의료를 통하여 가톨릭정신을 구현하고자 하는 궁극적인 목적을 가진 가톨릭 중앙의료원(CMC)은 이 목적을 실현하기 위하여 교육ㆍ연구ㆍ진료 그리고 사회봉사활동을 하고 있다. 특히 자선진료소를 중심으로 구체적이고 조직적인 사회봉사활동을 펴고 있는데 이러한 실무는 사회사업과가 그 일익을 담당하고 있으며 자선사업을 수행함에 있어서 현대적 의미의 사회사업기술을 사용하며 봉사활동 프로그램을 개발하고 조직화하는데 기여한 바 크다. 그러나 실제 의료사회사업(Medical Social Work)의 본질을 이해하고 있는 사람은 그리 많지 않은 것 같다. 따라서 본고를 통하여 의료사회 사업의 이론적 개요와 사회사업과를 중심으로 수행하고 있는 각종 프로그램을 소해함으로써 의료사회사업에 관한 일반적 이해를 도모하고 아울러 앞으로 봉사활동설정에 도움이 되었으면 한다. <편집자 주>

The development of Societal and Scientific technologies have increased risk of dysfunction caused by new technologies such as nuclear power, information technology. Also, urbanization and population density is increasing risk to high-rise building fires, traffic accidents, crime and etc. Implementation of wireless communication network on the societal security is very necessary for prevention, preparation and response against these risks. It always consists maintenance, management and the network must be maintained in an emergency. In this paper, we studied the societal security wireless communication network for prevention, preparation and response against complex disasters, and analyzed requirements(essential function, add-ons) for implementation network in the societal security wireless network.

During the recent decades in democratic and industrialized countries, government policies for governing technological innovation and risks to environment and human health have undergone significant changes. The shift from a top-down legislative approach to a more inclusive and deliberative atmosphere is, putatively the most prominent change. Such a move is often described as a move from government to governance. In the governance of technology and risk, public engagement has been a major strategy in technology decision-making process. This article aims to look into the changes in the procedural modes of technology decision-making process. It discusses the main viewpoints that have been placed on the basis of such a move. Also, it further relates the changes in local decision-making process to science and technology decision-making at global level. It argues that the democratic and reflexive trends in local science and technology decision-making will be the basis upon which to shape and respond to global governance system: while international decision-making process would require accountability in integrating different values and rationalities, such accountability may be sustained and reinforced depending on the robustness of the local decisions and social choices.

The purpose of this paper is primarily to examine models of collective decision-formation and decision-making. The goal is to propose a model of decision-formation and decision-making that is appropriate for a democratic society. Habermas distinguishes these models of decision-formation and decision-making by liberal, republican, and deliberative political models according to their justification types. Axel Honneth, on the other hand, is divided into three models of liberalism, proceduralism, and republicanism. I want to divide the model of possible decision-making in democratic society into three, that is, the model based on force, the model based on procedure, and the republican model. This distinction will identify the characteristics of each decision-making model and this confirmation will help us find the best decision-making model for a democratic society. In the end, I will combine the republican model with the procedural model. For this synthesis, I will also propose three conditions in modern society. I will argue that the three conditions of collective intelligence, active freedom, and horizontal networks are necessary.

It's the situation that modern technological civilization shakes the life environment fundamentally without a serious reflection on the dangers. The sense of crisis' brought the rise of modern Ecology in awareness of survivability of the humanity. Because the serious reflection is not just a campaign for environmental protection, but is to establish the values which is possible to coexist and to make harmony between the nature and man, man and man, and to form a healthy relationship through philosophical thought and practice has intrinsic value for human and nature. Under these circumstances, if Yulgok lives now and he is questioned by the ecological theorists of the 21st century that "What do you think about the serious environmental problem of present times?", what really would be his explanation? In the presentation methods of the explanation, will question first what contents western ecologists who study Theory of the environment in technology, Deep Ecology, and Social Ecology propose, then will compare and introduce what similarities and differences from theirs. As a result, we'll be found that Yulgok's thought, moral consciousness, about the nature and humanity as a confucian scholar.

People say that dichotomous way of thought in the Occident separating human from nature resulted in ecological crisis. Furthermore, it is said that surmounting Occidental way of thought is necessary to heal ecological crisis, and ecological elements in Oriental traditional philosophy could be the alternative for changing anti-ecological disposition inherent in Occidental thought. Although so-called ecology did not exist in Oriental traditional philosophy, there is room for reviewing Oriental traditional philosophy in terms of ecological elements or ecological orientation. In modern society, however, the vitality and significance of ecological elements in Oriental traditional philosophy cannot be conclusively verified. On the other hand, Occidental thought regarded as the main culprit of environmental destruction may not contain anti-ecological contents. Therefore, this study critically reviews the possibility and significance of modern change of ecological thought in Oriental tradition by raising two questions, "Is Occidental view of nature anti-ecological?" and "Is Oriental view of nature ecological?"

In this study, Chukwooki and modern data were compared using annual maximum rainfall event series. Annual maximum series for specified rainfall duration in modern frequency analysis can not be constructed from Chukwooki data, so the concept of independent rainfall event is introduced to compare Chukwooki and modern data. Annual maximum rainfall event is determined by applying the bivariate exponential distribution and the parameters estimated annually are selected. The results using the annual parameter show that the hydrological meaning of the parameters is related to the variation of annual total rainfall amounts. For the whole independent rainfall events, the total rainfall and the rainfall intensity of Chukwooki data are greater than those of modern data, and rainfall duration of the two periods is similar. However modern annual maximum rainfall events show different characteristics that rainfall duration is much longer, rainfall intensity is similar and the total rainfall is greater than those of Chukwooki period. The increasing trend of rainfall duration and total rainfall of the modern annual rainfall events may be regarded as the one of components of the long-term cycle.
