A Design of a Korean Programming Language Ensuring Run-Time Safety through Categorizing C Secure Coding Rules (C 시큐어 코딩 규칙 분류를 통한 실행 안전성을 보장하는 한글 언어 설계)

  • Since most of information is computerized nowadays, it is extremely important to promote the security of the computerized information. However, the software itself can threaten the safety of information through many abusive methods enabled by coding mistakes. Even though the Secure Coding Guide has been proposed to promote the safety of information by fundamentally blocking the hacking methods, it is still hard to apply the techniques on other programming languages because the proposed coding guide is mainly written for C and Java programmers. In this paper, we reclassified the coding rules of the Secure Coding Guide to extend its applicability to programming languages in general. The specific coding guide adopted in this paper is the C Secure Coding Guide, announced by the Ministry of Government Administration and Home Affairs of Korea. According to the classification, we applied the rules of programming in Sprout, which is a newly proposed Korean programming language. The number of vulnerability rules that should be checked was decreased in Sprout by 52% compared to C.

An Improvement of the Guideline of Secure Software Development for Korea E-Government (대한민국 전자정부 소프트웨어 개발보안 가이드 개선 방안 연구)

  • We propose an improvement on the Guideline of Secure Software Development for Korea e-Government that is under revision by the Ministry of Public Administration and Security in 2012. We adopted a rule-oriented organization instead shifting from the current weakness-oriented one. The correspondence between the weakness and coding rules is identified. Also, added is the coverage of diagnostic tools over the rules to facilitate the usage by programmers during coding period When the proposed guideline is applied to secure software development, the weakness would be controlled indirectly by enforcing coding rules. Programmers responsibility would be limited to the compliance of the rules, while the current version implies that it is programmers responsibility to guarantee being free from the weakness, which is hard to achieve at reasonable cost.

A Study on Shaft Fatigue Strength due to Torsional Vibrations in Two Stroke Low Speed Diesel Engines (저속 2행정 디젤엔진의 과도 비틀림 진동에 의한 축계 피로 강도에 관한 연구)

  • Two stroke low speed diesel engines are mainly used for marine propulsion or power plant prime mover. These have many merits such as higher thermal efficiency, mobility and durability. However various annoying vibrations sometimes occur in ships or at the plant itself. Of these vibrations, torsional vibration is very important and it should be carefully investigated during the initial design stage for engine's safe operation. In this paper authors suggest a new estimation method of for shaft's can be calculated equivalently from accumulated fatigue cycles number due to torsional vibration. The 6S70MC-C($25,320ps{\times}91rpm$) engine for ship propulsion was selected as a case study, and the accumulated fatigue cycles numbers for shafting life time converted from the measured angular velocity and torsional vibration stress was calculated. This new method can be realized and confirmed in test model ship with two stroke low speed diesel engine.

  • 환경부는 '화학물질의 등록 및 평가 등에 관한 법률(화평법)'과 '화학물질관리법(화관법)' 시행규칙을 공포하고 지난 달부터 시행했다. 환경부에 따르면 두 법안은 화학물질의 체계적인 관리로 사전에 안전사고를 예방하고 국민건강과 환경을 보호하기 위해 제정됐다. 화학물질의 생산 유통 등 모든 과정의 안전관리를 강화하는 것이 골자다. 우선 화평법 시행에 따라 모든 신규 화학물질과 연간 1톤 이상 제조 수입되는 기존 화학물질에 대한 등록이 의무화되고 등록 신청 기준도 강화된다. 다만 제조 수입량이 연간 1톤 미만일 경우 등록 신청 제출 자료를 정식 등록 9개보다 적은 4개로 간소화하고 등록기간도 30일에서 3~7일로 줄였다. 또 유해물질 함유제품으로 인한 피해를 예방하기 위해 생활화학 제품 15종을 우려제품으로 지정해 안전 표시기준을 준수하도록 했다. 관리대상 품목은 세정제 합성세제 표백제 섬유유연제 코팅제 접착제 방향제 탈취제 방청제(금속부식 방지제) 김서림방지제 물체염탈색체 문신용염료 소독제 방충제 방부제 등이다. 화관법에서는 유해 화학물질 취급 때 공통 적용되는 46개 준수사항을 규정하고 물질별로 구체적인 취급기준을 고시하도록 했다. 취급시설의 설치 관리기준도 시설 종류별로 구체화했다. 새로 도입되는 장외 영향평가는 취급시설 설치자가 화학사고 발생 시 사업장 주변지역 사람이나 환경에 미치는 영향을 사전에 평가해 시설을 안전하게 설계 설치하도록 규정했다. 과징금과 행정처분 기준도 구체화했다. 행정처분은 2년 내 위반 횟수에 따라 경고 개선명령 영업정지 허가취소로 차등화하고 사고가 일어나면 사상자와 사업장 밖 피해액을 기준에 따라 산정해야 한다. 본 고에서는 두 법률의 주요 내용과 함께 주요 문의 사항을 살펴봄으로써 이해를 도우고자 했다.

