지역경제의 성장과 혁신은 국가경쟁력 강화를 위한 중추적인 요인이다. 본 연구는 ICT산업인프라가 집적된 대구 및 경북지역의 ICT산업의 현황을 살펴보고, 혁신가치사슬 개념을 적용하여 지역혁신역량을 평가하기 위한 분석도구를 제시하였다. 지역혁신가치사슬은 지역경제 활성화와 국가경쟁력 향상에 영향을 미치는 지역혁신역량을 평가하는 도구로, 지역혁신체제의 인적, 물적, 제도적 인프라와 자원을 포함하는 개념이다. 지역단위의 혁신역량 분석은 지역 내의 혁신자원의 수준을 파악하고 혁신프로세스를 평가하는 데 필요하다. 그러나 대부분의 지역혁신역량에 관한 연구들이 혁신의 투입과 산출단계에 중점을 두고 있어, 본고에서는 전환단계를 포함한 혁신프로세스에 대한 통합적인 분석을 하였다. 이러한 지역 혁신가치사슬은 다른 지역 및 국가 단위 혁신체제에도 일반화하여 적용이 가능할 것으로 기대된다.

최근 글로벌 경쟁이 치열해 지면서 가격경쟁력이 뒷받침되지 않으면 신흥 시장에 대한 대응이 어려워져 가격경쟁력의 중요성이 부각되고 있으며, 구조적인 비용 상승 추세로 기업의 원가 압력이 증대되고 있고, 이러한 변화된 경쟁 환경에서 생존하기 위해서는 전체적인 생산성 향상이 필수이다. 가격경쟁력 강화 및 원가압박을 해소하고 품질, 가격, 납기 전반에 모방할 수 없는 차별화된 경쟁력의 확보는 생산성 향상을 통해서 실현할 수 있고, 생산성 향상을 통한 경쟁력 있는 기업 육성은 우리 제조업을 발전시키는 토대(infra structure)이며, 기반 시설의 확충이다. 본 연구에서는 현재 외국의 혁신방법을 우리산업 현실에 대한 고려 없이 단순 도입으로 국내 실정에 맞지 않아 상당한 시행착오를 격고 있으며, 국내에 벤치마킹 할만한 제조혁신 방법론이 거의 없고, 벤치마킹하려고 해도 기업의 영업비밀이라 배우기도 쉽지 않은 상황에서 우리산업 현실에 맞는, 중소 중견기업의 맞춤형 생산성 혁신 지원도구로 중소기업의 자생적인 혁신을 위해 중소기업의 수준에 맞는 제조혁신 방법을 국내외 제조혁신 전문가로 컨소기엄을 구성하여 한국생산성본부에서 개발된 한국형제조혁신 방법론을 제조기업에 적용하여 성공적인 결과를 다른 기업에 적용 할 수 있도록 하는데 목적을 둔다. 연구목적을 달성하기 위해 문헌연구를 통해 일본의 TPS(Toyota Production System), 미국의 Lean 시스템 및 6시그마 시스템에 대하여 살펴보았고, 한국형 제조혁신 모델인 KPS(korea production system)를 통신장비 제조회사인 M. 사에 적용하여 실증하였으며, 그 결과 우수한 성과를 보임을 확인할 수 있었다.

The purpose of this study is to develop the management innovation scale for public institution and apply scale through examination of relationship between management innovation and innovation performance. As a result, we developed management innovation scale with 7 categories and verified its validity and reliability. Also we found positive effect of management innovation on innovative performance. Based on theses findings, implications of the research findings are discussed, and recommendations for future research are provided.

본 연구에서는 정부부처에서 진행된 혁신과제에 근거하여 Inno-TRIZ(혁신 TRIZ) 모형을 개발하였다. 혁신의 목표 혁신가치, 모순 혁신가치, 해결원리 등을 도출하기 위해서 50개 부처의 실제 사례분석을 실시하였다. 여기서는 연구결과로 나타난 Inno-TRIZ모형과 적용방법에 대해서 소개한다.

