Community Forestry : Revitalizing an Age-old Practice of Sustainable Development (혼농임업 : 지속적 개발을 위한 새로운 접근 방법)

  • The western-style industrial forest management practice involving large scale clearcutting, silviculture with industrially desirable species, and inadequate consideration on ecosystem preservation, has faced severe criticisms from environmentalists, ecologists and conservationists. With an increasing concern about environmental degradation the general public has also been becoming vocal in demanding ecologically sound alternative forest management. An age-old practice of sustainable ecosystem management variously defined as community forestry, social forestry or homestead forestry, has received increased attention in recent days. This type of traditional, and often not very organized method of natural resource management has been practised in many countries from the prehistoric times. It is believed that with a clear understanding of the functioning of ecosystem and community needs, the existing landuse method can be developed into a more productive one. The nature of community forestry management will vary depending on the scale, geographical location, social/community structure and expectations. This article argues that although the rate of economic growth may be lower with community forestry than with industrial forestry, the former fosters the principle of ecosystem sustainability. Industrial forestry may have an initial high growth rate but often it is associated with unsustainable harvesting leading to ecosystem degradation. A review of the traditional methods of economic analyses shows that they do not take into account the many social and environmental costs associated with forestry. It is argued that a well managed community forestry can maintain the critical balance between economic and ecosystem sustainability. An integrated model of community/homestead forestry development is proposed by coordinating the extension services of the departments of agriculture, forestry and environment.

  • 지속가능한 개발이 주목받고 남북 평화의 시대를 맞이하여 임업분야와 농업 축산분야가 결합된 혼농임업(Agroforestry)이 주목받고 있다. 혼농임업(Agroforestry)은 식량, 과실, 풀사료, 땔감, 목재 등을 생산하고 토양보전을 실천하여 지속농업을 가능케 하는 복합영농의 한 형태이며, 북한 산지의 경우 황폐화된 산지가 많아 경제성과 산림녹화를 동시에 해결할 수 있어 많은 관심을 받고 있다. 본 연구는 강원도 하늘목장을 시범목장으로 선정하여 조사를 실시하였고, 연구조사지의 총 면적은 2.4ha로 백두대간과 오대산국립공원이 인접한 지역으로 다양한 식물상을 파악할 수 있는 지역이다. 그러므로 외래종침입에 따른 생태적 교란을 방지하기 위하여 완충지대를 설정하고 식물상 조사를 실시하였다. 그리고 조사지내의 대표 수종으로 선정된 모수만 남기고 벌채를 실시하여 변화양상을 모니터링 하였다. 2014년~2017년 총 3개년 계절별 조사를 통해 임간초지의 식물상 정보를 파악하였고 임간초지의 관속식물상을 조사한 결과 92과 250속 323종 4아종 43변종 6품종으로 총 376분류군이 조사되었다. 자원식물의 유용도 분석한 결과 식용자원(E)이 160분류군으로 가장 많은 비율을 차지하고 있었으며, 약용(M) 141분류군, 관상용(O) 45분류군으로 나타났으며, 용도미상(U) 식물도 73분류군이 분포하고 있는 것으로 나타났다. 또한 연구 대상지역의 특성을 고려하여 조성된 초지 내에서 조사료로 사용할 수 있는 식물 종을 파악하였다. 나아가 미비한 임간초지 식생의 DB를 구축하고, 지속가능한 녹색성장을 모색하여야 할 것이다.

Agroforestry Site-suitability Analysis in Suan-gun, Hwanghaebuk-do, North Korea (임농복합경영 대상지 적지 분석: 북한 황해북도 수안군을 중심으로)

  • Agroforestry is an ecological and economic land-use system that enables sustainable agriculture by combining forestry, agriculture, and livestock industries. North Korea chose agroforestry as a strategy for the restoration of sloping land and deforested land. Agroforestry was proposed for the inter-Korean forest cooperation subcommittee meeting and is currently highlighting carbon removal and promoting the '2050 Carbon Neutral Strategy' and 'Korea Peninsula Green Détente.' The study area, Suan-gun, Hwanghaebuk-do, is a constant deforestation monitoring area and a pilot site for management by the International Center for Research in Agroforestry. The requirements for agroforestry were analyzed through literature analysis. The agroforestry site-suitability map was visualized by applying GIS overlap analysis. Approximately 8,839 ha of sloping area was selected as suitable for agroforestry management, which is about 15% of Suan. We compared the map with Google Earth images and visually detected the land use status, such as agroforestry in Suan, to verify the results. As a future study, we will consider both natural-environment and socioeconomic factors and evaluate the relative importance of the factors to produce a high-accuracy agroforestry sitesuitability map at the national scale with the goal of producing basic data for the inter-Korea forest cooperation policy for long-term goals.
