconstitution of the theoretical model, rather than supplementing the application of the contents or principles at a certain stage. Hence, it is expected to provide reference and enlightenment for the sustainable development of CPTED theory.

  • In Contemporary residential area, especially apartment commplex, crime affect the quality of life and sustainability of cities. So our interest is an all-time high in the role that planning processes and the design of the physical environment can play in reducing the opportunity for crime. The purpose of this study try to find the possibility of application of CPTED in Urban Apartment Complex. Recently, as increase of residencial density, diverse and new types of crime are increasing in urban apartment complex. It is the current of times which demand our serious consideration. This research focused on crime reduction through the physical environmental control methods. And the concepts and contents of CPTED are studied and the case studies of developed countries are surveyed. For groping in the practical application, researched into the case study of apartment blocks in medium sized city, Cheongju. Also Local crime prevention initiatives require partnership working, both between professionals and with local communities. The result of this study has implicated, increasing importance on daily safety issue in urban life and examining the possibility of applying crime prevention and reduction program and systems.

A Study on the 3rd Generation CPTED Process through Double Diamond (더블 다이아몬드를 적용한 3세대 CPTED 프로세스에 관한 연구)

  • The shortcomings of the previous Crime Prevention Through Environmental Design (CPTED) theory in practice have led to the limitations of the conventional crime prevention design process. The purpose of this study is to analyze the graftability of the third generation CPTED theoretical framework and the Double Diamond design process from a design perspective. Thus, the third generation CPTED visualization design process is proposed to be grafted with the Double Diamond design process. In the study, the propositions, goals, strategic approaches, and liveability principles of the third-generation theoretical framework are clarified according to the relevant studies by scholars. In addition, the study identifies the limitations of conventional crime prevention design processes in terms of practicality and effectiveness, based on corrections from research in different scientific fields. On this basis, the Framework of Innovation of the British Design Council was used to clarify the benchmarks and foundations for the grafting of the third-generation theoretical framework and the Double Diamond design process. In addition, the details of the grafting are analyzed and explained in terms of phase outputs and phase activities. The significance of the study is that the third-generation CPTED visualization design process, which is grafted to the Double Diamond design process, can help residents to implement behaviors that reflect their self-worth and create a state of engagement. As well, it can inform the collaboration between design and non-design staff in CPTED projects.

Result that analyze Two-way ANOVA satisfaction difference of environment design of group by satisfaction of the primary and the secondary design group is high in 8 all dimensions of CPTED, and satisfaction by appeared satisfaction high in group less than natural access control, 2 years of natural surveillance, and reciprocal action effect that go with group is high satisfaction in 2 years low in The secondary design group more than the primary and the secondary design group of systematic access control and natural access control, and the primary and the secondary design group appeared high in subgroup of 2 remainders. Improvement of the Checklist for Residential Housing's Crime Prevention Accreditation Assessment (주거시설에 대한 CPTED 평가인증 기준 개선방안 연구)

  • Police crime statistics report that residential housing such as apartment, low rise, detached houses is the second most vulnerable to crime, which is closely followed by the number of street crimes. Also residential houses are often exposed to quality-of-life crime, e.g burglary. It threatens the basic human rights of house residents in terms of safety and comfort within the urban living environment. This study examines related precedent studies regarding the vulnerability of residential housing including studios, multi-family housing from the viewpoint of crime prevention through environment design(CPTED), extracted the elements and items suitable for the safety of residential facilities and the certification evaluation indicators and check items to be the basis for the checklist are derived. Based on these evaluation indicators and inspection items, we conducted on-site surveys of residential facilities in three areas of Seoul, Yongin and Asan, and the final draft of the checklist was revised based on the results of the field survey. There are 43 items on the 7 fields of evaluation in the final version of checklist, 11 items in the management and operation, 20 items in the surveillance, 7 items in the access control, 1 item in the territoriality, 2 items in the activity support, and 2 items in the security and safety facilities. In addition, various points of interest were added to allow the administrator of the residential facility to earn points for special measures taken for safety. This checklist can be appropriately modified and utilized in consideration of the characteristics of each facility. Korean national police agency has CPOs to check the residential facilities in their jurisdiction using checklists and to certify excellent facilities with high level of safety.