We develop Open Innovation Analysis Method in the Patent analysis field and applies it to analyze Deagu-Gyung-buk Cases. After Chesbrough researches the open innovation situation about U. S. company Cases, many researchers began to study about Open Innovation of Companies. And Hippel participated in User Innovation research about Medical equipments and extreme sporting equipments. He pointed out that user innovation occurred new products. I call it User based Open Innovation. But the methods for Open Innovation are limited such as Case study, Survey analysis, and Quality study. So, we need to develop objective analysis method for open innovation of any firm. In this study, we want to develop new objective analysis method for open innovation and apply it to analyze rocal cases and global comparative studies. We will develop the Chesbrough's patent analysis method about open innovation.We apply this new open innovation analysis method to analyze medical equipment and fuel cell industries in Daegu and Gyung-buk Province. faembedded structure of the cooperative research network of innovation We also will apply this method to analyze Samsung and Nokia Mobile industry, and Hyundae and Toyota automobile industry.

The paper reports on exploratory research into the factors influencing adoption of low impact development (LID) regulations by local government. The research uses ten case studies ranging from low to high level adoption of LID in Virginia. Based on the theory of diffusion of innovations, perceived characteristics of LID, characteristics of the adopting local government, motivations of the adopter, and the surrounding organizational context of the adopter are chosen for the key factors influencing on LID adoption. By reviewing the local governments regulations related to stormwater management, meeting minutes, reports and documents, and in-depth interviews, the evaluation of the key factors and the local LID adoption was conducted. As a result, adopters with a high level of LID adoption at the time of the study were heavily influenced by champions of LID within local government and communities. In contrast, moderate level adopters and low-level adopters emphasized the importance of external forces like state regulatory mandates and the need for clear models to implement.

Advanced countries including OECD member countries focus on the Open Innovation strategy to strengthen their national science and technology innovation capability and to promote the utilization of its outcome. Numerous relevant researches are proceeded in these days, however, just few researches exist in the defense science and technology innovation fields. Therefore, the paper tries to apply Open Innovation concept to the national defense science and technology fields based on the change of defense environments and its problems. For this reason, the paper also presents the theoretical framework of defense Open Innovation and future directions for the purpose of strengthening the national defense science and technology innovation capability and expanding its outcomes.

중소기업의 기술혁신은 제품의 생산성을 높임으로써 궁극적으로는 새로운 영역에의 참여와 고용창출 효과를 가져올 뿐만 아니라 국가의 수출경쟁력에 이바지하는 기여도가 매우 높다. 중소기업은 규모가 작고 유기적인 조직구조의 특성상 탄력적으로 기술혁신에 대처할 수 있는 유리한 면이 있지만, 국내의 중소기업 기술혁신은 매우 열악한 상태이다. 따라서 대기업을 위주로 형성되어 있는 통합생산관리시스템(CIM)의 개념을 도입하고 산업용네트워크와 통합생산관리시스템을 적용하는 중소기업 기술혁신의 추진전략에 대해 설명하였다.

본 논문에서는 지방행정혁신의 모델이 될 만한 외국기업 GE의 혁신 사례를 살펴보고, 충북도청에서 추진하는 브랜드사업에 GE 혁신 사례의 적용가능성을 제시하고자 한다. 기업과는 달리 행정기관은 비영리적 기관임에도 불구하고 운영 면에서 두 유형의 조직은 점차 비슷한 성격을 띄어가고 있는 데, 이러한 현상은 공히 고객 중심적 사고방식을 지향하고, 요즈음 CEO형 단체장이 각광을 받으며, 행정기관들도 점차 효과성/효율성을 중시하는 점 등에서 살펴볼 수 있겠다. 이러한 현상들이 행정혁신의 배경이 됨을 고려해 볼 때, 행정기관들은 이미 수백 년간 혁신을 추구해온 기업들로부터 많은 것을 배우고 참고할 수 있을 것으로 보인다.
