세계적인 경기침체 상황이 지속되는 가운데 2009년 상반기 해외건설 수주가 131억불로 마감되었다. 상반기 수주가 급감한 것으로 보이는 것은 기저효과(base effect)라고 할 수 있을 것이다. 지난 2년간 해외건설 수주가 가파르게 상승한 나머지 실제로는 올해 실적이 양호한 수준임에도 불구하고 극히 저조한 것처럼 나타나는 것이다. 2009년 상반기 해외건설 수주금액도 131억불 수준에 그쳤지만, 최근 유가 반등세가 지속되고 있어 중동지역을 중심으로 해외건설 경기회복에 대한 기대감이 높아지고 있다. 경기침체로 인한 불확실성으로 인해 수주전망이 어느 때보다 어려운 상황이지만 최근 유가가 배럴당 70불대를 상회하는 등 중동지역을 중심으로 프로젝트 발주 여건이 개선되고 있고 우리 업체들도 해외진출을 적극 추진하고 있어 하반기 수주금액은 상반기에 비해 높을 것으로 예상된다.

한국건설산업연구원이 발표한 2002년 건설경기전망에 따르면, 건설수주는 상반기까지 감소세가 지속되다가 하반기 이후 소폭 증가세로 반전될 전망이다. 또한 건설투자는 1.5$\%$ 증가에 그쳐 경제성장률을 하회하는 부진을 지속할 것으로 전망하고 있다. 해외건설 계약실적은 연간 45억 달러 수준으로 2001년 예상실적과 거의 대등한 수준에 머물 것으로 전망했다.

지난 70년대 우리나라는 해외건설의 열기로 인해 외화수입은 물론 경제성장에 커다란 영향을 미친곳이 중동지역이었다. 그러나 중동지역은 우리에게 기쁨만 안겨준 곳은 아니었다. 70년대 말 중동지역에서 공사대금을 제대로 회수하지 못한 건설업체들이 속출하면서 곧바로 국내 경기에 영향을 미쳤고 한때 우리나라는 매우 힘든 고비를 넘겼다. 바야흐로 해외건설의 봄이 서서히 일기 시작하고 있는 이때 전문가로부터 중동지역 중 리바아의 건설경기전망에 대해 들어본다.

Domestic construction companies have difficulty in establishing strategies when entering overseas markets because they do not have an overseas construction economic sentiment index to refer to for data on overseas construction prospects. Considering that the fluctuation of overseas construction orders over the past decade has been substantial and large companies and SMEs are actively advancing overseas, this study developed an evaluation model for an overseas construction business sentiment index to grasp the economic experience of overseas construction companies. In 2021 Korean companies earned 30.6 billion in overseas construction contracts, 87% the level of the previous year, despite difficulties such as COVID-19 and low oil prices, thanks to efforts by construction companies to strengthen their strategies for entry, such as regional diversification, and government support for winning orders. Since the overseas construction industry fluctuates greatly due to changes in the international environment, it is necessary to investigate and analyze the economic sentiment index of overseas construction companies. In particular, despite the increase in overseas expansion of small and medium-sized construction companies and engineering companies, the provision of information on the overseas construction market sentiment index is insufficient, limiting the establishment of strategies for overseas construction expansion. Therefore, this study intends to develop an overseas construction market sentiment index model that can understand the economic sentiment of overseas construction companies, provide a forecast for overseas construction, and use it to establish overseas construction strategies and policies.

올해 해외건설 수주액이 1/4분기도 채 지나기 전에 100.5억불을 기록하며 100억불을 돌파했다. IMF 위기 이후 침체를 겪었던 해외건설은 2004년 이후 회복기에 들어서 2005년 109억불, 2006년 165억불을 기록한데 이어 2007년에는 398억불을 기록하며 300억불 시대를 개척하는 등 사상 초유의 호황세를 이어가고 있는 중이다. 국토해양부는 우리기업의 수주경쟁력과 현재의 중동.아프리카 등 산유국의 발주량 확대 등의 세계 건설시장의 호재 등을 고려할 때 올해 400억불 이상의 수주를 무난히 달성할 것으로 전망하고 있다. 이러한 해외건설의 수주 성과는 국제 수지표 기준으로 서비스 수출 품목 중 단연 최고이며 상품수출액과 견주어도 반도체, 자동차, 조선 등 주력 수출품과 어깨를 나란히 하고 있다. 이렇게 고성장을 달리고 있는 해외건설은 침체된 국내 건설경기의 타개책으로 건설업계가 해외에 눈을 돌리면서 더욱 활발해지고 있다. 설비건설업계도 40여개 업체가 해외에 진출해 있다. 특히 플랜트공사의 경우 원도급으로 수주를 받을 정도로 활발한 수주활동을 벌이고 있다. 이에 따라 본지는 해외건설에 진출해 있거나 혹은 진출 예정인 회원사의 업무에 도움이 되고자 해외건설 현황 및 해외공사 수행을 위한 현지 여건 분석 및 수행절차, 해외건설협회 보고 절차, 해외건설 회원사 현황 등을 특집으로 게재한다.

12월 6일 현재 해외건설 수주가 100억불을 넘어섰다. 올들어 해외건설 수주가 활발해지는 현상은 건설업계의 새로운 돌파구 마련을 위한 청신호로 받아들일 수 있다. 우리 경제는 땅값과 집값의 급격한 상승으로 한바탕 홍역을 치르고 있는 상황이고 이에 대응해 정부는 부동산에 관한한 초강경 대책으로 일관하고 있다. 때문에 부동산경기는 얼어붙기 시작했고 건설경기가 급격히 냉각될 조짐을 보이고 있다. 여기에다 정부는 SOC(사회간접자본)투자보다는 복지부문 투자를 늘려 건설업체들의 입지는 더욱 좁아지고 있다. 경제성장에서 차지하는 건설산업의 비중을 감안할 때 건설업계가 침체의 늪으로 빠져 버리면 경제성장이 둔화될 수 밖에 없고 그런 만 큼 우리 경제는 선진국의 문턱에서 다시 좌절의 쓴 맛을 볼 수도 있다는 우려가 제기되고 있다. 그런데 중동을 비롯한 아시아 지역에서 해외건설경기가 붐이 일어나고 있다. 따라서 우리 설비건설업계도 건설경기 침체 타개책의 일환으로 해외공사에 눈을 돌려 볼 만하다. 다음은 해외건설경기 현황과 이에 따른 우리 회원사들의 해외건설 수주현황을 알아본다.

Since 2010, Korea's overseas construction orders have seen dramatic fluctuations. I propose causes and remedies for the industry as a whole. Orders have recorded an annual average of $63.8 billion dollars from 2011 to 2014, reaching its highest at $71.6 billion dollars(2010) which marked the peak of Korea's overseas construction. However, due to a decline in international oil prices, starting in the last half of 2014, Korea's overseas construction orders have followed suit recording $46.1 billion dollar in 2014, $28.2 billion dollars in 2016, and $29.0 billion dollars in 2017. Facing uncertainty in Korea's overseas construction market, caused by continued slow growth of the global economy, Korean EPC contractors are at a critical point in regards to their award-winning capabilities. Together with declining oil prices, the challenges have never been bigger. To mitigate the challenges, I would suggest policy direction as a way to grow and develop the overseas construction industry. Proper counterplans are needed to foster Korea's overseas construction industry. Forecasting total order amount for overseas construction projects is essencial. Analyzing contract award & tender structure and its changing trends in both overseas and world construction markets should also be included. Korea has great potential and global competitiveness. These measures will serve to enhance Korea's overall export strategy in uncertain overseas markets and global economy.
