Since technological innovation, adoption, and diffusion is a fundamental engine for a company's competitiveness and in turn a nation's industrial development, diffusion of technological innovation has been one of popular research themes to many researchers and scholars for decades. Especially, in today's knowledge-based economy, the IT technology became a fundamental infrastructure for a nation and thus their impact on a nation's economy has grown to be tremendous. This paper investigates the patterns of technological diffusion of 16 telecommunications services. Firstly, we identify the optimal diffusion model which represents the 15 IT innovation best in terms of goodness-of-fit. Secondly, based on the best model identified we cluster the 16 IT innovations according to their diffusion characteristics such as penetration rate and diffusion speed. Lastly, we categorize the innovations in terms of technology (voice-based innovation and data-based innovation) and demand (household-use and business-use) attributes, and compare their diffusion patterns and found some meaningful difference in diffusion patterns. We hope the result helpful to corporate managers as well as policy makers in relevant areas.

Korean technological innovation is characterized by large firm-leading and characterized sector such as electricity and electronics. We examine the relationship between two elements. Using patent data registered at USPTO by Korean firms, We examine the relationship between patterns of innovative activities and sectoral specialization. As a result, Korean technological innovation is characterized by relatively high asymmetry, big share of large firms, high stability of ranking of innovators and diminishing role of newcomer, therefore as close as Schumpeter Mark II. But technological specialization is associated positively with the big share of large firms, negatively with low stability of ranking of innovators. It means that Korean technological innovation is led by large firms, but quantitative growth and technological specialization is achieved through competition between them.

본 연구는 시스템반도체의 기술혁신패턴의 진화를 지식의 생성방식의 진화와 이에 따른 기업간 관계의 진화라는 관점에서 분석하였다. 특히 설계도구인 EDA의 등장 이후에 지식의 생성방식이 변화하였고 이를 기반으로 기업유형의 진화, 기업간 관계의 진화 풍 기술혁신패턴이 진화하였음을 문헌자료에 대한 검토와 주요 기업에 대한 인터뷰를 통해 분석하였다. 분석결과는 다음과 같다. 첫째, 시스템반도체의 혁신활동은 과거 지식의 축적을 통한 설계활동 중심의 기술개발에서 지식 및 기술활용을 위한 탐색활동 중심의 혁신활동으로 진화하고 있다. 즉, 특정 기능의 구현을 통한 제품개발이 아니라 IP를 활용한 시스템 구축으로 제품개발이 이루어지는 설계활동의 분업화로 지식과 기술의 탐색활동이 중요해지고 있다. 둘째, 지식의 가치가 높아짐에 따라서 지식을 통한 신시장의 창출과 기업간 관계를 통한 신산업, 신기술의 개발이 일어나고 있다. 동시에 기존의 설계활동보다 설계비용 절감과 설계기간이 단축되면서 시장과 기술의 진화에 더욱 효과적으로 대응할 수 있는 기업유형으로 전문적 분업화가 일어나고 있다. 셋째, 지식의 활용측면이 점차적으로 강조됨에 따라 기업간 네트워크는 다른 기업과의 상호보완적인 기술개발구조를 구축하기 위해 다양하게 형성되고 있다. 이러한 논의는 국내외 기업간 네트워크를 전략적으로 활용하고, 시장창출과 지식활용 등 탐색활동을 위한 제반 전략이 강구되어야 함을 시사한다.

기술혁신 시스템이 추격형에서 선도형으로의 변환과정에 대해서는 일부 개념적 모형이나 탐색적 연구가 개념적으로만 제시되었을 뿐 체계적이고 구체적으로 연구가 부족하다. 한국이나 대만 등 동아시아 국가들의 선진국 기술추격과 탈추격형 혁신시스템으로 진화에 대한 국제적인 관심과 연구가 크게 증가하고 있지만, 대부분의 기존 연구들은 거시적인 관점에서 국가 차원의 제도 및 정책, 산학연의 연구역량과 협력체계, 외국기술의 도입 및 활용 등을 기술추격의 성공요인으로 들고 있을 뿐, 미시적인 관점에서 탈추격형 기술개발 성과의 사업화 추진 전략과 방법, 지원정책에 대한 구체적인 대안을 제시하지는 못하였다(Lee & Lim, 2001; Hobday et al., 2004; Kim, 1997). 추격형에서 선도형으로의 변환과정에 초점을 맞추어 특히 그 중요성이 대두되고 있는 사용자들의 혁신 과정에서의 역할에 대해 사례연구를 통해 규명하고자 한다. 선도적 혁신에서 제품 및 공정상에서 사용자혁신의 패턴을 밝혀내면, 이를 위한 제도적 인프라를 구축할 수 있다. 궁극적으로 선도적 혁신을 위한 기술혁신시스템에서 사용자로서의 기업과 선도사용자인 고객의 역할이 중요해지고 있음을 반영하고, 이를 바탕으로 기술혁신정책의 패러다임 전환을 위한 시사점을 개진하고자 한다.
