국내의 전자상거래 시장의 성장속도는 무척 빠르다. 그러나 이를 뒷받침할 수 있는 인프라 등의 구축도 매우 중요하다. 따라서 본고에서는 전자상거래의 성장이 어떠한 방향으로 흘러갈 것이며, 이러한 전개패턴이 결국 전자상거래, 즉 인터넷 쇼핑몰의 적정한 모형설정 및 경쟁력 강화 방안으로 연결시킬 수 있을까가 매우 중요하다. 따라서 본고의 세 가지 이슈, 즉 전자상거래의 유형문제, 택배시스템 구축의 문제, 마지막으로 유통구조의 문제로 나눠서 간단하게 요약해보면 다음과 같다. $\bigcirc$미래의 전자상거래의 유형은 유통업형이다. 중개형이나 직판형은 한계를 갖고 있다. $\bigcirc$전자상거래업체의 택배시스템의 전국적인 시스템구축과 공동 배송체계의 도입이다. $\bigcirc$유통구조는 유통단계의 축소가 아니라 매입형태의 개선에서 찾을 수 있다. 즉, 단순중개나 특정매입에서 직매입 체계로의 전환이다.

In recent years, the number of public e-Marketplaces have grown according to the leap-frogging advancement of network technology based on open communication architecture named Internet. However, the transaction volume through public e-Marketplaces have been an immaterial increase, and some well-known sites closed their businesses. This study proposes the public e-Marketplace as an e-Business system which has been recognized the most strategic application of business information technologies (Barrett & Konsynski, 1982; Cash & Konsynski, 1985), and suggests some future strategic and technological direction which supports a firm's transaction infrastructure under internet architecture. For this purpose, it reviews evolution of business information technologies.

An O2O-based real estate brokerage web sites or apps are increasing explosively. As a result, the environment has been changed from the existing offline-based real estate brokerage environment to the online-based environment, and consumers are getting very good feelings in terms of time, cost, and convenience. However, behind the convenience of online-based real estate brokerage services, users often suffer time and money damage due to false information or malicious false information. Therefore, in this study, in order to reduce the damage to consumers that may occur in the O2O-based real estate brokerage service, we designed a false property information filtering system that can determine the authenticity of registered property information using artificial intelligence technology. Through the proposed research method, it was shown that not only the authenticity of the property information registered in the online real estate service can be determined, but also the temporal and financial damage of consumers can be reduced.

