Despite its theoretically and practically important value, the concept of technological innovation orientation has not been theoretically well established and thus has not been operationalized appropriately in previous studies. Given such a gap in prior research regarding technological innovation orientation, this study proposed a refined conceptualization of technological innovation orientation and a new measurement instrument for capturing the refined concept of technological innovation orientation. More specifically, this study conceptualized technological innovation orientation as having two components of proclivity to technological leadership and openness to technological innovation and developed a measurement instrument for operationalizing the two-dimensional concept of technological innovation orientation. Based on the proposed conceptualization and operationalization of technological innovation orientation, this study also investigated the relationship between technological innovation orientation and firm performance. Based on a sample of 97 Korean IT SMEs, the results demonstrated a high reliability and validity for the measurement instrument developed to operationalize the two-dimensional technological innovation orientation. The results further revealed that technological innovation orientation is positively related to technological innovation performance and that technological innovation performance positively mediates the relationship between technological innovation orientation and financial performance.

The purpose of this study is to develop the management innovation scale for public institution and apply scale through examination of relationship between management innovation and innovation performance. As a result, we developed management innovation scale with 7 categories and verified its validity and reliability. Also we found positive effect of management innovation on innovative performance. Based on theses findings, implications of the research findings are discussed, and recommendations for future research are provided.

대학의 지역 공헌활동에 대한 역할 증대, 학령인구의 지속적 감소와 이에 따른 재정문제에 대비한 대학의 수익원 창출 노력 등, 대학을 중심으로 재정, 지역연계 역할, 정부 및 연구기관과의 활동 등 대학과 지역의 상호발전을 위한 현실적 과제가 증가됨에 따라 대학 스스로 내부자원을 활용한 발전계획을 기획하고 시행할 필요가 있다. 뿐만 아니라 중앙 또는 지방정부의 대학재정 지원 시, 이러한 활동의 표준을 정해보고 활동에 대한 측정 등을 할 수 있는 지표 설정이 필요하다. 기존 대학의 지역연계 활동과 성과지표 선정 등에 대한 다양한 보고서와 논문 등을 선행연구로 하고 대학 중심의 창업지원과제 등을 중심으로 대학을 중심으로 한 다양한 창업혁신활동 주체를 도출, 이들과의 협력관계에 대한 내용을 선별하고 이를 투입, 활동, 실적, 성과 등으로 구분하여 보았다. 활동 및 주체의 타당성 확보를 위해 학계, 창투사, 연구기관의 창업관련 다양한 전문가를 대상으로 측정변수에 대한 타당성 측정 및 AHP 분석을 통한 변수의 적합도를 분석하여 창업활동 주체 및 평가지표 등을 도출 하였다. 본 논문을 통하여 대학은 지역의 기업, 정부/공공기관, 연구기관, 투자기관 등과 협업 연계할 수 있는 주체간의 연관가능 활동과 해당 기관의 자원을 연계하여 지역발전에 기여할 수 있는 모델 및 이를 측정할 수 있는 지표 및 주요 내용을 도출 할 수 있었다.

