In response to difficult employment conditions in the maritime industry and a desire to expand their career options, domestic mates are persuing DP operator training at institutions both domestically and abroad based on their shipboard experience. However, since the offshore plant service industry has not yet been established in Korea, those seeking to enter this field have difficulty acquiring qualifications and most seek work overseas for offshore shipping companies. Individuals wishing to work as DP operators are likely to face more conservative recruitment processes with overseas offshore shipping companies, focusing on career language restrictions as they will be non-native speakers relative to the foreign company, difficulty living in a multi-cultural environment, and lack of systematic information on essential job requirements. For these reasons, domestic mates have difficulty seeking jobs. Therefore, this study analyzes the capabilities and qualification required to be a DP operator to provide basic data for developing NCS standards representing a minimum level of competency. These standards can be applied by the government to develop plans for professional training for DP operators. In study, job classifications, competency standards and career development paths for DP operators have been proposed along with joint use of DP training vessels, to train specialized DP instructors. An NCS export model led by the government to activate professional training for DP operators is also presented.

Human Resources Development of Korea has been practicing performance evaluation for occupational qualification licences in environmental sectors that include water, air, and wastes management, but not soil. The purpose of the study was to improve overall quality of the national qualification test in the soil sector to better train applicants based on National Competency Standards (NCS), which is designed to emphasize site-specific conditions and knowledge. This study systematically analysed the current licence test in the soil sector with respect to qualification units, performance criteria, knowledge, techniques, and attitude as described in NCS. Furthermore, test evaluation was conducted to examine the validity of the revised licence test. The test results indicated the revised test method would bring positive outcomes to the related industry. Upon the reviews and amendments by the field experts, the result of this study could serve as a framework to the development of more robust and reliable licence test.

This paper, as a continuation of 'Job Analysis for developing Vocational Education & Training Program' executed from 1998, is aimed at complementing a guidebook for job analysis developed in 2002 to improve its usage in the areas of education, training and qualification, and at making and distributing basic data to develop curriculum for vocational education, standards for vocational training, and guidelines for making questions in qualification examination for 10 kinds of vocations through job analysis, which were precedently selected, for the purpose, out of environment industry-related vocations drawn from carried out together with this project by our Institute in 2003. The contents of this paper are first, to analyze what have precedently been done for job analysis, second, to complement a guidebook for job analysis, third, to select vocations for which job analysis will be made, and fourth, to carry out job analysis for developing curriculum for vocational education and training and guidelines for making questions and to distribute comprehensive data made on a basis of the results. Paper methods for the purpose of this paper are an analysis on literatures and data related to job analysis, experts councils for complementing job analysis, selecting target vocations and conducting job analysis by the vocations, and job analysis applying DACUM method. In the first place, this report presents job analysis models by procedures for developing curriculum for vocational education and training. The first step is preparation for job analysis, the second step the establishment of job models, the third step the drawn-out of knowledge, skills, and tools, the fourth step the selection of courses and subjects, the fifth step the specification of education and training contents, and the sixth the establishment of guidelines for making questions. In this paper, job analysis for 10 vocations were conducted in accordance with these procedures.

The current maritime industry is expected to have a significant impact on the role of maritime-related technologies and systems, especially seafarers, in the rapidly changing Fourth Industrial Revolution. The Maritime Autonomous Surface Ship (MASS) aims to reduce the number of safety accidents and improve seafarers' working environment. With regard to MASS, the International Maritime Organization has been trying to minimize unexpected impact in the maritime education and training sector by establishing international conventions such as the Standards of Training, Certification and Watchkeeping for Seafarers. However, domestic designated educational institutions have not yet established an education and training scheme to develop seafarers who will be on board for MASS. Therefore, this paper reviews the technology of MASS, analyzes the changes in education and training in order to upgrade the qualifications, and suggests the competencies of smart seafarers equipped with the integrated management ability required for Artificial Intelligence, Big Data, Cybersecurity, and the Digital System Revolution through education and training. In addition, this study provides basic information for the education and training of seafarers who are optimized for the rapidly changing technological environment.

(사)한국포장기술사회(회장 이한영)는 제114회 기술사 자격시험에서 9명의 포장기술사가 합격했다고 밝혔다. 올해 탄생한 포장기술사는 ▲강호상 (주)삼화플라스틱 부사장, ▲김기돈 신안포장산업(주) 부장, ▲김병기 파리크라상 과장, ▲박인경 롯데중앙연구소 책임연구원, ▲서상욱 한국건설생활환경시험연구원 선임, ▲윤찬석 국가식품클러스트지원센터 부장, ▲정부기 (주)신세계 부장, ▲정현구 삼성전기 선임, ▲조해룡 (주)연우 부장 등으로, 이로써 국내 포장기술사는 총 160명으로 늘어났다. 포장기술사는 포장분야의 최고 기술전문사로 일상생활에 밀접하게 연관되어있는 포장의 기술적 발전과 적합한 사용을 위해 노력하고 있다. 현재 국내 포장기술사는 (사)한국포장기술사회를 중심으로 국내 포장문화 진흥에 주력하고 있다. 제114회 포장기술사 합격자들과 만나 포장에 관한 이야기를 나눠보았다.