현재 지역산업진흥계획이 수립되기까지 수도권 억제와 지역경제 활성화를 위한 다양한 정책 및 법령들이 수립${\sim}$제정되어 왔으나, 그 성과는 미흡하였고, 첨단산업과 지역의 발전을 함께 추구한 과학기술 집적지 조성정책도 연구기관과 산업체간의 기술개발에 대한 수급의 불일치, 지역별 특성화와 차별화 미흡, 사업간 연계성 부족 등으로 성과는 미약하였다. 중앙 부처에서 다양한 지역산업 관련 기술개발 지원사업도 전개해 왔으나, 부처별로 독자적으로 사업을 추진하여, 정책 상호간의 연계성이 부족하고 투자 효율성이 저조하여, 산업자원부에서 산업발전법에 근거하여 2002년 '지역산업진흥계획'을 수립하였다. 이 계획은 지역별 전략산업을 중심으로 한 지역혁신체제 구축에 초점을 두고 있으며, 지역의 내생적 성장을 위한 네트워크 형성, 투입요소 증대에서 지역 산업경쟁력 강화로의 전환, 중앙정부와 지자체의 공동 계획입안 등에서 기존의 정책들과 차이를 보인다. 지역산업정책의 최종목표는 '지역균형발전'이며, 중간목표는 '지역산업의 활성화'라고 할 수 있다. '지역산업의 활성화'를 위한 기본전략으로 '3개 권역별 전략산업 집중 육성'과 '제도적 기반 구축'을 제시하고 있다. 이러한 기본전략은 매우 포괄적이어서 정책수단으로 보기에는 무리가 있다. 따라서 이러한 기본전략 하에 추진하고자하는 사업들을 검토하고 평가의 목적에 맞게 유형화함으로써 동지역균형발전과 지역경쟁력의 강화이며, 그 기본전략으로는 지자체의 역할제고를 바탕으로 한 전략산업 중심의 지역혁신체제(Regional Innovation System : RIS) 구축을 제안하고 있다. 지역 내에서는 각 조직 간의 역할분담이나 연계가 이루어지지 않아 인력과 재원 및 특정분야에 대한 중복투자 문제가 지적되고 있으며 각각 소규모여서 규모의 경제효과를 꾀할 수 없고 경제적 효과가 가시화되는 데에는 오랜 시일이 걸리고 있고, 지역의 산업발전을 체계적으로 기획하고 지역내 다양한 이해관계를 조정하는 총괄 추진기구가 없어 효율적인 지역산업육성에 한계가 있었다. 지방정부의 과학기술예산 및 전담조직, 산업경제예산 및 전담 조직의 부족과 미 정착으로 독자적인 지역과학기술정책이나 지역산업정책은 물론이고 지역혁신정책을 수행하기 어려웠으나, 지역의 특성과 잠재력에 맞는 사업을 발굴하여 중앙정부에 건의하고 지역 내 각 프로젝트를 총괄 조정하는 중개자 역할을 지역전략산업기획단이 그 역할을 수행하고 있다. 지역혁신체제의 중심기관으로 중개기관과 협력 프로그램에 의한 플랫폼 구축 및 지역산업발전의 기획${\sim}$조정기구로서, 선진국의 지역발전기구(Regional Development Agency : RDA)인 지역전략산업기획단이 2002년도부터 산업자원부와 9개 시도에 의해 설립되어 지역네트워크의 활성화와 클러스터의 형성 촉진을 하게 되었고 2004년도에는 13개시도로 확대${\sim}$운영되고 있고, 지역특화사업(H/W)과 지역산업기술개발과제(S/W)와 함께 패케지 형태로 지원되며, 주요역할은 크게 지역산업의 정책기획 분야와 평가관리, 지역혁신역량 조사 및 DB구축 등으로 구분된다. 그중에서도 권역별, 지역별, 지역산업진흥사업 육성과 중장기 산업발전계획을 수립하기 위하여 지역혁신역량을 바탕으로 한 지역 Technology Road Map(TRM)작성사업은 전국공통의 1단계 사업으로 실시 ?榮쨉?, 2005년 3월 기준으로 9개 지역(강원, 대전, 충남, 충북, 경북, 울산, 전남, 전북, 제주) 26개 산업분야를 대상으로 23개가 완료된 상황이다. 이를 근거로 한 지역정책과 R&D 과제 및 필요 인프라의 도출이 체계적으로 구축되어 지역산업 발전을 위한 기술역량이 강화될 것이다.

Effective acquisition technology is an important factor determining the competitiveness of companies(Roxas et al., 2011). Since the importance of technology transfer has been increased, there has been a growing interest in company, government, university and research institutes (Bozeman et al., 2015). Despite the national efforts for activating technology transfer, a lot of technology is still in universities and R&D center(Ockwell et al., 2009). The barriers of technology transfer are a main reason to inhibit the technology transfer. In order to be lower technology transfer barriers, it is necessary to derive the technology transfer broker based on social network analysis. However, most studies related to technology transfer broker had been focused on empirical study(Bozeman et al., 2015). Therefore, it is needed to suggest the method to grasp the opportunity that can lead to technology innovation based on analyzing and visualizing the network of technology transfer. The method in this study provides the company with the connectable path, technology transfer broker and strategy to classify the technology actor within the network. Finally, the method is applied to Global MVP for verifying the feasibility of method.

본 연구는 Kingdon의 다중흐름모형(MSF: Multiple Stream Framework)을 통하여 정부연구개발예산 중 미래성장동력 부문에 대한 예산결정 과정을 살펴보았다. 연구 대상은 대통령 의지로 의제가 발기된 정책의제 국가전략프로젝트이며 비합리적 의사결정에 대한 견제수단으로 활용되는 예비타당성조사가 예산의 결정단계로 이어지는 일련의 과정을 살펴보았다. 연구의의는 3개 흐름에서 행해지는 비합리적 의사결정 케이스를 확인하고, 정부 R&D 사업의 예산결정과정에서 온-오프 스위치 역할을 하고 있는 게이트 키퍼(gate keeper)인 사업 평가자(PM), 구체적 사업계획안을 만드는 부처의 사업기획자, 그리고 자문역할을 하는 전문가집단을 정책혁신가로 바라볼 수 있다는 의의를 발견했다. 공공부문의 정책혁신가는 사업을 기획한 부처와 같이 자기(부처)이익을 추구하지는 않지만 공공가치를 추구하는 독립적인 위치에 있었고, 어느 일면에는 과학기술분야의 성장과 발전을 바라고 있었다. 다시 말해, 연구는 정책혁신가라는 존재가 특정한 개인 또는 집단일 뿐만 아니라 2개 집단 이상의 복수의 정책혁신가가 있을 수 있는 가능성을 확인하였다. 특히, 예비타당성조사에서 PM이 흐름 간의 중개를 상향적 직접적으로 수행하지 않지만, 하향적으로 사업기획자 등 주체들 간 의견을 조정하고 합의를 이끌어 내는 모습은 중요 활동을 하고 있음이 확인되었다. 연구는 정책혁신가의 새로운 형태를 발견하였지만, 정책결정의 전 주기가 아닌 정부예산 이후 국회예산이라는 특정 시기를 대상으로 하였는데, 분석 과정에서 예산과 시간의 제약으로 사업기획을 담당했던 부처 및 기재부공무원, 해당기술 분야 연구자, 국회 관계자 등 관련 주체들의 견해를 고루 담아내지 못한 아쉬움이 있다. 향후 다양한 참여자들의 의견을 수렴할 수 있다면 정책 결정 과정에 정책혁신가의 다층적(Multiple) 존재 여부와 특성을 면밀히 들여다 볼 수 있을 것이다.

