IT 산업정책 성과와 2008년 추진방향

  • 우리 경제의 성장잠재력 저하에 대한 우려가 심화되는 상황에서 국민소득 2만불 시대 견인을 위해 2004년 수립한 IT 산업 발전전략이 IT839이다. 신성장동력 핵심기술 개발 등 IT839전략에 힘입어 세계 최초로 WiBro, DMB 기술개발과 국제표준화에 성공하는 등 IT분야 기술개발을 주도하여, 선진국과의 기술격차가 1년 이상 단축되었으며, 특히, 이동통신 DIV 분야는 미국, 일본 등 선진국 수준으로 경쟁력이 향상되는 성과를 보았다. 한편, 최근 IT를 둘러싸고 있는 환경은 IT를 기반으로한 융복합화 진전, 글로벌화 심화, 인터넷 확산과 웹의 진전이다. 2008년에는 이런 환경변화 속에서 IT산업의 지속적인 성장을 위한 전략을 수립.추진할 계획이다. 무선 융합환경에서 신시장 창출 및 선점, 고부가가치 IT산업의 집중 육성, IT중소기업, 핵심인력 양성 등 경쟁력 향상을 위한 기반 구축도 강화한다. IT R&D 정책은 기초 원천기술분야 R&D 투자비중을 확대하고, IT와 비IT융합 등 융합분야 기술개발 투자도 확대할 것이다. 혁신형 IT 중소기업 육성을 위해 민간 정책협력 네트워크인 IT전문협의회 운영을 개선하고, 중소기업의 원가절감을 위한 공통서비스 확대, 대 중소 기업의 상생협력을 제도화는 등 IT정책 인프라도 고도화한다. 또한, 반도체, 디스플레이 이후의 글로벌 주력품목군으로 IT SoC, u-센서, IT-BT-NT 융합분야 등 3대 핵심분야를 선정하여 집중 육성하고, 부품기업간 협업 활성화를 적극 유도할 것이다. 시장이 원하는 글로벌 수준의 인재양성을 목표로 공학교육인증 확산, IT 융합분야를 중심으로 대학의 R&D 지원도 강화하며, 전공역략을 갖춘 IT 전문인력, 석박사급 핵심 연구개발 인력, IT재직자 교육 등 시장이 원하는 맞춤형 인력양성도 병행 추진한다. 마지막으로 SW산업의 글로벌 경쟁력을 제고하고 신시장 창출을 위해 노력도 강화한다. 조선, 자동차 등 비 IT분야의 SW활용을 확산하기 위한 선도프로젝트를 추진하고, 틈새분야 중 세계적 시장점유율을 갖춘 중소기업 제품에 임베디드SW를 탑재하여 첨단기능을 구현하는 시범사업도 적극 추진할 계획이다.

Developing a Competence Model for Salespeople in a Small-medium Size IT Firm N (중소IT기업 N사 영업사원의 핵심역량모델 개발)

  • Hatching and developing great human resource is getting important in these competitive business environments. It is important to define and utilize personalized competence model for individual firm before hatching and developing its HR. Competence is a unique set of behavior shown as a result of sum of knowledge, skill, value and other personal traits in his/her working environment and the systematic process finding and defining the competence is called competence modeling. The purpose of this study was to perform competence modeling for a small-medium size IT firm N especially for its salespeople and offer suggestions of the usage of the result. Competence model was developed by 'Covering general model' suggested by Dubois. To confirm the validity, survey and workshop was conducted and the model was finalized based on the results. As a result, total 14 core competencies were found and defined by the core salesperson of the firm N. Also the competencies were categorized into three based on the timing of the usage. Additionally, this study offers the ways to utilize the result as foundation for competence based HR system and HRD program for firm N.

  • Recently, most corporations in Korea need to construct new management system for overcoming economic crisis. Firstly, this paper suggests “Value Creation system”. Secondly, this paper suggests CALS as strategic substitute to achieve market efficiency, capital efficiency, personal efficiency, and operation efficiency, which are four critical factors of “Value Creation system”. Korean corporations should build new business model founded on cooperation by completing CALS system and reconstruct competitive management system by using knowledge and know-how accumulated in that process. Because most corporations keep exclusive corporate culture and little experience of cooperative relationship among businesses, strategic approaches are essential for construction of CALS. These are vertical integration, organization of CALS construction teams, concurrent development of product/process, CEO's iron will, Precise vision and strategies, and education/training of participant.

