2020년의 경우 6월부터 8월 중순까지 54일 동안 전국에 걸쳐 대규모 폭우가 집중적으로 내리면서 산사태·침수·저수지 붕괴 등이 산발적으로 발생하였다. 특히 집중호우와 같은 풍수해의 경우 매년 반복적으로 발생하는 재난유형으로서 안전점검과 같은 대비를 위한 활동을 실시하고 있음에도 피해가 꾸준히 발생하고 있는 실정이다. 재난으로 인한 반복적인 피해로 인해 국가의 재난대응에 관한 관심이 점차 증가하고 있다. 현재 이러한 재난대응을 위하여 재난유형별로 위기관리 매뉴얼을 구축하였으며, 13개 협업기능을 통해 효율적인 재난대응을 실시하고자 정부 및 각 지자체, 유관기관 등이 노력하고 있는 실정이다. 그러나 복합적이고 큰 규모의 재난이 발생하면 현장과 상황실 간에 정보공유가 제대로 이루어지지 않는다는 문제가 반복적으로 발생하고 있다. 재난이 발생하면 지자체에서 재난대응 및 상황관리를 우선적으로 실시하고 있으나 재난현장에 파견한 현장담당자의 경우 잦은 보직이동으로 재난현장에서 필요로 하는 정보와 전달해야하는 필수정보에 대해 정확히 알지 못해 재난현장에서 수집해야할 정보들을 제대로 파악하지 못하는 등 재난대응에 있어 어려움을 겪기도 한다. 또한 현장대응 담당자들이 초기 대응에 집중 할 수 있는 정보전달 체계가 존재하지 않아 상황실에서 재난현장으로 필요로 하는 정보를 전송하는 현장대응 지원체계가 미비한 상황이다. 이에 본 연구에서는 재난현장과 상황실 간 원활한 소통뿐 만 아니라 재난현장담당자들이 재난현장 및 피해현황 정보 등을 신속하게 수집할 수 있도록 재난현장에서 필수적으로 수집되어야하는 정보 DB(Database)를 설계하였으며, 이를 바탕으로 모바일 기반 재난현장 정보수집 앱을 개발하여 현장대응 지원체계의 기초를 제시하고자 하였다.

This study was performed to design a field training curriculum model linked to the National Competence Standards (NCS) in Library and Information Science majors by analyzing factors influencing satisfaction of the field practice program and by drawing NCS capacity units suitable as field training configuration factors. It was also conducted to give shape to the standards and guidelines of NCS-based field training curriculum. For this study, first, we analyzed the implementation status of the National Competence Standards (NCS), particularly in Library and Information Science major. Second, we derived influencing factors of the field practice program through the field training satisfaction survey from Library and Information Science students. Third, we have designed a training curriculum model associated with NCS seeking proper matches with actual work of the library site through research methods including focus group interviews. Fourth, education guidelines of the field training required to interns were proposed in detail.

본 연구에서는 도로점용업무 현장점검 시 종이서류를 지참하는 등의 애로사항을 해결하기 위해, GIS 맵 정보와 UMPC, RFID 등 모바일기기를 이용하여 현장에서 활용할 수 있는 도구를 개발하여 적용하였다. 도로점용업무는 불법점용물 관리, 도로점용 허가신청에 관한 현장조사를 통해 적부여부 판단 등 현장 업무가 많음에도 불구하고, 기존 정보들이 종이로 관리되며 현장점검 체크리스트 작성 등이 수기로 이루어짐에 따라 시간 등 많은 비용이 소요되고 있다. 이러한 작업 중 점용물의 허가 적부 여부관리에 모바일 장비를 이용한 도로점용정보 현장점검도구 적용을 통해 현장조사 및 업무보고의 효율적 관리가 가능하다. 이에 본 논문에서는 GIS 맵 정보 및 건설인허가시스템에서 관리하는 도로점용정보와 UMPC 등 모바일 기기를 활용하여 도로점용업무의 효율성을 높였다.

The ordering organizations of civil engineering project manage the construction site indirectly because the construction site is mostly located at a remote location and the public official also manages many sites. Since the civil engineering project has a wide working area, it is not easy to know the status of the whole project quickly by the indirect management method by report of the field practitioner. In order to solve these problems, the field management system between the ordering organization and the field office is changing from offline to online. This study suggests an advanced construction site management system that obtains site-related 3D information with the use of UAV and shares the information between the construction site in remote locations and their supervising authorities. To develop an UAV application system, the problems of field management in many actual sites were analyzed and derived necessary functions such as status reporting and online information management. The developed system was applied to actual field to verify its usability and compared the efficiency improvement with existing field management method.

이 연구는 현재 문헌정보학 교과과정이 학교도서관 현장에서 요구하는 능력을 갖추는데 적합한가 라는 질문에서 시작하였다. 이 문제에 접근하기 위하여, 먼저 문헌정보학 교과과정에 대한 만족도와 현장 요구 반영도를 조사하였다. 이어, 실제 현장에서 요구하는 지식(Knowledge), 기술(Skill), 태도(Attitude)가 무엇인지를 살펴보았다. 마지막으로, 이러한 현장의 요구를 바탕으로 사서교사를 양성하는데 적합한 교과과정을 제안하였다.