전자상거래 인적자원의 양성과 개발을 위해서 자격은 학위와 더불어 지식축적의 결가를 표시하는 대표적인 지표로써 우수한 기술인력의 선별과 훈련방향을 선도하는 역할, 직업능력의 축적을 경쟁적으로 유인해 내는 역할을 수행해야 한다. 하지만 현재의 출제기준은 선업현장에서의 활용도가 부족하여 개선이 요구되고 있다. 본 연구는 전자상거래관리사 직무에 대한 직무 직무분석을 통하여 산업현장의 환경 변화에 따라 요구되는 능력을 체계적으로 분석하여 출제기준을 설계한다. 이를 위해 문헌연구와 직무분석을 통하여 전자상거래관리사 직무의 과업을 도출하고, 과업분석을 통하여 각 과업의 필요지식, 기술 등의 요소들을 도출하였으며 기존의 출제기준과 비교분석하여 출제기준 개선 방안을 제시하였다. 연구 결과의 타당성 확보를 위해 관련 산업분야 전문가의 면담과 설문조사를 통해 직무분석 결과를 검증하였다.

대학도서관 맞춤교육은 이용자의 자발적인 요청으로 사서가 이용자의 요구사항과 주제 분야, 전공 등을 고려하여 맞춤형으로 교육을 설계 제공하는 것이다. 맞춤교육은 이용자가 필요한 시점에 필요한 내용을 제공한다는 강점을 가진다. 본 연구에서는 맞춤교육의 국내 대학도서관 운영현황을 파악하고, 맞춤교육의 필요조건 및 장애요인을 파악하고자 하는 목적으로 대학도서관의 맞춤교육담당자를 심층 면접하였다. 연구결과, 맞춤교육의 필요조건으로 사서 인력의 자격 및 자질과 교육 환경적 측면이 중요한 것으로 밝혀졌다. 한편 앞에서 파악된 필요조건이 결여되거나 교과운영과정에서 발생하는 문제점들이 주요 장애요인으로 파악되었다.

As the demand for national security and national safety is gradually increasing in accordance with the trend of the times and social environment, and the use of private areas for effective prevention and supply required for the demand for safety services, this paper analyzed the Japanese private security testing system for the introduction of the Korea security certification system as a way to secure expertise in the private security industry and drew the following conclusion. First, certificate segmentation should be carried out according to the clearly divided field and scope of the expense operation. Second, it is necessary to distinguish the qualification of the private security qualification according to the level. Third, it is necessary to utilize the combined evaluation method through the departmental and practical tests. Fourth, an assessment should be made through the link between departments and practical subjects. Fifth, the diversity of the acquisition methods should be placed to ensure the gainer's accessibility. Finally, the use of professional and visible use of professional personnel should be achieved through benefit assessment for those who are qualified for

도입까지 시간이 걸릴 것이라고 예측됐던 건설정보모델링(BIM : Building Information Modeling, 이하 BIM)이 어느새 성큼 다양한 분야에 진입했다. 영국, 싱가포르, 미국 등 해외에서는 이미 공공사업 시 BIM을 적극적으로 활용하고 있다. 우리나라 또한 2018년 국토교통부에서 '스마트 건설기술 로드맵'을 마련한 후 공공사업에 BIM을 단계적으로 도입해왔다. 대부분의 발주기관들은 오는 2025년까지 공공사업에 BIM을 전면 도입한다는 계획이다. 성균관대학교 공과대학 건설환경공학부 및 미래도시융합공학과 교수이자 국제건설자동화학회의 종신 상임이사인 권순욱 교수는 '스마트 건설 관리' 연구자이자 국내외에서 활동 중인 CM, BIM의 권위자다. 관련 분야의 책 8권과 100편 이상의 논문을 집필하고 30여 개의 특허·소프트웨어 등록을 보유하고 있다. 텍사스 오스틴 대학교 토목공학 박사 출신으로, 삼성물산, 한국건설기술연구원 등 일반 기업과 국가기관에서 실무와 이론을 두루 경험하며 경력을 쌓았다. 건설연구개발사업, 첨단 융복합 건설기술 등 다수의 국가 건설 R&D에 참여해 초고층 자재, 안전 모니터링, BIM 프로세스 표준개발 등의 시스템을 개발하기도 했다. 해외 연구자들과의 교류에도 적극적이다. 세계 석학들과 '노령 공학' 관련 영문교과서를 공동 집필(스마트주택 챕터 담당)했고, 2016년과 2019년엔 국제건설자동화학회와 국제프로젝트관리학회의 연사 자격으로 강단에 섰다. "영국, 싱가포르 등에선 공공사업을 100% BIM으로 발주하기 시작했습니다. 우리나라 정부도 비슷한 길을 가고 있습니다. 일정 규모의 발주 물량이 안정적으로 나오는 공공기관에서 그렇게 한다는 것은 국가가 전체 패러다임을 바꾸겠다는 의지 아닐까요?" 6월 10일 그의 연구실에서 권순욱 교수를 만나 BIM의 현황과 전망에 대해 들어봤다.
