Method of Qualitative Hazard Assessment of Forest Fire for the Major Temple in Domestic Using by Checklist (체크리스트 기법을 이용한 국내 주요사찰의 정성적 산불위험성 평가 방법)

  • 산불로 인한 피해는 비단 산림뿐만 아니라 산림인접지 가옥, 사찰과 같은 건축물에서도 발생된다. 특히, 사찰은 국보뿐만 아니라 다양한 문화재를 보유하고 있어 산불로 인해 소실될 경우 문화 자산의 피해가 불가피하다. 이에 국보보유사찰, 문화재 다량보유사찰, 조계종 교구 본사, 세계문화재 등재 사찰 등을 포함한 우리나라 주요사찰 42개소에 대해 미국 Firewise 및 캐나다의 Firesmart에서 제시한 산림인접지 시설물의 위험성 평가 방법을 기반으로 체크리스트 기법을 이용하여 '사찰 산불 위험성 평가'를 실시하였다. 체크리스트 주요 항목은 크게 입지 여건, 임상 및 산림과 사찰의 이격거리, 산불발생 개연성, 사찰 주변 가연물 화재위험성, 적정소방시설 여부, 기타 화재방지를 위한 시설물 평가 등 총 6개 항목으로 구분하여 26개 세부항목을 작성, 평가하였다. 정성적 위험성 평가 결과, 산불로 인한 화재 위험성이 높은 사찰과 산불피해 저감 대책을 제시하였고 향후, 정량적 위험성 평가를 통한 위험관리 모델 제시에 관한 연구를 수행하고자 한다.

  • In this study, risk categorized five safety management elements(equipment and structure, evacuation, lifesaving and fire extinguishing, performance based fire safety plan, operations management) were classified in order to establish safety system of underground space. Using classified safety management elements, assessment of fire hazard was performed. After calculating the grade of evaluation categories, assessment of fire hazard was suggested. The three grades of evaluation categories are classified as to importance and four criteria of evaluation are classified as to check result based on subdivisions.

  • 본 연구는 일본의 도시화재 위험성 평가방법 중 도시방재 실무 핸드북의 재해위험도 판정을 사용하여 우리나라 북촌한옥마을의 가회동 31번지일대 및 11번지일대를 대상으로 도시화재위험성 평가를 수행한 것으로서, 그 결과 A B구역에서는 도로폐색과 피난곤란으로 도시화재위험성이 높은 것으로 나타났으며, C D구역에서는 목방건폐율 불연영역율 제외한 부분에서 낮은 위험도를 보였다.

  • The fire protection regulation for the nuclear power plants is based on the qualitative fire hazard assessment and the quantitative fire risk analysis, and the fire risk is managed by the fire protection plan with the appropriate balance among the fire prevention, fire suppression and the minimization of the fire effect. In these days, the zone model or the field model is generally used for the detail evaluation for the fire risk. At this paper, with consideration of the present trend, we evaluate whether the quantitative fire risk analysis and the assessment of fire result for fire areas at nuclear power plants can be possible by use of Fire Dynamics Simulator (FDS) that is the state-of-the-art fire modeling tool. Consequently, it is expected that the quantitative fire risk evaluation propelled by the fire modeling can be available as an applicable tool to improve the core damage frequency as well as the quantitative fire risk analysis.

  • 최근 소방법의 경우 초고층구조물을 대상으로 한 성능설계 및 화재영향평가등을 실시할 예정으로 있으며 특히 화재위험성평가등에 대한 대책이 요구되고 있으나 이에 대한 데이터가 부족하며 그 방법론 또한 구축되어 있지못한 상황이다. 따라서 본보는 전보에 이어 화재 위험성평가를 위한 방법론에 대한 일환으로서 위험성예측에 사용하는 화재발생의 상위에 의한 화재규모와 rmm 발생율을 각용도별로 기존의 화재에이터 및 가연물조사결과등으로부터 통계적으로 추정하는 방법에 대하여 검토한 것이다.

