The survey of network firewall system has been focused on the deny policy that protects information from the unlicensed and the intrusion detection system. Government has solved several firewall problems as building the intranet separated from the intranet. However, the new firewall system would been satisfied both the denialpolicy and information share with the public, according as government recently emphasizes electronic service. Namely, it has to provide the functions such as the information exchange among divisions, partial share of information with the public, network connection and the interception of illegal access. Also, it considers the solution that protects system from hacking by inner user and damage of virus such as Worm. This Paper suggests the protects information system using the intrusion prevention system and role-based security policy to support the partial opennessand the security that satisfied information share among governments and public service.

This paper is focused on the e-business level in Kangwon Province by industries, volumes, employees comparing with nation wide survey output, and analysis of the tasks and problems of e-business in environment, infrastructure, process, manpower, effect. Poor level of Kangwon province was identified. It is important that role clarity and cooperation among central goverment, Kangwon province, large enterprises and small and medium enterprises. Local goverment and regional cities and counties should play a centripetal role of the regional enterprises, and faithfully execute the support policies of the central goverment, and make the unique supporting climate of coopration between the university and enterprises in consideration with situations of each regional characteristics. More specifically, there are widening the infrastructure of e-business for regional enterprises, strenthening educatin and public relation of the electronic commerce, supporting and utilizing the electronic ccommerce research center. Also, fund supporting for SOHO is desirable in consideration of the poor Kangwon land and population, and to enhence the electronic commerce technology of the Kangwon enterprises, relative importance of policy of it is incresing. In conclusion, indices of Kangwon province in all areas of the survey is appeared poor. So efficient and effective policies is needed in each central and regional goverment. To promote Kangwon enterprises, investment in e-business commerce should be expanded.

오늘날 기업의 인터넷 활용상태를 보면 인터넷을 통한 기업내의 인트라넷(Intranet), 기업간의 엑스트라넷(Extranet)이 활발하게 구축되고 있으며, 전자상거래 시도를 촉진하는 매개체로서의 역할도 충실하게 수행하고 있는 실정이다. 인터넷 환경에서 전자상거래가 활성화를 이루면서 웹사이트의 시스템을 제대로 구축하고자 하는 노력이 시도되었으며, 그 적용범위 및 가능성이 증대되었다. 기업의 입장에서 보면, 인터넷상의 모든 기업이 경쟁자가 되므로, 생존을 위한 더욱 치밀한 기술 및 기법이 필요하다. 전 세계의 고객으로부터 정보사용 수준에 관한 요구가 쇄도할 수 있으며, 그 요구는 현재의 수준보다 훨씬 다양한 형태로 나타날 수 있다. 이러한 고객의 욕구를 만족시키기 위해서는 단순한 정보를 제시하는 것에서 벗어나 전문지식을 이용한 웹사이트 시스템을 개발하는 것이 필연적이다. 이 상황에 적절한 대책 사업인 경남지역 기계산업정보화사업을 중점으로 해서, 그 동안 추진해 온 사업을 앞으로의 전국 대상으로 한 관련된 기업체들을 보다 더 확대 수용할 수 있게 정부차원에서 전략적인 방안이 마련되어야 하겠다. 전자상거래를 성공적으로 적용하기 위한 전략적 방안은 국가차원에서 지역특성을 감안한 정보화 사업을 제대로 수행을 해야 한다. 이는 인프라 구축과 더불어 지속적인 사업이 되어야 한다. 대외적인 여세를 대비해 보면, 사업 추진해온 경남지역을 중심으로 한 경남지역의 4,877개 기계산업체를 대상으로 구성된 ASP(Application Service Provider) 기반 인프라를 현실화로 기하기 위해 국가차원에서 지속적으로 지원이 이루어진 여건 하에서 이용업체와 지원기관의 적극적인 협조체제가 이루어져야 만이 다가온 국제적 변화에 대응할 수가 있다는 것이다.