본 논문에서는 건설현장 중 토목건설현장의 임시설비 기계, 기구 등의 접지저항치를 안전하게 최대한 낮추어 감전 재해율을 저감하기 위한 연구이며, 토목건설현장 주변의 설치되어 있는 기존 시설물 흙막이, 가드레일, 개천의 물 등을 이용한 접지시설을 통해 각종 사용되는 임시설비의 감전재해 저감을 위함이다. 최근 건설현장 안전관리에 대한 임시설비 등의 기계화, 안전장치 등의 발전에도 불구하고, 건설현장의 감전 재해율은 크게 감소하지 않는 추세라 이를 보완, 보호하기 위해 본 논문을 작성하였다. 건설현장 중 접지시설 설치가 곤란하고 어려운 토목건설현장 대상으로 감전재해 형태의 예방효과를 별도의 재료를 필요로 하지 않고 현장 주변 시설물 대상을 이용한 접지시설을 설치하여 실제로 실험을 통해 접지저항치에 대해 측정하였다.

본 논문에서는 업무상 사고 재해자와 사망자가 가장 많은 공사금액 20억 원 미만 소규모 건설현장에서 떨어짐 재해를 줄이는 방안을 제시하여 전체 건설현장의 재해 감소에 기여하고자 하였다. 연구에 기반이 되는 이론(하인리히 법칙, 버드의 도미노 이론과 하베이 3E이론)을 검증하기 위하여 자료를 분석하고 국내·외 사례를 통해 선행연구를 실시하였다. 그 결과 떨어짐 재해발생원인을 다음과 같이 도출하였다. 첫째, 근로자의 안전·보건의식이 부족하다. 둘째, 떨어짐 방지 안전시설이 미비한 현장이대다수이다. 셋째, 위험성평가 제도의 현장 적용이 난이하다. 또한, 사례연구 분석을 통해 2015년~2016년 OO지역의 떨어짐 재해가 발생한 공사금액 20억원 미만 약 15개소 소규모 건설 현장을 방문하여 현장 소장을 대상으로 인터뷰를 실시하였다. 본 연구에서는 공사금액 20억 원 미만 소규모 건설현장의 떨어짐 재해를 줄이기 위한 개선방안으로 자발적으로 체험할 수 있는 근로자 교육, 떨어짐 방지 안전시설을 지원해주는 정부지원 그리고 위험성평가 간소화를 제안하였다.

대규모 기업용 GIS 데이터베이스를 구축하고 운용하기 위한 시스템의 도입이 수년간 꾸준히 진행되어 왔으며 전력분야에서도 전력망 GIS 구축이 활발히 수행되어 현재 현장으로 확장 단계에 있다. 현장 업무를 위하여 전체 도면정보에서 임의의 영역을 추출하여 현장에 활용함으로써 기존의 종이 도면을 대체하고 있는 추세로 정보 통신 기술의 발전으로 현장에서 무선으로 도면 정보를 전송함으로써 필드 GIS라는 사업 분야로 발전하고 있다. 본 연구에서는 시스템간의 직접적인 연동 및 전체 GIS 데이터베이스에서 현장용 설계/공사등의 업무에 필요한 특정 영역내의 설비, 속성, 각 설비간의 관계(Relationship) 및 계통 정보를 추출하여 표준화, 암호화함으로서 현장에서 설계/준공처리 업무를 수행한 후 결과를 본래의 GIS영역 내부로 통합하여 데이터의 무결성을 유지할 수 있는 시스템에 대한 연구로써 기존 매체간의 인터페이스를 통한 시스템간의 불완전한 매핑 문제와 데이터 보안문제를 해결하여 필드 정보시스템(FIS) 분야에 확장, 활용한 수 있는 기술에 대한 연구이다.

This study was performed to find out how to improve the usefulness and effectiveness of the field practice program in Library and Information Science by diagnosing the practical instructor's perception of the overall field practice in the Library and Information Science. To achieve this goal, we conducted a research on the current situation and a measurement in perception of the field practice program through a survey of practical instructors at practical training institutions. We, then, analyzed the factors affecting the perception and examined the relationship between the effects. As a result of investigating the factors affecting the perception of field practice, 'operational accountability for the field practice program' was found to be a significant factor among other factors such as the general characteristics of the practical instructors, the characteristics of library related work and the field practice status of the practical training institutions. And factors of 'practice environment' and 'practice instruction method' have been identified to have a significant impact as a result of analyzing how the six factors constituting the perception of field practice effect on the overall perception of field practice of the practical instructors.

본 학술지에서는 고령사회가 진행되는 대한민국 내의 건설현장에서 겪고 있는 청년근로자의 건설현장 기피현상으로 인한 유입 감소와 건설현장 진입장벽의 낮음, 일용직 근로자의 비율 상승에 따라 건설현장 내 고령근로자의 증가 추세와 이와 같은 현상에서 나타나는 건설현장에서의 고령근로자 역할과 고령근로자 취업제한 및 금지 불가, 그에 따른 고령근로자의 취업에 관한 고용관리방안을 발표하고자 한다.
