  • This article proposes a strategy for producing accident scenarios in quantitative risk, which is peformed in process design or operation steps. Present worldwide chemical processes need off-site risk assessment as well as on-site one. Most governments in the world require industrial companies to submit the proper emergency plans through off-site risk assessment.   • 본 논문에서는 승용자동차에 대한 소화기 비치 필요성 및 소화기의 효용성 및 적정성에 대해 평가하고자 한다. 이를 위해 소방청 국가화재정보센터에 입력된 차량화재를 분석하였으며, 국외 자동차용 소화기 비치기준을 조사하였다. 또한, 자동차를 대상으로 한 시뮬레이션 선행연구 결과를 분석하여 다른 차종에 비해 승용자동차의 위험도가 가장 높다. 한편, 기존의 시뮬레이션 연구결과를 분석해보면 소화기를 이용한 초기진화가 가능한 황금시간은 실내화재 시 2분, 엔진룸화재 시 약 7분 정도임을 알 수 있다. 이는 승용자동차 화재 시 소화기를 이용한 초기소화가 절실하다고 할 수 있다. 따라서 승용자동차 화재로부터 국민의 안전과 재산을 보호하고 국내 자동차 안전환경 및 자동차 안전기준을 국제기준에 맞춰 국제 경쟁력을 확보하기 위해서는 승용자동차에 소화기 비치를 의무화할 필요성이 있다.

Flammable Evaluation of Plastics for Living by Cone Calorimeter Test (콘칼로리미터 시험법에 의한 생활용 플라스틱의 가연성 평가)

  • It was conceived from the realization that there was a lack of studies on the fire risk compared to utility and importance of plastic which is widely used. In this study, the fire hazard of five types of plastic products was measured by Cone Calorimeter (ISO 5660-1). As a result, the time to ignition (TTI) of polyvinyl Chloride (PVC) plate delayed TTI (196 s), and polystyrene (PS) plate had the shortest TTI of 19 s. The total heat release (THR) of PS plate was measured at 213.07 % higher than the lowest measured PVC plate. Also, the PS plate will have 1.45 to 4.21 times higher $CO_2$ than other plastics, resulting in the highest incomplete combustion and the greatest possible damage of life. Thus, assessing the risk of fire revealed that PS plate is the most dangerous and PVC is the safest.

  • Reviewing the statistics of harbor shipment of hazardous and noxious substance and the past spill accidents of HNS enabled us to assess the potential risks of transportation of HNS through the major harbors in Korea. Ulsan, Yeosu, Daesan port are relatively evaluated high risk in fire, health and environment disaster. Through the analysis of domestic preparedness to HNS accidents, the supplement of expertise resource to respond the vulnerability of the explosion, the fire and the physiological hazard, is required. Based on this risk assessment and review of the advanced case of Japan in building up HNS response system, a resource model at a national level was proposed which differentiates the sea areas for the proper allocation of resources to respond effectively to HNS accidents in the future.

  • This study analyzed the recent serious disaster cases of chemical extinguishing agent poisoning and suffocation investigated by KOSHA and proposed the safe use of chemical substances, including the chemical extinguishing agent. An analysis of the statistical figures an increase in the number and variations of chemical poisoning and suffocation cases in industry between 2011~2016 increased. Unlike other physical accidents, chemical accidents are very high in severity and it is difficult to identify the chemical hazard and risk. To prevent chemical disasters, it is essential to develop and use an easy chemical risk assessment tool. For the safe use of chemical substances, in which it is difficult to carry out hazard identification and risk assessments, this thesis presents the useful chemical recognition and risk assessment tools, CHEM-i and CHARM developed by KOSHA.

  • Most of the accidents occurred from the chemical plants are related to the catastrophic gas release events when the large amount of toxic materials is leaked from its storage tank or transmitting pipe lines. In this case, the greatest concerns are how the spreading behaviors of leakages are depended on the ambient conditions such as air stability and other environmental factors. Hence, we have focused on the risk assessments and consequential analysis for chlorine as an illustrative example. As appeared in the result, Fire & Explosion Index depicted it a bit dangerous with presenting the comprehensive degrees of hazard 90.7. And as a result of Phast6.0/ALOHA, the trends of each scenario appeared considerably identical although there are some differences in the resulting effects according to the input data for the Gas Model. The consequence analysis is performed numerically based on the dense gas mode. In the future, using more correct input data, material properties, and topographical configuration, the method of this research will be useful for the guideline of the risk assessment when the release of toxicants breaks out.

  • 최근 대재해 발생의 증가 추세에 따라 손실이 증가되고 담보력이 축소되어 보험손실액이 매년 증가하고 있다. 세계 재보험업계가 대형 재해 및 배상책임 보험 클레임 증가로 인해 이중고를 겪고 있기에 대형위험의 요율 인상이 불가피한 실정이다. 이러한 경색화 상황 속에서 국내 보험사 간의 거래 확대와 더불어 수익성을 고려한 적정한 위험도 평가와 기술적 내부 역량 확대가 요구되고 있다.