본 연구는 우리나라를 중심으로 볼 때, 중요한 국가 간에 기술혁신의 수렴존재와 기술혁신의 수렴기간에 관한 실증연구를 목적으로 하였다. 분석결과를 요약하면 다음과 같다. 첫째, 선형적인 기술혁신의 확산을 가정한 결과로 볼 때, 분석대상국가간에 분석대산 국가 간에 기술혁신의 확산이 이루어지고 있지 않았다. 둘째, 보다 직접적인 기술혁신존재 및 확산기간을 측정한 결과 선형을 가정한 AR(1)모형에서 추정한 계수 값이 일본과 한국의 경우를 제외하고는 정상적인 형태로 나타났다. 셋째, 모수적 추정과 선형의 경우가 비모수적 추정과 비선형의 경우보다 기술혁신에 따른 수렴기간이 길게 나타났다. 특히 일본과 우리나라의 경우에는 선형을 가정하는 경우에는 기술혁신에 따른 수렴현상이 나타나지 않은 반면, 비선형인 경우에는 수렴현상이 나타났다. 마지막으로 미국과 우리나라의 기술혁신에 따른 수렴기간이 우리나라와 중국의 기술혁신에 따른 수렴기간보다 길게 나타났다. 따라서 기술혁신확산 및 수렴기간이 장기적인 경우 선형적인 기술혁신존재검증을 어렵게 할 수 있다는 가능성을 보여준다. 연구결과 정책적 시사점은 두 가지로 요약될 수 있다 첫째, 우리나라의 경우에 기술혁신수준이 중국이 쉽게 모방할 수 있는 정도로 매우 낮다고 볼 수 있다. 둘째, 우리나라에 대한 중국의 기술혁신 모방에 대한 정책적 시사점으로는 우리나라 기술혁신의 주기가 짧으면서 자주 일어나야한다.

The purpose of this study was to develop an empirically-based inventory of organizational innovativeness of social welfare organizations. Review of literature on innovation research and panel study resulted thirty-seven(37) pre-items for measuring organizational innovativeness. An exploratory factor analysis of the pre-items drawn from the first survey data of 178 social workers revealed seven(7)-factor structure of 31 items. The factors included leadership innovation, team work innovation, task innovation, program development innovation, program technology innovation, idea innovation. A confirmatory factor analysis using data from the second survey of 409 social workers also indicated relevance of seven(7) factor structure of the inventory. Further these seven factors showed positive and significant correlations with measures for innovation culture indicating the inventory had the criterion-related validity. Although additional work remains in methodological issues, the results presented in this paper have shown that this inventory of organizational innovativeness can be an useful tool for assessing innovativeness of social welfare organizations.

In this study, we established a framework for measuring the internationalization of innovation systems. Through this, we try to make a comparative analysis on the atomic energy and space sector in Korea. According to our analysis, the atomic energy sector has a higher level of internationalization in its innovation system with technological level than the space sector. This study indicates that the internationalization of innovation system is an important factor for catching up a leader. The framework, which was developed in this study, could be applied to many case studies on an international leadership of innovation system. In addition, it could provide some implications for technology management, especially in the sectors which fell into a strategic dilemma.

한국정부는 지역산업정책의 추진이 시작되는 1999년부터 연평균 약4,970억원을 지역산업육성을 위해 지속적으로 투자하였다. 본 연구는 이러한 지속적인 지역산업 육성정책이 실질적으로 기업의 기술혁신역량강화에 기여했는지 알아보기 보기 위하여, 대전테크노파크에서 2016년 조사한 '대전지역 혁신자원 조사' 자료를 이용하여 대전테크노파크가 기업의 기술혁신역량에 미치는 효과를 알아보고자 한다. 본 연구는 우선 테크노파크와 기술혁신에 대한 선행연구를 통해 기업의 혁신역량 측정 및 이에 영향을 미치는 변수들을 분석하였다. 기업의 기술혁신정량지표인 특허의 결정요인과 슘페터가설 모형에 기초하여 기업의 기술혁신을 측정하는 종속변수로 특허수를 선택하여 이에 영향을 미치는 기업변수(매출액, 매출액제곱, 수출액, 영업이익)와 R&D변수(R&D인력, R&D자금), 그리고 대전테크노파크의 지원여부와 벤처기업지정여부를 설명변수로 선정하여 실증분석을 실시하였다. 실증분석 결과는 대전테크노파크 지원이 기업의 특허에 긍정적으로 영향을 주는 것으로 나타났다. 본 연구는 지역산업육성정책이 지역 기업의 기술혁신을 촉진시키고 있기 때문에 지역산업육성정책을 더 적극적으로 추진할 필요성에 대한 정책적 시사점을 제공하고 있다.
