  • 본 논문에서는 민방위 대피시설을 조사한 결과를 바탕으로 대피시설에 적용하고 있는 화생방 설비의 개념을 분석하여, 우리의 실정 및 재난 특성에 따라 적절히 대응할 수 있는 대피시설의 설계 기준(안)을 도출하여, 획일화된 방호개념을 탈피한 대피시설의 구축 기반을 설정하기 위해 새로운 건물 내 대피시설(SIP) 개념을 도입하여, 일반 국민이 화생방관련 민방위 사태에 대응하여 사용할 수 있는 대피시설 계획의 설계 기준을 마련하는 것이다. 전체 대피시설 중 0.1%를 차지하고 있는 화생방 대피시설의 비율이다. 개소수로는 29개소이며, 이 시설은 일반 주민은 사용할 수 없는 충무지휘용 대피시설이다. 이는 화생방 재난 및 사고 발생 시 일반 주민들은 대피할 공간이 전혀 없다는 것을 의미한다. 본 연구에서는 미국의 대피시설 계획 설계내용을 검토하고 국내 시설과 비교하여 대피시설의 성능을 비교 검증하고 화생방 대피시설의 일반적/기술적 구축 조건 모델을 구성하였다.

  • 다양한 재난의 발생으로 화생방(CBR)피해와 막대한 인명 및 재산 피해가 발생하고 있다. 국내 화생방 교육프로그램은 실습보다는 이론교육에 치우치는 교육이 실시되고 있다. 반면 국외화생방 교육프로그램은 정부의 지원을 받아 실습위주의 반복훈련을 하고 있고 CBRNE 전문 인력 육성이 가능하도록 대학에서 테러관련 교육과정을 통해 석 박사를 배출하고 있다. 국내 화생방 체계강화를 위한 중점사항은 CBRNE 전문인력 확보, 대응장비의 확충, 반복적인 실습위주의 교육훈련이 이루어져야한다.

  • This paper is about designing and implementing the simulation training equipment (simulator) for the CBRN Reconnaissance Vehicle-II (armor type). The simulation training equipment (simulator) is a military training equipment in a virtual environment that analyzes the training using various CBRN equipment according to the CBRN situation and make a professional report. The controller or training instructor can construct a scenario using the instructor control system for a possible CBRN situation, spread the situation, and observe the process of the trainee performing the propagated situation appropriately. All process can be monitored and analyzed by the system, and it can be recorded, so it is also used for AAR (After Action Review). To implement CBRN situation training in a virtual environment, instructor control (IOS), host (HOS), video (IGS), input/output device (IOC), and sound (ACS) were implemented, a long-range chemical automatic detector (LCA), a combined chemical detector (CAD), a control (MCC) and an operation (OCC) computer were developed as simulators. In this paper, the design and development of simulation training equipment for CBRN Reconnaissance Vehicle-II (armor type) was conducted, and the performance was verified through integrated tests and acceptance tests.

  • 최근 연평도 포격사건과 같은 북한의 무력공격이나 고밀집시설의 대규모화에 따른 재난사고, 한반도의 기후 온난화 영향에 따른 자연재해에 의한 화생방(CBRNE)피해와 구조 활동의 제약 등으로 인한 막대한 인명 및 재산 피해가 발생가능성과 국외적으로는 911테러, 7.7런던테러 등 다양한 테러사건이 발생하고 있다. 따라서 화생방테러에 총괄적으로 대응하는 노력은 시급한 국가적 과제로 대두되고 있다. 이에 대한 피해저감방안으로 불특정 다수에게 일어날 수 있는 화생방테러에 맞서 교육훈련 프로그램 개발이 필요하여, 본 연구에서는 국내외 화생방 훈련프로그램 분석을 통하여 한국형 화생방 프로그램 컨텐츠를 인지, 기초, 중급, 고급과정으로 구분하여 국내 실정에 맞는 프로그램을 제안하고자 한다.

Chemical/Biological/Radiological Protective Facility Entering Time Estimation Simulation with Procedure Analysis (화생방 방호시설의 행동 절차 분석을 통한 진입 소요시간 예측 시뮬레이션)

  • As CBR(Chemical, Biological, and Radiological) attack increases, the importance of CBR protective facilities is being emphasized. When CBR warfare emerges, a task force team, who exist outside of CBR protective facility, should enter the CBR protective facility through neutralizing process in CCA(Contamination Control Area) and TFA(Toxic Free Area). If a bottleneck occurs in the process or zones, the task force team cannot enter the CBR protective facility efficiently and may cause inefficiency in its operation performance or result in casualties. The current design criteria of the CBR protective facility is only limited to ventilation system and it does not consider how much time it takes to enter the facility. Therefore, this research aims to propose the entering time estimation model with discrete event simulation. To make the simulation model, the procedure performed through CCA and TFA is defined and segmented. The actual time of the procedure are measured and adapted for the simulation model. After running the simulation model, variables effecting the entering time are selected for alternatives with adjustments. This entering time estimation model for CBR protective facility is expected to help take time into consideration during the designing phase of CBR protective facility and help CBR protective facility managers to plan facility operation in a more realistic approach.

  • The development of science and technology to accompany the convenience of civilization but in addition to nuclear, gas, explosion, accident and spill all over the world with the possibility of a chemical or biological terrorism response efforts collectively as a response to the urgent task of a nation. In this study major economies such as the U.S. and Canada analyzed to investigate the CBRN training programs to fit the reality in Korea CBRN training programs were developed. also the development of training programs to CBRN Korean Activity-Action Diagram technique utilized by CBRN scenarios corresponding to each event needs to be taken when the Activity is defined by its detailed definition of corrective actions for the CBRN Activity to define context-sensitive actions in particular to enable the functionality of the structure in case of CBRN emergency initial response was to establish education and training programs.

  • Over 20,000 defense shelters are currently designated and operated in Korea. However, only few sheltershave the capacity to defend against CBR attack or terror from North Korea. Furthermore, as public defense shelters are only equipped with air-raid shelters, it is urgent to establish standard for CBR attack.This study focuses on shelter-in-place(SIP), a kind of CBR shelter in the U.S., and aims to draw up construction plan and planning of Korean defenses helter.
