Consideration on the Regulated Quantity of Preparation for Accidents by Risk Assessment (위험도 평가를 통한 사고대비물질별 규정수량 고찰)

  • In the Chemicals Control Act, a system was implemented to unify off-site risk assessment and risk management plan into the prevention and management system for chemical accidents. Among the hazardous chemicals which have been covered in system, the accident preparation substances are designated as chemical substances that are likely to occur and of which damage scale are likely to be large in the event of chemical accidents. In this study, risks were compared by selecting accident preparation substances with similar regulated quantities. In addition, risk assessment studies were conducted applying the accident scenarios. Four types of materials such as ammonia, hydrogen chloride, carbon disulfide and benzene were selected for the study, and risks were finally analyzed using Safeti 8.0, a quantitative risk assessment program by DNV. As a result, some materials are identified to have high risks comparing to other substances having similar regulated quantities.

Characteristic Analysis of Casualty Accidents in Chemical Accidents (화학사고에 의한 인명사고 특성 분석에 관한 연구)

  • This study analyzed chemical accidents each year according to the status, type of accident, accident place, business size, and chemical substance. The results of the chemical accident investigation were 16 cases in 2013, 27 cases in 2014, 46 cases in 2015, and 23 cases in 2016. According to the type of chemical accident, number of accidents, and casualty accidents, leakage was found to be the major cause. As a result of accidents and casualties caused by chemical accidents, workplaces had the highest numbers in all survey items. An examination of the top 10 accident materials revealed 9 substances to be hazardous chemicals. These materials were accident preparedness substances, and toxic substances.

  • During the past few decades, toxicity science is shifting from observative to predictive science. New approach methodologies (NAMs), including in chemico, in silico, in vitro approach, gain attention to reduce, refine, replace the whole animal toxicity testing. However, actual acceptances of NAMs in regulatory decision-making have been limited due to low confidence. To address the current constraints, Accelerating the Pace of Chemical Risk Assessment (APCRA) initiative conducted several case studies and presented the perspectives of next generation risk assessment (NGRA). In this review, we suggested a concept and perspectives of NGRA through analysis on APCRA case studies.

A Study on the Improvement Plan to Prevent Violent Incidents by Domestic Hazardous Chemical Substance (국내 유해화학물질 폭력사건 예방을 위한 개선방안 연구)

  • Chemical accidents are systematically managed by the Chemicals Control Act. However, the definition and case studies of violent incidents by hazardous chemical substances need to be adequately organized. In this study, we focused on suggesting improvement directions of the legal and institutional system to prevent the violent incidents of hazardous chemical substances by studying the problems of current legislation and drawing up implications through domestic and foreign cases. The suggestions for improvement are as follows: 1) Strengthening prevention through amendment of laws (1) Selection of the competent department; 2) Enforcing regulations on online and offline commerce (1) Setting personal purchase amount; and 3) Increasing public awareness and public education (1) Improvement of the continuous system through the Chemical Evaluation Committee.

  • 본 논문에서는 액정 디스플레이 산업에서 발생하는 공정별 유해요인 및 연구동향에 대해 조사하였다. 액정 디스플레이는 컴퓨터, 텔레비전, 태블릿, 스마트폰 등에서 사용되는 주요 디스플레이 기술로, 빠른 응답속도와 저전력 운영, 높은 해상도 등을 제공한다. 액정 디스플레이 제조에서 중요한 역할을 하는 액정 배향 기술은 러빙 천을 사용하는 물리적 배향법과 같은 기존 방법의 단점을 극복하기 위해 비접촉식 액정 배향법과 같은 연구가 진행 중이다. 액정 디스플레이 제조과정은 TFT, 컬러필터, 액정, 모듈 단계로 이루어져 있으며 이 과정에서 사용되는 다양한 화학물질은 작업자에게 노출 될 수 있다. 그러므로 유해요인의 관리와 분석, 공정의 개선, 그리고 화학 물질 사용 최소화와 같은 기술에 대한 연구가 중요하다. 최근에는 비접촉식 액정 배향법 및 박막 제작 기술에 대한 연구가 활발히 진행 중이며, 소자 오염 및 배향 공정 등에서 발생하는 유해요인을 최소화하기 위한 노력이 계속되고 있다.

  • GHS는 위험물 분류와 운송부문에 관하여 물리 화학적 위험성과 급성독성의 분류와 표시사항을 기본으로 하여 기존의 UN시험방법과 큰 차이가 없으나 국내 기준인 위험물안전관리법의 위험물 판정 시험방법 및 분류체계와 달라 검토가 필요하다. 본 연구에서는 위험물안전관리법에 의해 분류된 제2류 가연성고체 물질과 제3류 자연발화성 물질 및 금수성물질을 대상으로 각각의 위험물 판정시험을 실행하였다. 시험 결과 GHS를 국내 실정에 맞게 적용하기 위해서는 각각의 판정 시험 결과를 통해 정확한 데이터를 확보하고 이를 통해 위험물안전관리법의 분류기준과 GHS에 따른 대응 분류기준을 제시함으로써 국제무역시 제도간의 규제 및 표지의 상이함을 통해 나타나는 문제점들을 예방할 수 있을 것이다.
