  • As the means of implementation, the GCF and scaled-up climate finance compose major elements of a new climate agreement that will be implemented in 2020. The new agreement will be applicable to all parties, implying that developing countries as well as developed countries will be responsible for reducing GHG emissions. Achieving the goal of mobilizing 100 billion dollars will depend on the efforts put forth by developing countries in terms of meaningful mitigation actions and transparent implementation of the mitigation targets. This paper describes a major achievement on the negotiation related to climate finance since the Convention established and addresses the issues and perspectives for the Paris Agreement.

미국 FirstNet의 PS-LTE 네트워크 구축 동향

  • FirstNet는 2012년에 출범하여 미 전역에 단일의 공공안전용 브로드밴드 네트워크 (NPSBN) 구축을 추진하고 있다. 출범과 동시에 700 MHz 대역에 20 MHz 대역폭이 할당되고 미화 70억불의 예산이 책정되었다. 그리고 망구축을 PS-LTE를 기반으로 하되, 추진 일정상 공공안전의 요구사항을 모두 만족하지는 못 하기 때문에 미션크리티컬 음성을 제외하고 미션크리티컬 데이터를 위주로 하는 기능을 정의하였다. 망 구조는 네트워크 코어가 중앙에 위치하며, 지역에 RAN 위주의 장비들이 배치되게 된다. 지방정부가 지역에 배치될 장비와 시설을 구축할 것이며 이를 위하여 FirstNet는 지방정부와 긴밀하게 협의를 추진하고 있다. 현재 RFP 에 앞서 RFI를 진행하고 있다. 2015년에 RFP를 완성하고 2016년에 네트워크 코어를 구축할 예정이다. 그리고 이전에 BTOP PSBN 프로그램으로 추진되고 있던 일곱 개의 프로젝트에 대하여 FirstNet 의 PS-LTE 망과의 호환성과 협조를 보장하는 조건으로 주파수 사용 협상을 추진하여 다섯 개의 프로젝트와 협상을 완료했으며, 두 개의 프로젝트는 중지시켰다. 이중 가장 규모가 큰 프로젝트는 LA-RICS PSBN으로서 231 국의 eNodeB가 시설되며 2015년 2사분기에 개통될 예정이다. 이 시설을 활용하여 2차 재난대응기관의 이용, QoS (서비스 품질), 우선순위/선취에 대하여 분석될 예정이다.

  • This study aims to establish a research model to see how cultural differences affect negotiation outcomes. People from different countries tend to communicate in slightly different ways. So Recognizing the cultural differences in global businesses is an important preparation process and strategy. If such preparations are not made before doing business with companies in other cultures, many conflicts could arise in the negotiation process and even the negotiations could break down. Therefore, it is important to recognize cultural differences and establish appropriate strategies in international negotiations, and it is necessary to take a look at the factors that affect them one by one. For the purpose of this study, Cultural differences based on Edward Hall's context theory and Personal characteristics were set as moderator variables. and The EU countries(low context cultures) and the Korea(high context cultures) were sampled to study the effects of Negotiation strategy(Problem-Solving Approach).

  • There is a negotiation between management and labors about paying incentive at the every end of the year. This result causes the conflict between management and labors. The successful operation of incentive system is based on respect and common benefit between workers and managers. The manager-trust is the power of leading reciprocality. This research started from the issues of companies with incentive system at this year. This research analysed the influence of manager-trust by the fairness of incentive system. and how HRM system affects the manager-trust through the strength of the HRM system. It appeared in a survey that shows the fairness of incentive system and manager-trust effect positive matter. As a result of the control effect in the strength of the HRM system, the relationship between distributive justice and manager-trust shows that Distinctiveness, consistency, and consensus have the control effect. Although the Distinctiveness has control effect, consistency and consensus didn't have control effect in the relationship between perceptual justice and manager-trust.

  • This essay aims to investigate the characteristics of the views of citizen participants of World Wide Views on Climate and Energy which was organized internationally targeting global policy making in Paris at COP21. It also analyzes the views of Korean citizen participants on climate change from the international comparative perspective. For this purpose, we try to outline the results of the consultations which offer 29 issues categorized into five sessions, such as importance of tackling climate change, tools to tackle climate change, UN negotiations and national commitments, fairness and distribution of efforts, making and keeping climate promises. As a result, we come to show some patterns and characteristics of the views of citizen participants in global and national context. Finally, we discuss some policy and theoretical implications of our findings regarding the future of international convention for climate change and of global citizenship formation.

  • The Social Conflict Index in Korea is considerably high. In the situation where both parties' interests conflict each other, Korean society has shown immature democracy, which couldn't peacefully resolve the conflict because of the lack of tolerance against the counterparty's position. In terms of upbringing educated citizens, who could democratically communicate with others and approach problems, communication skill training is very important, reducing social costs by extreme conflict. Thus, this paper studied the necessity of communication skills training and its sociopolitical implication through case studies about "Communication and Negotiation" class, which is proceeded under university liberal education. Under current university curriculums, increased liberal education programs, related with speaking, focus on cultivating logical and critical thinking in the main. Based on these thinking skills, "Communication and Negotiation" has important implication in terms of cultivating mindset which resolves conflicts and considers other's position by collaborative and emotional perspectives. In terms of cultivating practical communication skills, this "Communication and Negotiation" class requires the change of teaching skills with various training programs, under students' active participation and feedback in the class exercise for resolving problems. Ultimately, through "Communication and Negotiation" class, and as members of society, students could learn matured citizenship and sense of responsibility by respecting others' position and reasonably resolving conflicts.