In recent years, the business model innovation of small and medium-sized enterprises has become a hot research issue, and it is also regarded as an important hot issue to promote the transformation and development of small and medium-sized enterprises and promote economic transformation and development. In this study, we analyzes the influence of cross-border search and dynamic capabilities of small and medium-sized enterprises in China on business model innovation. The model of influencing factors is established. After collecting relevant data through questionnaire survey, the model is verified and analyzed. It is verified that for small and medium-sized enterprises in China, dynamic capability and cross-border search have a positive and significant impact on enterprise business model innovation, and dynamic capability plays an intermediary role between cross-border search and enterprise business model innovation. Through this paper, we can give some enlightenment to the business model innovation of small and medium-sized enterprises in China.

부동산업 경영이란 부동산을 경영대상으로 하는 중개, 개발, 투자, 컨설팅 등 제 부동산업을 계획적이고 능동적이며 지속적으로 운영하는 과정, 기술, 과학적 운영 등을 말하는 것으로, 부동산상품과 그 상품을 다루는 인간에 대한 경영을 의미한다. 본 논문은 국내 부동산 시장의 토양 위에 선진부동산시스템을 도입하여 경영체질을 개선하고 경쟁력을 강화하고자 노력하고 있는 ERA-Korea 사를 조사기업으로 선정하여, 우리나라 부동산 기업의 경영활동에 경영패러다임의 변화를 적응시키고, 경영품질을 높이기 위하여 과학적 경영혁신 기법인 6 시그마를 적용하여 본 사례이다. 우선적으로 국내 부동산업의 취약점을 제시하고, 이를 극복하기 위한 부동산업 경영의 변화방향을 모색하였다. 다음으로 부동산 경영의 과학화를 위한 전략방향을 상세히 다루고, 이의 실현을 위한 기회도출을 구체적으로 제시하였다. 본 사례연구를 통하여 국내 부동산 기업에 새로운 경영품질관리 모델을 제시하고 궁극적으로 부동산기업의 경쟁력 강화를 위한 부동산 경영의 과학화 방법이 제시되었으면 한다.

For fostering the biomedical industry, the formation of a high-tech-based innovation cluster is continuously being promoted. Accordingly, studies dealing with domestic clusters are being conducted based on case studies on major overseas clusters, but they are limited to a single case. In this paper, content analysis was used based on the literature about innovation clusters and bio-medical industry to comprehensively summarize the factors to be considered for the creation and activation of bio-medical clusters. Subsequently, the factors derived through content analysis were applied to the case of the Hongreung Innotown. The requirements for the successful creation of the Hongreung Innotown, it is required to improve settlement conditions, prepare systems to create start-up culture, and revitalize translational research, attract investment, and cooperate and connect with local clusters.

This The purpose of this study is to propose a Technology Transfer Commercialization Model(TTC Model) that reflects the domestic background of R&D, technology transfer and its commercialization. This study outlines the existing technology commercialization model, examines the background of domestic technology transfer, presents TTC Model, and introduces the application of this model. As a result of this study, the TTC Model suggested the role of each participant in each stage and divided into the provider-led domain and the consumer-led domain. The use of this model can be applied to a technology provider in a way that progressively reduces its role. In the case of technology users, it can be used a corporate innovation model that gradually expands leading to commercialization and profit realization. This study is meaningful in that it clarifies the roles and the level of leadership of technology transfer entities.