  • 최근 언론매체나 인터넷을 통해 자주 접하게 되는 용어 중 하나가 '유비쿼터스'이다. 각종 서비스, 도시건설, 아파트 등 다양한 대상에 'Ubiquitous' 또는 'U-'라는 수식어를 붙이는 것을 흔히 접할 수 있으며, 마치 매우 편리한 환경을 상징하는 키워드처럼 인식되고 있다. 이와 관련하여 현재 우리나라에서는 정보화도시(U-City 또는 디지털시티라고도 함) 건설 추진 및 그에 대한 논의가 활기를 띠고 있다. 이를 통한다면 우리나라는 건설 및 IT강국이라는 핵심역량을 바탕으로 내수경기 부양뿐만 아니라 지역 간 불균형을 해소할 수 있고, 국내성공 사례로 글로벌 시장개척을 위할 수 있으며 넓게는 동북아 비즈니스 허브구축의 발판이 마련될 수 있겠다. 이밖에도 정보화도시(U-City)건설은 많은 산업화의 가치를 가지고 있기 때문에 정부와 지자체, 또한 기업체에서 기술 개발 및 시범사업에 박차를 가하고 있다. 그러나 새로운 도시유형으로서 정보화도시(U-City)의 개념은 아직까지 제도적으로 정립되어 있지 않을 뿐만 아니라 도시건설 시 어떤 특별한 유인책도 마련되어 있지 않다. 그리하여 지방자치단체, 공기업 등 추진주체마다 전개되는 양상이 다르며 이에 수반되는 다양한 문제가 발생한다. 따라서 정보화도시(U-City)의 성공을 위해서는 글로벌 인재들이 유인할 수 있는 매력을 갖추어야 하며 사회적 투자를 지속시킬 수 있는 효과적 방안이 필요하겠고 핵심기술과 이의 활용방안이 마련되어야겠다. 그러나 무엇보다도 정보화도시 건설관련 법, 제도, 사회시스템 정비가 선행되어야하겠다.

The Gap between Key Competency of Engineering Majors and Academic Curriculum (이공계 전공자의 핵심역량과 교육과정 간 격차에 관한 연구)

  • The scope of key competency of engineering majors has been expanded for last decades. Nowadays, not only major knowledge but also extracurricular knowledge such as business, economics, law and so on are regarded as prerequisites for successful performance at work sites. In this context, we defined several determinants of key competency classified into attitude, knowledge and skill, and investigated their relative importance perceived by Korean companies (n=145). Based on the results, the gap between key competency of engineering majors and academic curriculums of universities (n=182) was analyzed. Subsequently, regional difference and qualitative disparity between universities were also revealed.

  • This study provides basic data for finding a plan for future teacher education in the future society by conducting an IPA-analysis of the abilities required for early-childhood who will become talented persons of the future society and the perceptions of early-childhood teachers about the era of the 4th-Industrial-Revolution. The study was conducted with 194 childhood teachers working in early-childhood educational institutions located in Jeju. It used a questionnaire of the demand survey for teacher education development for early-education based on the 4th-Industrial-Revolution. In the era of the 4th-Industrial-Revolution, the capabilities needed for early-childhood were revised and supplemented in 2016 at the World Economic Forum "Jobs Future Report". The frequencies and percentages were calculated to analyze the characteristics of each subject's background variables, the perceptions of early-childhood teachers and teacher education needs, and a t-test was conducted for each item to analyze the difference in importance and performance of early-childhood's competence. In the importance of competence required for infants who become talents for the future, the results showed that early-childhood teachers chose to have a high level of caring-sharing and curiosity-interesting ability. In the performance, they have a high level of caring-sharing and cooperation-communication ability.