원격진료 홈네트워크 아파트 진료용 키오스크 모바일주치의 등으로 대표되는 U-헬스케어에 있어서 기초가 되는 것은 의료정보를 디지털화해서 전자적 자료의 형태로 저장 보관하고 이를 송 수신할 수 있는 기술이라고 할 수 있다. 우리나라의 경우, U-Korea 전략의 하나로 보건복지부가 주축이 되어 2005년 10월 현재 국가보건의료정보화계획(ISP)을 수립하기 위한 작업을 추진중에 있다. 여기서, 예컨대 임상병리검사소견이나 방사선촬영소견 등의 의료정보가 전자적 장치에 의해 디지털화 할 경우 디지털 의료정보가 되는 것이며, 이 가운데 특히 방사선촬영소견 등 방사선분야의 모든 촬영기록이 PACS시스템을 통해 기재되거나 저장 전송될 경우 이를 디지털 의료영상정보라고 할 수 있다. 그런데 오늘날 정보통신기술의 발달로 말미암아 디지털 의료영상정보를 포함한 디지털의료정보는 대량적으로 수집 저장되고 유통 내지 공동활용이 보편화되어 감에 따라 그 의료정보의 보호에 관한 문제가 중요한 이슈로 대두되고 있다. 결론적으로 말하자면, 이러한 디지털 의료영상정보가 전자의무기록(EMR) 형태로 저장 보관되는 경우 이는 전자의무기록에 관한 법률규정이 적용되어 법률적 보호를 받게 되며, 그 보호의 강도는 종래 오프라인 상의 의료정보 보호보다 한층 강화된 규정을 두고 있다. 이와 같은 흐름에 있어서 최근 정부가 국가보건의료정보화계획 수립과 함께 제정작업을 추진하고 있는 가칭 의료정보화촉진 및 개인정보보호에 관한 법률(안)은 시사점이 크다고 보기 때문에 소개하고자 한다.

Currently Korean government is rushing the new electronic government system introduced as 'platform e-government' with big data and cloud computing technologies and systems, ultimately intending to provide the public institution services customized from the integrated counter or window for the heterogeneous resident services. In this regard, this study suggested how to design the new metadata information system in which mutual integration of information systems can take place, where heterogeneous services can be shared efficiently at the application and data unit, as a separate application that can provide a single one- stop service for residents' petition at the integrated level in the back-office based on the public data in possession of each of government ministries and related organizations. If this proposed system is implemented, the achievement of customized public service can be advanced one step forward in processing the petitions of the residents by organically connected link between 'Demand Chain' and 'Supply Chain' in the integrated window. In other words, it could be made possible through the unification of both the 'Supply Chain' performed in the office space of the officials at the back-office level and the 'Demand Chain' performed in the living space of the residents at the front-office level.

기업간 및 기업 대 정부간 문서교환의 요구를 충족시키기 위한 일원으로 기업들은 산업 표준에 따른 전자문서교환(EDI)에 많은 관심과 노력을 기울여왔으며, 국내에서는 한국 EDIFACT위원회를 중심으로 전자문서 표준화가 이루어졌다. 국내 수출업자들이 관세청에 수출신고를 위한 통관 EDI 교환은 주로 부가가치통신망(VAN) 사업자들을 통해 이루어지고 있으나 이러한 EDI 중계 서비스는 특정 VAN사업자들을 통해 EDI서비스가 독점됨에 따라 서비스 이용에 있어 값비싼 전송료 및 통신망 임차비, 잦은 통신 지연, 기업 내부 시스템과의 연계의 어려움 등으로 인하여 많은 문제점을 낳았다. 현재 이러한 전통적 방식의 EDI를 인터넷 기반으로 전환할 때 인터넷의 개방성과 저렴한 사용비용등의 장점으로 인해 비용절감과 사용자 편이성을 크게 증가시킬 것으로 기대된다. 본 연구에서는 인터넷과 웹을 이용하여 통관 EDI 중계 시스템을 개발하였다. 현재 수출을 하고자 하는 주체는 관세청에서 반드시 EDI로 수출에 관한 신고를 하여야 하는바, 본 시스템은 이러한 EDI신고를 인터넷상에서 가능하도록 한 것이다. 본 연구에서는 기존 HTML에서 진일보한 차세대 마크업 언어인 XML을 이용하였다. 본 연구에서 구축한 XML/EDI 통관시스템은 수출신고에 필요한 11개의 전자문서에 대한 XML Schema를 디자인하고, 사용자 관리, SchemaStyleTemplate 관리, XML/EDI 문서관리 XML/EDI변환, EDI 송수신 관리, 인증관리, 로그관리 등의 모듈을 지니고 있으며 개방형 EDI와 인터넷 EDI의 장점을 취합하여 설계되었다. 본 시스템은 기존의 UN/EDIFACT표준을 사용하고 있는 EDI환경과 기존 VAN 방식의 EDI 중계 시스템과 연동되며, 향후 관세청의 XML/EDI 표준 시행을 미리 대비하는 선도연구로서 자리매김이 된다. 본 연구에서는 개발된 XML/EDI 통관시스템은 향후, 서비스의 최대 걸림돌이 되어왔던 값비싼 EDI 사용료의 부담에서 벗어날 수 있게 할 것이며, 저렴한 EDI구축/운영 비용으로 전자문서교환의 활성화와 XML이 인터넷 기반의 문서유통 표준으로 자리매김할 수 있는 중요한 계기가 될 것이다.

