The number of foreign qualification holders has been on the rise due to the globalization and the development of transportation. As in other developed nations, Korea faces the growing demand for foreign higher education recognition (FHER) since the number of foreign students and migrant workers has reached about one million recently. Unfortunately, there has been no FHER system in Korea so far. In this context, this study has compared the cases of Australia and New Zealand. The results reveal that these two countries are similar in that both of them have developed their own FHER system in order to attract highly qualified foreign workers and students. However, they are different in terms of the implementation of the FHER system and the development of the FHER database. Besides, the cases of both countries shed light on the key issues related to the FHER. Taken together, they provide significant implications for the Korean government which has to develop its own FHER system in the near future.

Since the Syrian Civil War in 2011, the number of refugees has been on the rise in Korea as well as worldwide. In addition to recognition of legal status for refugees, employment and education support, and qualification recognition are emerging as social issues. In this context, this study aims to compare the cases of Netherlands and Norway in terms of evaluation and recognition of refugees' qualifications. The findings of the study show that although there were concerns about the lack of official documents to verify the qualifications of refugees, the two countries have developed a special process for the evaluation and recognition for refugees respectively according to the Lisbon Recognition Convention. In addition, both countries have developed a recognition of prior learning system which has made the qualification recognition process flexible from a point of refugees. These experiences could be used as benchmarks for the Korean government which has a responsibility to develop its own qualification recognition system for refugees in the near future.

The purpose of this study was to analyze Korean Women's U.S. Ph.D. Degree-seeking Process and career development in the field of science and engineering in the United States. We conducted the analysis on the basis of SED (Survey of Earned Doctorates) data of the National Science Foundation. Since 2001, the number of Korean Ph.D. degree recipients from United States universities has been increasing and about 25% of them were women. Their median age was 33.3 years old, and one third of them were the recipients of research and teaching assistantships while pursuing a Ph.D. degree. At the time of receiving the degree, 51.8% reported having definite commitments for employment or postdoctoral study or research. Over 70% of the degree holders were presumed to stay and work in the United States. The study finally addressed policy implications regarding their recruitment to Korea and a need for a longitudinal survey.

This study aimed to improve the understanding of the qualification recognition system between Korea and Russia and to provide a way to help in the conclusion of the agreement on the qualification recognition in higher education through discussing related issues. To this end, we examined the recognition of academic qualifications in Korea and Russia, analyzed the status of mutual recognition of qualifications in higher education, and finally pointed out the issues raised and suggested ways to improve them. In the discussion of the qualification agreement, the issues are: first, whether the level of the agreement should be an intergovernmental agreement or an inter-institutional arrangement; Second, what is the scope of the agreement, and, third, with regard to the question of universality of the application of mutual recognition, whether this agreement can be universally applied to all Russian federal entities at the conclusion of the agreement. This study suggested that the mutual recognition agreement be concluded at a comprehensive and general level, and the qualification should be limited to academic qualifications, and the universality of the mutual agreement should be specified. Based on the results of this study, we proposed the necessity of regular and continuous discussions between the experts and government officials of the two countries in order to establish the system of the mutual recognition agreement and implementation process between Korea and Russia.

금번 문화공보부 초청으로 내한한 '해외교포모국방문단'일행 중 해외건축계에서 활약하고 계신 건축가 두 분이 함께 내한 하였다. 이번'해외교포모국방문단'은 한국과 외교관계를 가지고 있는 세계 각국에서 한분씩 대표로 추천되어 되어서 내한케 된 것 입니다. 그 중 건축가 강석원씨는 불란서 파리 '한국교민회'회장으로서 '건축설계사무소'를 경영하고 계시며, 한국을 떠난 지 팔년이나 된다. 또 건축가 김성문씨는 '덴마크' '코펜하겐' 에서 '설계 사무소'를 개설하고 있으며 주로 공원, 도로, 어린이 놀이터 등의 조경계획을 담당하고 있으며 한국을 떠난 지 15년이나 된다. 그리고 최근에 이리노이주 공대에서 공학박사 학위를 받고, 일시 귀국한 건축가 김종성씨 세 분을 모시고 건축에 관한 좌담회를 가져 보았다.

이 논문은 우리나라의 물리학, 화학, 생물학 분야의 과학자들을 대상으로 한 설문조사를 바탕으로 머튼이 과학자사회의 규범구조로 정식화한 네 가지 규범들-보편성, 공유성, 탈이해관계, 조직화된 회의-과 국가주의 가치관이 실제 과학자사회에서 어느정도 작동하고 있는지를 분석하였다. 전반적으로 응답자들은 한국 과학자사회에서 출신대학과 해외학위라는 귀속적 지위의 영향으로 보편성 규범이 제대로 작동하지 않는 것으로 평가했고, 여성의 경우 성의 영향도 큰 것으로 평가하고 있었다. 공유성과 탈이해관계 규범의 경우 한편으로 공유성과 탈이해관계라는 전통적인 규범이 그리고 다른 한편으로는 비밀주의와 연구주제 선정에 있어서 산업적 응용성과 국가적 필요를 강조하는 국가주의적 가치가 공존하고 있었다. 조직화된 회의 규범의 경우 특히 과학적 증거 이외의 다른 권위들에 대해 회의적인 태도를 견지해야 한다는 규범이 제대로 작동되지 않는다는 평가가 대다수였다. 과학자사회의 규범과 가치에 대한 평가는 각 과학자들의 연구환경에 따라 상이한 모습을 보여주는데 특히 젊은 세대의 과학자들이 보편성과 조직화된 회의 규범의 위반을 더 강도 있게 지적하는 반면 연구 주제의 선정에 있어서 탈이해관계 규범은 부정하는 경향을 보여주고 있다.

As a dual-degree program/exchange student program becomes widespread, the faculty and students consisting of a course are being globalized. Recently, there has been an online or blended learning-based course, which is evolved from a conventional offline course. However, the course has no consideration of a dual-degree program or exchange student program because it is limited to a domestic university. To create and manage a global course, there have several of difficulties in the aspects of cost or effectiveness. As a solution to tackle them, it is necessary to do research on providing blended global courses with a fusion approach of online and offline. In this paper, we studied and presented a model of blended global courses. To create and maintain overseas scholar-oriented courses, we devised eight types of blended global courses depedning on their opening time and the cooperative relation between online and offline and made their comparative analysis. The blended global course proposed in this paper can be applied to cultivating global human resources in universities.