  • As we learned in Daegu subway fire accident, fire in the railway tunnel is prone to develop to large disaster due to the limitation of smoke control and smoke exhaust. In railway tunnel, in order to ensure fire safety, fire prevention and fighting systems are installed by quantitative risk assessment results. Therefore, in this research, developed the program to establish quantitative risk assessment and suggested quantitative safety assessment method including fire scenarios in railway tunnel, fire and evacuation analysis model, fatality estimate model and societal risk criteria. Moreover, this method applys to plan preventing disaster for Honam high speed railway tunnel. As results, we presented the proper distance of escape route and societal risk criteria.

  • On the construction site, there exists frequently a high likelihood that a fire accident can lead to a large-scale disaster. In the previous studies, the diverse outcomes have been focused on the improvement of relative statutes and tried to realize the suppression and confrontation of the fire accidents. In this study, the limitations on the site were identified through prior research reviews, and the fire risk assessment checklist was proposed through the analysis of the massive accident cases. The checklist was divided into the prevention and minimization steps and developed into 16 categories of total risk factors. According to the results from the cases applied in this study, if the installation status is checked, such as removing combustibles, and broadcasting facilities for evacuation are installed, it is expected that the casualties will be minimized or zeroed. By developing a fire risk assessment checklist, this study provides the implications of the theoretical and realistic fire accident prevention, and supports the ways to minimize the damage resulted from the fire accidents on construction sites. In the further, deriving universe and common items about repeated occurrences of a work type will be needed as a subsequent research.

자율운항선박의 화재 사고 시나리오 위험도 모델 개발

  • 자율운항선박의 해상 운용은 인간의 개입 최소화 등 새로운 운용 방식의 적용과 첨단 디지털기술의 적용으로 기존 선박의 운용과 다른 형태의 다양한 새로운 위험요소들이 발생할 것으로 예상되며, 이러한 위험을 분석하기 위한 적절한 위험도평가 방법론의 적용이 요구될 것이다. 본 연구는 기존 선박과 달리 인간의 개입이 최소화된 상태로 운용되는 자율운항선박의 화재 사고 위험도를 실시간으로 분석하기 위한 실시간 위험도 모델의 개발을 목적으로 수행되었다. 자율운항선박 화재 위험도 모델 개발을 위하여, 먼저 자율운항선박의 화재 감지 및 제어, 비상대응 기능들을 분석하고, 기능분석 결과를 바탕으로 화재 감지 및 제어 시스템들에 대한 Fault Tree Analysis를 수행하였다. 자율운항선박의 화재 시나리오 표현을 위하여 기관구역 화재와 화물구역 화재로 분류하여 Event Tree Analysis를 수행하였다. 또한, 자율운항선박 운용 외부 조건에 따라 변화하는 변수들을 식별하여 각 변수들의 변화로 인하여 발생할 수 있는 자율운항선박 화재 위험도 변화량을 검토하였다.

  • The method has been proposed for the risk assessment of petro-chemical plant, specially which can evaluate relative risk levels on the materials and process-es. The each potential risk of materials and processes are derived numerically and combined these values, finally Fire and Explosion Index was found. Material factor was evaluated with the flammability and the reactivity and process factor with emprical factor called penalty. This F&EI can be performed for relative risk assesment at the whole plant and directely applicable at the line.

  • In recent years, unexpected bridge fire accidents have increased because of augmenting the number of traffic volumes and hazardous materials by the increment in traffics and distribution business. Furthermore, in accordance with the effort of using the under space of bridges, the ratio of occupied by combustible materials like oil tanker or lorry has been increased. As a result, the occurrence of bridge fire has been growing drastically. In order to mitigate the accident of bridge fire, risk assessment of bridge fire has been studied, however, practical risk models considering safety from users' viewpoints were scarce. This study represented quantitative risk assessment model applicable to national road bridges in Korea. The primary factors with significant impacts on bridge fire accidents was chosen such as clearance height, materials of bridges, arrival time of fire truck and fire intensity. The selected factors were used for Fire Dynamics Simulation (FDS) and the peak temperature calculated by FDS in accordance with the fire duration and fire intensity. The risk assessment model in bridge fire reflected the FDS analysis results, the fire damage criteria, and the grade of fire truck arrival time was established. Response plans for bridge fire accidents according to the risk assessment output has been discussed. Lastly, distances between bridges and fire stations were calculated by GIS network analysis. Based on the suggested assessment model and methodology, sample bridges were selected and graded for the risk assessment.
