환경보건정책의 영역은 대기, 수질 등 환경매체에 배출된 오염물질이 수용체인 인간에 도달하여 건강피해를 야기하는 일련의 과정을 규명하여 예방 관리하는 폭넓은 범위를 차지하고 있다. 환경보건정책은 다른 매체별 환경정책에 비해 뒤늦게 출발하였지만 깨끗하고 안전한 환경을 보전하여 국민의 건강을 보호하기 위해서는 앞으로도 환경보건정책에 대한 지속적인 관심과 투자가 필요하다.

It has been widely accepted that the environment is an important determining factor of human health. Appreciating the relationship between the environment and human health, Korean government has begun to deal with issues of environmental health. The government proclaimed the year of 2006 to be the first year of Environmental Health and established "The Environmental Health Plan for the next 10 Year". In order to achieve the goals in the plan, there are necessary considerations such as support systems for environment health related research, investigation, law, institution, administration, and so forth. This study suggests basic principles required to establish a legal regime of environmental health which is to implement the environmental health policies in Korea. Several cases of foreign legislation and policy relevant to environmental health are reviewed. Also, existing related legal system in Korea are analysed considering legal and institutional elements for establishing an effective environmental health policy. The main purpose of amending legal system related environmental health is to protect both public health and the soundness of ecosystem. To reach the goals effectively, the concept of 'environmental health' should be clearly established and presented. In addition, an advanced prevention system, including investigation and prevention of the cause of environmental diseases and risk assessment based on the precautionary principle, are substantial in the environmental health legislation. Also the environmental health law should guarantee public participation in decision making as well as the first consideration of susceptible or vulnerable population. This study concludes that the expected legislation related to environmental health should be a nonnative instrument not only for integrating each environmental protection scheme but also for establishing and implementing the policy.

산업재해로 인한 개인·사회·국가적 손실이 막대함에도 불구하고, 이러한 산업재해손실을 최소화하기 위한 산업안전보건정책의 결정과 집행과정에 대한 분석·연구는 매우 미흡한 실정이며, 유사한 성격의 사회정책으로서 공정거래제도나 환경분야보다도 훨씬 뒤떨어 져 있다 본 논문은 산업안전보건기준이라는 정책과제를 중심으로 산업안전보건정책의 집행 과정의 성공과 실패요인의 분석에 필요한 연구분석들을 제시하고자 하며, 향후에 이를 바탕으로 실증적인 적용실태연구를 통해 산업안전보건정책방향의 일단을 제시하고자 한다.

전국적으로 도시화가 진전됨에 따라 아파트, 사무실 등 실내공간에서 생활하는 시간이 하루의 90%를 넘어서고 있어 실내 공간의 환경관리가 건강관리의 중요 요소로 등장하고 있으며, 저출산 고령화가 심화되면서 취약한 노년층 인구의 증가와 힘께 과보호를 받는 어린이 인구는 증가하고 있어 면역력 약화에 따른 질환 및 만성질환의 이환 기능성이 환경보건 분야의 새로운 과제로 등장하고 있다.

환경정책은 여러 가지 국가정책 기능들 중에서도 특히, 보건 복지정책과 항께 국민의 삶의 질에 직 간접적으로 영향을 미치는 주요한 정책분야이다. 따라서 환경정책은 보수, 진보 어느 정권이 들어서느냐와 관계없이 정치적인 영향으로부터 중립적인 위치에서 과학적이고 합리적으로 다루어져야 한다.

I. 우리나라 학교 환경교육의 발전과정 : 우리나라에서 환경교육이 언급되기 시작한 것은 경제개발 5개년 계획의 진행과정에서 호나경을 고려하지 않은 개발을 계속함으로써 곳곳에서 환경파괴와 오염문제가 발생하기 시작한 1970년대 초부터이지만 그때까지는 국가정책이 경제발전에 중점을 두고 있었으므로, 환경교육은 자연보호운동과 구별되지 않은 채 국민을 대상으로 한 홍보의 수준을 크게 벗어나지 못하였다. (생략)

This paper discussed environmental health policies for the past and coming decade by reviewing the First Comprehensive Environmental Health Plan (2011~2020) and introducing the Second Comprehensive Environmental Health Plan (2021~2030). The major achievement of the First Comprehensive Environmental Health Plan was the establishment of receptor-oriented environmental health policies. However, the main limitations were insufficient policy support for relief and/or recovery from environmental pollution damage and low public awareness of environmental health policies. The Second Comprehensive Environmental Health Plan presents the following major policy tasks: establish an omnidirectional environment health investigation and monitoring system, provide customized environmental health services, improve the environmental health damage relief and recovery system, and promote regional environmental health policies. The Second Plan has a clear distinction from the First Plan in that it expands the field of environmental health from the prevention and management of environmental risk factors to proactive damage response and recovery, which will effectively contribute to alleviating the burden of environmental disease.