  • Science and technologies develop rapidly and in conditions where it is difficult to predict both domestically and abroad, the rapidly changing business environment demands innovation. To strengthen the businesses' competitive edge, the key challenge is not to control but rather grant autonomy, allowing it to anticipate the future and actively deal with. This will allow to train and manage talented people with competence and abilities, which all links to the concept of the Super Leadership. Currently, our society is in the change due to the Fourth Industrial Revolution wave and paradigm related with high-tech industry, hence is in desperate need for creativeness and speed management. It is a time where risk and challenges coexist and is not a standardized environment. Businesses must make efforts in managing human resources and allow them to have leaderships compatible with the current era, giving them opportunities to face challenges. The necessity for Super Leadership is emphasized especially in the industry-orientated era, where new revolutionary technologies are emerging and existing technologies are being advanced and maximized, to cultivate the potentials of the members and secure competitive superiority for the best management and creation. Therefore, in this research, the empirical analysis of the relationship between Super Leadership of small and medium enterprises and the business outcome was conducted. Research outcome states that, in order to create a sustainable business outcome, enterprises need to invest more in developing leaderships and in accordance with it, promote talent. In order to survive and sustain growth in the period of endless competition like today, it is concluded that it is imperative to establish a powerful Super Leadership that will endeavor to engage and maximize the competence of members of the organization.

The effects of UIC Cooperation Programs on Youth Employment (정부 산학연협력 지원의 고용효과 분석)

  • In the rapid trend of social change, such as the 4th industrial revolution and the realignment of job structures, university-industry cooperation(UIC) is emphasized as a key factor in enhancing national competitiveness. The level of UIC in Korea is insufficient compared to national competitiveness, and despite the world-class R&D investment, there is a lack of linkage between the result of technology development and the industrial field, and the knowledge-transfer between university and industry is also insufficient. This paper analyzed the employment effects of UIC program supported by government, especially youth employment effects. The companies participating in the UIC program showed higher employment effect than the non-participating companies. In addition, the result of examining the employment growth rate of participating companies only for projects aimed at 'education and human resource development', show that employment growth rate after one year (total, youth employment) was significantly higher than that of non-participating companies, while employment growth after two years was not significant. UIC program need to have sustainability and systemicity so that they can be directly linked to the employment effects.

G/T Experts' Recognition on Educating ICT Core-competencies for Gifted Students in Science (과학영재를 위한 ICT 핵심역량 교육에 대한 전문가 인식 조사)

  • In this paper, we attempted to provide the bases of effective educational programs for fostering ICT competencies of gifted students in science. For this purpose, we tried to answer the questions like 'What are the ICT core-competence for gifted students in science?' and 'How can we educate those competencies effectively?' We started by reviewing existing studies on ICT competencies for talented people in future society and then adopted one[6] as the basis for further validation. We tried to work with as many G/T experts as possible, and decided to use the online survey methodology because the experts are scattered all over the country. The survey was sent to the corresponding person who is in charge of G/T education in each area, and then e-mailed to G/T experts in that area. Through these procedures, three hundred four(304) G/T experts from all around the country participated in this survey. The results showed the followings: (1) G/T experts agreed with the importance and necessity of ICT competencies for gifted students in science; (2) G/T experts agreed with the validity of three core ICT competencies, which are 'knowledge and skills competence, creativity competence, and characteristic competence,' for gifted students in science; (3) G/T experts agreed with the validity of educational goals, which are suggested for fostering each ICT core-competence of gifted students in science; and (4) G/T experts regarded 'product-oriented education' and 'ICT device-oriented education' as important and effective types of education programs for fostering ICT competencies of gifted students in science.

Effects of extracurricular programs based on Smart Learning for enhancing competency of university students. (대학생 핵심역량 증진을 위한 스마트러닝기반 비교과교육의 효과)

  • The purpose of this study is to design smart learning based extracurricular program of the university and to analyze the effect of core competencies. This program was formed by 10 teams with S and K University in Seoul, and run a daily camp format to use smart devices and apps. As a result, the participating students, communication skill, self-directed and creativity increased significantly. In addition, the educational effects of this program was positive changes in the areas of 'communication', 'self-directed', 'cooperative learning', 'problem solving' in the focus group interview. And the students responded that the use of smart devices and apps help to immerse in the program and increase their interest. The purpose of this study is to suggest new models and implications for the extracurricular program. In the future, we hope to develop the various smart learning based extracurricular programs for enhancing the competencies.