To cope with the recent developments of info-communication technology and information infrastructure, and in particular, to respond to the environment of wire and wireless communication integration, and also to overcome the limit of the existing web-based Port-MIS, the Ministry of Maritime Affairs and Fisheries is developing a mobile Port-MIS public service system (hereinafter referred to as a mobile Port-MIS). Accordingly, this study analyzes the current situation of the mobile Port-MIS that is under operation of the lust stage, finding out the problems, and suggesting new measures to activate the mobile Port-MIS. We expect this study will be able to suggest a guideline to the government institutions or other related organizations that plan to introduce a mobile technology in the near future.

최근 진공기술의 발전으로 진공환경에 대한 산업 응용분야가 다양화되고 있다. 진공 기술은 우주공학, 생명공학, 재료공학 및 전자공학 분야에 핵심 기반기술이 되었으며, 특히 반도체 공정이나 디스플레이 공정의 진공 기술 발전은 매우 빠르게 발전되어 이를 위한 지속적인 연구개발이 요구되고 있다. 우리나라는 세계 제일의 반도체 및 디스플레이 생산국이라는 위치와는 달리 반도체를 생산하기 위한 장비의 국산화율은 16% 미만이다. 특히 전공정장비의 국산화율만 고려한다면 8% 미만에 불과한 실정이다. 이에 정부에서는 진공장비의 핵심부품 국산화에 대한 R&D 사업에 자금을 적극적으로 투자하고 있으나, 반도체 산업을 주력산업으로 표방하고 있는 국내 산업의 기초기반 핵심기술을 외국에 의존함으로써 외화낭비는 물론 첨단산업의 발전을 저해하는 요소로 작용하고 있는 실정이다. 이에 반도체 산업뿐만 아니라 전반적인 기반기술에 해당하는 진공장비 등 국산화 개발은 국가적인 차원에서 매우 중요하다고 할 수 있다. 본 연구에서는 국내 진공 산업체 기술 및 발전 현황과 선진 공업국의 진공 관련 업체의 기술 수준 등을 비교 분석하여 가이드라인을 제시 하고자 한다. 또한, 현재 (유)우성진공에서 정부지원 과제로 수행중인 대유량 터보형 드라이펌프 및 크라이오 펌프 개발 현황 등 국산화 기술개발에 대한 연구 수행 과정을 소개하고자 한다.

현재 인터넷전화 서비스는 SIP, H.323, MEGACO/H.248 등 다양한 신호 프로토콜이 존재하고, 인터넷 프로토콜도 IPv4와 IPv6가 혼재함에 따라 인터넷전화 구축에 따른 기술적 복잡성이 지속적으로 증대하고 있다. 이러한 기술적 복잡성으로 인해 인터넷전화 서비스의 상호운용성 및 안정성이 취약하고, 관리의 복잡성과 구축${\cdot}$관리비용도 증가하고 있다. 특히, 전자정부통신망 등의 공공분야에 VoIP 도입이 본격화됨에 따라 공공분야에서의 인터넷전화 상호운용성 및 안정성 확보는 매우 시급한 사안으로 대두되고 있다. 본 원고에서는 All-IP기반 네트워크의 핵심기술인 차세대인터넷(IPv6) 환경에서 공공분야의 인터넷전화 상호운용성 및 안정성을 확보하기 위한 VoIPv6 참조모델을 제안하고자 한다. 이 참조모델은 IPv6와 VoIP 분야 전문가 30 여명의 자문 및 문헌 검토를 통해 수립되었으며, 주요내용은 신호 프로토콜, 음성패킷전송기술, VoIP 음성코텍기술, VoIP 정보보호기술 및 서비스기술 등의 구성요소, 연계기술 및 서비스 품질 확보방안 등이다. 본 원고에서 제안하는 VoIPv6 참조모델은 정부${\cdot}$공공기관의 인터넷전화구축 지침 및 가이드라인으로 활용되어 이후 공공분야의 인터넷전화 구축 프로세스를 효율화하고, 나아가 공공분야의 인터넷전화 서비스 상호운용성 확보 및 서비스 품질 제고에 크게 기여할 것으로 기대된다.