Improvement of Access Control at Partially Grade-Separated Intersection (단순입체교차 도로의 진출입로 설치 금지구간 개선방안)

  • With urbanization projects involving trunk roads progressing, many simple interchanges, which separate passing traffic into the main traffic and access subtraffic, are being constructed to maximize the traffic capacity. Under the current Road Connection Rule, the access-prohibited section in an interchange is determined based on the access lane and limit distance in the complete interchange road, but separate criteria for the simple interchange are not defined. This may cause confusion in the Road Management Office's determination of the access-prohibited section in the simple interchange, or lead to the application of the criteria for the access-prohibited section in the complete interchange without considering the features of such interchange. This study conducted a comparative analysis of the domestic and overseas systems related to the installation of access section in trunk roads, such as general national roads. This paper presents a survey of the methods for applying the access-prohibited section in the interchange along with the actual cases and proposes improvement measures for a rational calculation of the access prohibited installation section in the simple interchange to minimize the downsides associated with the application of the extremely strict criteria. The proposed road connection rule improvement measures based on the consideration of the purpose of installing the simple interchange and on the consideration the features of the simple interchange are expected to prevent administration confusion by the field road management offices as well as the waste of unnecessary efforts and costs by petitioners so they can boost the service satisfaction for people and the administrative reliability.

Exploring the Relationships Among Teacher Questions, Turn-Taking Patterns, and Student Talks in Mathematics Classrooms (수학 교실에서 교사 질문, 말하기 차례 규칙, 학생 발화 사이의 관계 분석)

  • In this study, we examined classroom interaction to explore the relationships among teacher questions, turn-taking patterns, and student talks in mathematics classrooms. We analyzed lessons given by three elementary teachers (two first-grade teachers and one second-grade teacher) who worked in the same school using a conversation-analytic approach. We observed individual classrooms three times in a year. The results revealed that when teachers provided open-ended questions, such as "why and how" questions and "agree and disagree" questions, and used a non-IRE pattern (teacher initiation-student response-teacher feedback; Mehan, 1979), students more actively engaged in classroom discourse by justifying their ideas and refuting others' thinking. Conversely, when teachers provided closed-ended questions, such as "what" questions, and used an IRE pattern, students tended to give short answers focusing on only one point. The findings suggested teachers should use open-ended questions and non-IRE turn-taking patterns to create an effective math-talk learning community. In addition, school administrators and mathematics educators should support teachers to acquire practical knowledge regarding this approach.

A Study on Problems and Improvement Measures of Occupational Safety and Health Law Policies in Korea: Focused on Administrative Rules and Guidelines (산업안전보건법정책의 문제점과 개선방안 - 행정규칙과 행정지침을 중심으로 -)

  • Objectives: This study aims to identify and solve problems in the consistency, procedural justification, effectiveness, and other matters concerning approaches to occupational safety and health legislation, administrative rules, and administrative guidelines. Methods: In this study of policy on the industrial safety and health law of Korea, problems were raised based on important information on the approach to occupational safety and health legislation and administrative guidelines such as notices, ordinances, and instructions, as well as on their interpretation and operation standards. Secondly, based on the identified problems in the occupational safety and health law policy, core practical methods to present improvement directions for occupational safety health policy in Korea were sought. Results: It is absolutely necessary to actively promote the infrastructure for occupational safety and health by developing and disseminating notices, guidelines, and manuals that act as contact points between laws and the field in various ways at the administrative institution level. In addition to sanctions, efforts to systematically guide and promote complex professional matters must be supported. Efforts should be made to strengthen administrative expertise so that administrative authorities can secure professional authority and fully enforce legal policies according to the purpose of legislation. In order to ensure the effectiveness of occupational safety and health law policies, it is necessary to shift the focus of the legal policy toward confirming and guiding substantial compliance with legal standards. Conclusions: As a result of the above efforts, when reliable occupational safety and health law policy is implemented, the understanding and acceptance of the legal policy for the administrative object will be increased, and the safety and health management of the enterprise will be maximized to its full extent.

A Study on the Improvements of Accounting for Social Welfare Corporations (사회복지법인 회계의 개선방안에 관한 연구)

  • The purpose of this study is to indicate problems of accounting for social welfare corporations and to suggest the improvement on them. To accomplish this objective, this study reviewed the existing relevant studies and literatures. The main results of this study are summarized as follows. First, it is necessary to convert from cash basis accounting to accrual basis accounting and to introduce the double entry bookkeeping. Second, it is needed to capitalize the tangible fixed assets and to depreciate them. Third, Cost accounting is necessary to evaluate the operating results. Fourth, it is necessary to establish the generally accepted accounting principles in consideration of the characteristics of accounting for social welfare corporations. Last, it is necessary to introduce the external audit system to ensure the reliability of accounting information.

