This paper studies the contribution of imports and inward foreign direct investment (FDI) as a vehicle of technology transfer onto the EU new member states at both macroeconomic and industry level. The paper takes the effectiveness of the recipient's utilization into account by constructing a new index, the so-called Effective Absorption (EA) Index, to measure ability to absorb and utilize the foreign technology in the recipient country. Using data from 12 donors and 10 recipients from 1998 to 2009, the study at macroeconomic level indicates that technical spillovers of foreign research and development (R&D) play more crucial role relatively to domestic R&D on total factor productivity (TFP) growth of the new member states. Imports are found as the major vehicle of technical spillovers rather than inward FDI. The study at industry level is conducted by using data from 17 manufacturing industries of 10 donors and 6 recipients during 1998 to 2009. The empirical results also support the findings at country level. The patterns of technology transfer are different across industries. Nonetheless, technical spillovers exhibit significantly high contribution on TFP growth in high-tech manufacturing industries.

At present, under the background of "One Belt and One Road", great achievements have been made in cultural confidence, overseas communication, education, and modernization of Chinese medicine. However, the overseas dissemination of Chinese medicine culture has not yet fulfilled the requirements of the Cultural Power Strategy and the historical mission of Chinese medicine. Challenges are still faced in the cultural theory of traditional Chinese medicine, overseas communication mechanisms, and translation of Chinese medicine terms. Therefore, Chinese medicine practitioners must firm their faith in culture and traditional Chinese medicine, disseminate the cultural theory of traditional Chinese medicine, exert the advantages of the media and improve its mechanism, and speed up cross-cultural language exchange and research. These efforts will innovate Chinese medicine culture, strengthen overseas exchange and cooperation as well as flourish traditional Chinese medicine overseas.

This paper studies localization effects of knowledge spillovers in Korea using U.S. patents granted over the period 1996-2015. The "sample-matching" analysis initiated by Jaffe, Trajtenberg, and Henderson (1993) is adopted. We do not find evidence of positive localization effects in Korea. In particular, controlling for the existing geographic distribution of knowledge production, the frequency of domestic citations of Korean patents is no more than the citation frequency from overseas, and the difference is decreasing within the sample period. We also examine localization effects across regions and industries, and compare Korea with Taiwan and Japan.

우리나라는 전파관리 비용 충당 및 전파진흥을 목적으로 전파사용료 제도를 도입한 이후, 부과 기준 및 법제도 개정을 지속적으로 추진하여 왔다. 그럼에도 가용주파수 대역의 확대, 전파기술 발전에 따른 전파이용 환경의 변화로 인해 전파자원 관리비용 체계의 재평가 및 조정의 필요성이 높아지고 있다. 이에 해외 선진국의 전파자원 관리비용의 목적 및 법적 성격, 부과 체계, 운용현황 등을 살펴봄으로써 국내 제도와의 비교를 통해 전파산업 발전과 이용자 편익 증진을 위한 합리적인 조정방안을 모색하고자 하였다. 미국은 FCC의 규제활동과 관련한 비용의 보전을 위해 규제수수료를 매년 부과하고 있으며, 무선통신 외에도 유선통신, 지상파방송, 위성방송, CATV 등을 포함하므로 전파를 사용하는 무선국 시설자에게 부과하는 우리나라의 전파사용료 보다 부과대상의 범위가 훨씬 광범위하다. 이러한 전제 하에 미국 FCC의 규제수수료를 중심으로 제도의 특성과 현황을 살펴보고 바람직한 시사점을 도출하고자 하였다.

The purpose of this paper is to examine the transmission of domestic and foreign real and monetary disturbances into a small country with heavy imports of intermediate goods, and to analyze how the wage indexation in a small country affects the transmission of foreign disturbances into a small country. We consider the two countries, a small country and the rest of the world, two goods, and rational expectations world model under flexible exchange rate system with perfect capital mobility. We find out that foreign disturbances are transmitted into a small country through the price channel, the foreign output multiplier channel, and the nominal interest rate channel, and the foreign real balance channel. We have conducted an empirical investigation by using the Korean data for a small country and the U.S. data for a large country to see how real and monetary disturbances originating from the US affects the Korean economy with wage indexation.

