Study on Prediction System Construction of Fire.Explosion Accident by NG & LPG among Domestic Gas Accidents (국내 가스 사고사례 중 NG 및 LPG의 가스 화재.폭발사고 예측시스템 구축에 관한 연구)

  • In order to establish the comprehensively, quantitatively predictable program to the fire and explosion accidents in the urban gas system, and to set up domestic criteria of societal risk, the collected urban gas accident data have been deeply analyzed. The Poisson probability distribution functions with t=5 for the database of the gas accidents in recent 11 year shows that 'careless work-explosion-pipeline' item has the lowest frequency, whereas 'joint loosening & erosion-release-pipeline' item has the highest frequency. And thus the proper counteractions must be carried out. The further works requires setting up successive database on the fire and explosion accidents systematically to obtain reliable analyses.

  • Hazardous materials accidents are not limited to the leakage of the material, but if the early response is not appropriate, it can lead to a fire or an explosion, which increases the scale of the damage. However, as the 4th industrial revolution and the rise of the big data era are being discussed, systematic analysis of hazardous materials accidents based on new techniques has not been attempted, but simple statistics are being collected. In this study, we perform the systematic analysis, using machine learning, on the fire accident data for the past 11 years (2008 ~ 2018), accumulated by the National Fire Service. The analysis results are visualized and presented through text mining analysis, and the possibility of developing a damage-scale prediction model is explored by applying the regression analysis method, using the main factors present in the hazardous materials fire accident data.

  • As the spread of DC power distribution systems increases, the occurrence of failures and fire accidents are also increasing. In particular, the ESS fire accident, which is a component of the smart grid, and the fire accident of the solar power system, which is a direct current system, are caused by problems in the electrical connection between system components as the supply of new and renewable energy rapidly increases and old facilities increase. An arc that can cause a direct fire by releasing the induced light and heat has been pointed out as one of the causes of fire. Therefore, the problem of such an arc defect is that it is impossible to block an arc accident in advance with the existing overcurrent circuit breaker and earth leakage circuit breaker. In this paper, we intend to develop a test equipment that satisfies international standardization and to develop a DC arc generator to protect against failure and fire caused by arcing.

  • 정전기에 의한 사고가 발생하려면, 정전기의 발생, 착화 능력을 가진 위험한 방전의 발생, 폭발성 가스, 증기가 공기와의 비율에서 폭발 한계 내에 존재할 것 등의 세가지 조건이 필요하다. 따라서 정전기에 의한 착화, 폭발 사고를 방지하기 위해서는 항상 이 세가지 관점에서 검토하여, 어떤 조건 하에서도 3개 조건 중 적어도 하나 이상을 제거하는 것이 필요하다. 이하, 정전기에 의한 재해 중에서 그 방전이 착화원이 되어서 발생하는 가연성 가스 등의 폭발, 화재에 의한 재해의 방지 대책에 한정해서 개설한다.

숭례문과 함께 무너져 내린 안전의식

  • 우리의 안전 불감증은 언제 끝이 나려나 서해 바다의 기름유출사고와 이천 냉동 창고 화재 참사의 아픔이 아직도 가시기 전인데 또 다시 설 명절 연휴 마지막 날 저녁에 우리나라 국보 1호인 숭례문이 화재로 어처구니없이 전소되는 일이 발생했다. 한심스러운 것은 이번 숭례문 화재에서도 안전 불감증, 화재 불감증이라는 말이 이곳저곳에서 쏟아져 나온다는 것이다. 과거 삼풍백화점 붕괴에서부터 매년 발생되는 사고에서 안전 불감증이라는 말이 안 나온 적이 없었다. 언제까지 우리나라는 안전 불감증만 탓할 것인지 다시 한 번 되새겨볼 때이다.

  • The fire damage and structural performance of a steel-concrete composite superstructure under a highway bridge exposed to fire loading was evaluated. To enhance the accuracy and efficiency of the numerical analysis, a proposed fluid-structure interaction fire analysis method was implemented in Ansys Fluent and Ansys Mechanical. The temperature distribution and performance evaluation of the steel-concrete composite superstructure according to the vertical distance from the fire source to the bottom flange were evaluated using the proposed analysis method. From the analysis, the temperature of the concrete slab and the bottom flange of the steel-concrete composite superstructure exceeded the critical temperature. Also, when the vertical distance from the fire source was 13 m or greater, the fire damage of the steel-concrete composite superstructure was found to within a safe limit.

  • 소방공무원은 화재 진압 등 근무 중 다양한 사고에 노출되고 있으며, 이로 인해 소방공무원 개인의 문제 분만 아니라 소방력을 약화시켜 궁극적으로 대 국민 소방서비스의 질적 저하를 가져오고 있다. 따라서 소방공무원의 안전사고 최소화를 궁극적인 목적으로 소방활동의 업무영역별 안전사고 대책개발을 위한 전단계로 최근 국내의 800여건의 안전사고를 분석하여 원인별 Matrix를 작성하였다.

  • There has been a report of fire and explosion accident in regenerated thermal oxidizer (RTO). This paper was to investigate accident causes of RTO in the resin re-treatment process. The experiments carried out physicochemical properties and thermal stability analyses by using flash point tester, flammable range apparatus, autoignition tester, GC/MSD and thermal screening unit. We inferred causes of fire and explosion from the regenerated thermal oxidizer to prevent an accident of its process.

  • Although the accident rate is lower than the road tunnel, fire in railway tunnel can bring large damage of human life. In the high speed railway tunnel, the possibility of the railway-disaster (fire) is growing in consideration of the speedy railway and the tunnel length. For that reason, MLTM (Ministry of Land, Transport and Maritime Affairs) published "Rules about the Safety Standard of Railroad (2005.10.27)" and "The Detailed Safety Standard of Railroad (2006.9.22)". According to those, QRA(Quantitative Risk Analysis) technique is recommended to be applied to railway tunnel design which is longer than 1km for assuring the safety function and estimating the risk. However, it is difficult to perform the disaster prevention design due to lack of the detailed standards about event scenario, fire intensity, incidence rate of accidents etc. Therefore, This paper introduces the case of tunnel design for disaster prevention of the Honam high speed railway including the detailed standards of QRA and reasonable safety facilities.