  • 2023년 우리나라에 발생한 재난은 남부지방의 가뭄, 태풍 카눈에 의한 폭우, 7월~9월 폭염 등의 자연재난과 4월 5일 분당 정자교 붕괴, 4월 29일 검단신도시 붕괴사고, 7월 13일 대구 염색산업단지 황산 누출 등의 사회재난이 발생하였다. 이전 2022년에는 022년 10월 29일, 서울 이태원역 부근에 대규모 인파가 한번에 몰리며 압사사고가 발생하여 159명이 목숨을 잃고 196명의 부상자가 발생하였다. 이처럼 다양한 형태로 발생하는 재난에 대하여 우리나라는 「헌법」과 「재난 및 안전관리 기본법」에서 재난으로부터 국민의 생명·신체 및 재산과 국가의 피해를 줄이기 위해 노력하여야 한다고 명시하고 있다. 재난은 다양한 특성을 지니고 있으며, 학자들의 일반적 견해는 누적성, 불확실성, 복잡성, 인지성 등의 특성을 들고 있다(재난관리론, 2020). 특히, 사회재난은 발생위치, 시점, 피해, 규모를 예측하기가 상대적으로 매우 어렵기에(장대원 외, 2019) 불확실성의 특성을 강하게 보여주고 있다. 이러한 사회재난의 특성은 자연재난과 비교하여 사람들에게 물리적·심리적 영향을 크게 미칠 뿐만 아니라 단기간에 회복하기 어려운 특성을 지닌다(신재헌 외, 2020). 이에 대하여 많은 국민들은 심각한 사회재난이 발생할 때마다 정부차원의 적극적 재난관리 및 통제능력 향상을 요구하고 있으나, 사회재난 특성 상 특정 기관 중심으로 대응하기에는 많은 어려움이 있다(신재헌 외, 2020). 우리나라 경찰은 2021년 7월부터 자치경찰제도를 실시하며 국민의 생명·신체 및 재산의 보호, 범죄예방, 수사 및 질서유지업무 이외에 국민들의 봉사·서비스 행정 요구의 증대로 인한 적극적·능동적 경찰활동으로 변화하게 되었다(조호대, 2014). 이에 따라 경찰은 경찰의 재난관리체계를 확립하고, 경찰의 재난관리에 관한 사항을 규정함을 목적으로 2012년 「경찰 재난관리규칙」을 제정하였다. 이에 본 연구에서는 경찰의 재난 발생 시 역할이 무엇이며, 특히 사회재난 시 경찰의 적극적 대응 방안은 무엇인가에 대하여 살펴보고자 한다.

Methods of Record Management for Head of Local Government (광역자치단체장의 기록 관리 방안 연구)

  • This study suggested the methods of record management for the heads of local government, which would be the most valuable among local records. In order to conduct a systematic record management for the heads of local government, this study suggested the methods of establishing a record management system regarding regulation arrangement, production registration, preservation, utilization and services. First of all, in order to estimate the record category of the heads of local government, the study examined the duties of the offices of the deputy heads of local government, secretary's offices and information offices, which have been subsidiary & assistance branches in charge of producing the record. In addition, it investigated the present conditions of record management for the heads of local government through the interviews with secretary offices and information offices belonging to 16 cities and provinces and the claims for information disclosure and found out the following problems. They included incomplete record production, non-registration of produced records, abolition of records and taking them out of designated places with due notice, record preservation period regardless of the term of the heads of local government, varied preservation period for the records of the heads of local government by local self-government, short preservation period of primary records and non-management of home pages after the term of the heads of local government. To solve such problems, the study suggested the regulation arrangement for record management and a record management system. The regulation arrangement could be obtained through the establishment of the administrative organization setup condolence etiquette enforcement regulation and the recorders in local government and the revision of operation rules and through the revision of the reference plan for operation rules enactment of recorders from National Archives of Korea. As for the record management system, the study suggested the establishment of production, registration and preservation system of records for the heads of local government and the utilization and services of their records. In order to produce and register the records, the unit assignments should be founded by department in charge of the duties related to the records of the heads of local government on record management criteria, thus letting the staff surely produce and register the records. In terms of utilization and services of the records, the study suggested the use of websites and drawing up the record list, through which each record viewer would be able to figure out which records have been managed through the list services and which services could be given to the residents, thus letting the residents and the heads of local government who finished their term of duties use the records.