본 연구에서는 프랑스, 영국, 핀란드 등 유럽을 대표하는 몇몇 국가와 미국, 일본, 호주 등 주요국을 대상으로 $800{\sim}900MHz$ 대역의 이용현황 및 활용사례를 살펴보았다. 특히, 저대역 주파수에서 상업적 가치가 높은 이동통신용 주파수의 이용현황 및 전개방향을 중심으로 살펴보았다. 그 결과 전세계적으로 이동전화서비스의 성장 및 신규서비스의 도입으로 주파수 수요가 급증함에 따라 주파수 부족현상이 심화되고 있고, 이에 따라 효율적인 주파수 사용을 위해 국가별로 회수 재배치가 중요한 이슈로 부각되고 있음을 알 수 있었다. 본 연구에서는 동조화가 높은 저대역 주파수에 대한 해외 주요국의 이용동향을 살펴봄으로써 향후 부족한 전파자원에 대한 유용한 시사점을 도출하고자 하였다. IMT-2000 주파수의 동조화는 800MHz와 900MHz 대역을 중심으로 이루어지는데 해외의 저대역 주파수에 대한 이용선례는 향후 통신사업자들의 사업방향에 중요한 지표가 될 것으로 기대된다. 이러한 연구는 전파정책을 추진하는 당국과 사업자에게 정책결정을 하는 데 유용한 정보를 제공할 것이라 기대된다.

최근 국가의 무형자산인 전파자원에 대한 수요가 급증하면서 전파자원의 희소성과 경제적 가치가 점점 높아지고 있다. 이에 미국, 유럽, 일본 등 해외 선진국은 정기적으로 전파이용자의 활용 현황을 조사하고 있으며, 그 결과를 전파정책 수립을 위한 기초자료로 활용하고 있다. 이에 본 조사는 국내 전파이용 기업들을 대상으로 무선기기 산업 현황 및 주파수 활용 실태를 파악하고, 그동안 부진했던 무선기기 제품의 활성화 및 전파이용에 대한 제도개선과 지원방안을 모색하고자 시행하였으며, 이를 통해 전파산업육성에 있어서 중요한 지표가 될 수 있는 아이템의 체계적인 발굴 및 전략적 시사점을 제시하였다.

과거 3-4년 전까지 위성전파항법시스템의 백업 시스템으로 유일하게 논의되고 있었던 현실적 대안은 eLoran이었다. eLoran은 기존에 활용성이 낮아져 서비스가 점차 중단되고 있는 로란-C 시설을 개선하여 보다 높은 PNT 성능을 제공하도록 고안되었다. 기존에 로란-C 시설이 있는 국가나 지역에서는 위성전파항법시스템의 백업 시스템으로 eLoran을 효과적으로 확보할 수 있는 것이다. 그러나 기존 로란-C 시설을 이미 철거하였거나, 로란-C 시설을 가지고 있지 않았던 국가 입장에서는 eLoran을 확보하기 위해 로란-C 시설을 보유한 국가보다 더 많은 시설구축 비용이 필요하게 된다. 반면에 R-Mode는 현재 해상에서 활용되고 있는 전파신호를 이용하므로 신규 전파항법 인프라 구축에 따른 큰 투자 없이 적은 비용으로 위성전파항법시스템의 백업 시스템을 구현할 수 있다는 장점을 갖는다. 대한민국은 세계에서 유일하게 국가안보적 측면에서 GPS 전파간섭의 위협을 받고 있는 국가이다. 대한민국이 직면한 GPS 전파간섭은 해외에서 보고되고 있는 좁은 지역에서의 개인적 소규모 전파간섭과는 차원이 다르다. 특히 지난 2016년 3월 말, 우리나라는 약 엿새간 수도권과 강원지역 등이 동시에 GPS 전파간섭의 영향권 안에 든 바 있다. 이때 GPS 전파간섭은 과거에 발생한 GPS 전파간섭보다 더 넓은 지역에 영향을 주었고, 어선과 같은 소규모 선박의 조업까지 방해하는 피해를 안겼다. 본 논문은 대한민국이 하루 속히 해결해야 할 현안으로 인식되고 있는 위성전파항법시스템의 백업 시스템으로 중파 비컨 R-Mode를 적용할 필요가 있는지 논하고자 한다.

글로벌동향브리핑(GTB)에서는 100여명의 국내 외 과학기술 전문가가 농림 수산, 생명과학, 보건 의료 등 19개 주제로 해외 과학기술동향을 소개하고 있다. 이를 바탕으로 식품분야의 최신 해외과학기술 주요동향을 요약하여 재정리 하고자 한다. 새로운 기술의 등장은 타분야 기술로 빠르게 파급된다. 최근 등장하는 기술 역시 농식품 분야로 전파되어 새로운 식품기술(Food Technology)의 등장을 견인하고 있다. 식품에 적용되기까지 많은 시간이 소요될 수 있으나 일부 연구자들은 발빠르게 움직여 관련 결과가 제시되기도 하고 있다. 따라서 이번 호에서는 3D printing, Big data, 영상기술 등 타분야의 신기술을 다루고자 한다.
