Development of an Unmanned Conveyor Belt Recovery Skimmer for Floating Marine Debris and High Viscosity Oil (무인 컨베이어 벨트식 부유쓰레기 및 고점도유 회수장비 개발 연구)

  • When persistent oil, such as crude oil or Bunker C oil, is spilled at sea, viscosity increases through the weathering process. Equipment that can collect this oil when mixed with floating marine debris is very limited. In this study, devices that can be attached to the outside of existing oil skimmers have been applied to the inside of the main body, to develop an unmanned conveyor belt type floating marine debris and high viscosity oil recovery skimmer, which is composed of a conveyor belt, a sweeper with a forced inflow device, and a collection tank equipped with a buoyant body. The resulting skimmer was operated at a speed of 1.2 knots at a distance of 30 m in a sea area test. It was stable when moving laterally in any direction. An oil recovery performance test was conducted using a portable storage tank, and oil was recovered from a minimum of $7.8k{\ell}/h$ to a maximum of $23.3k{\ell}/h$. Moreover, recovery of $7.7k{\ell}/h$ was obtained in a wave water tank test with floating marine debris such as PET bottles and oil mixed. If the equipment developed in this study was used in the field for oil pollution accidents, it could be expected to contribute to improved response capability. We believe our equipment could be used in further studies to improvement the performance of existing portable oil skimmers.

Assessment Module Formulation for the Trapped-Oil Recovery Operations from Sunken Vessels (침몰선 잔존유 회수작업 평가모듈 개발에 관한 연구)

  • When oil tankers, large passenger ships and cargo ships sink under the sea owing to various maritime accidents, the residual cargo oil or fuel oil in the such vessels could pose direct risk to factor for the marine environment and it require safe and rapid removal. Although domestic and foreign salvage companies are adopting various recovery methods and technologies with customizations according to each site during recovery operations studies on reasonable assessment modules for the operation process are relatively insufficient. In this study, the data from trapped-oil recovery operations performed at different site conditions were collected and analyzed in order to designed an operation assessment module, define the operational process steps in terms of preparation, implementation and completion, and derive key factors for each detailed process. Subsequently, the module was designed in such a way as to construct performance indicators to assess these key factors. In order to exclude subjective opinions from the assessment as much as possible, the assessment each item was constructed with indicators based on data that could be evaluated quantitatively and its usefulness was verified by applying the module to the trapped-oil recovery operation cases. We expect this the method and the technology assessment module for the trapped-oil recovery operation on sunken vessels will help to verify the adequacy of the trapped-oil recovery such operation before or after. Furthermore, it is expected that the continuous accumulation of assessment data and feedback from past or future operation cases will contribute toward enhancing the overall safety, efficiency and field applicability of trapped-oil recovery operation.

Comparative Studies on the Structural Design of Double Hull Tanker and Mid-deck Tanker (이중 선각 유조선과 중간 갑판 유조선의 구조설계 비교 연구)

  • As U.S. congress and I.M.O. have recently adopted strengthened MARPOL73/78 regulations on marine pollution, it is necessary to develope a new type of tankers such as Double hull tanker(D/H Tanker) and Mid-deck tanker(M/D Tanker) and so on. Because most of researches are concentrated on the volume of oil spill due to collision of ships, in this paper, a structural design program for D/H Tankers and M/D Tankers is developed to suggest the effective type of tankers by comparing structural characteristics between their types. By this program, minimum hull weight designs of D/H tankers and M/D tankers considering tank arrangement are performed and the design results are compared each other. The efficient types of hull structure for the minimum weight design between D/H tankers and M/D tankers is proposed.

  • 본 연구에서는 전자 플로터 시스템의 관한 것으로, 특히 수표면 위에서 작용하는 바람, 파도 등의 영향을 거의 받지 않으면서 물의 흐름방향에 순응하여 이동할 수 있도록 함으로써 정확한 유속 측정이 가능하도록 한 연직 다 지점 GPS 전자 플로터 시스템 및 이를 이용한 유속 측정방법을 제시하였다. 일반적으로 대기나 해양, 하천 등에서 유동 유체의 유동상태를 파악하기 위하여 다양한 연구가 진행되고 있다. 이 같은 연구에서 유체의 유동 특성을 파악하기 위해 시뮬레이션을 통한 모델링을 하는 것이 한 방법이나, 이는 실제 유체가 유동하는 환경에서 발생되는 요인들을 나타내기 위해서는 한계가 있기 때문에 실제 측정을 통한 검증만큼 실제적이진 못하였다. 본 연구의 유속 측정 장치는 GPS 수신기를 탑재한 GPS 전자플로터가 수표면에 부유하고 라인으로 연결된 수중 추진부인 가이드볼, 중량보강부재로 구성되어져 있다. 기존 연구의 GPS 전자플로터는 1구형으로 표면유속만 측정 할 수 있었고 바람, 파도와 같은 외부영향에 대한 단점이 있었다. 이를 보완하기 위해 연직 다 지점 GPS 전자 플로터를 개발하였으며 이는 수표면 위에서 가해지는 바람, 파도 등의 영향을 거의 받지 않고, 하측에서 지지해주는 가이드볼이 물의 흐름에 의해 자연스럽게 자전할 수 있도록 구성되어져 보다 원활하게 물의 흐름에 순응하여 이동하고 수심에 따라 가이드볼 개수를 조절할 수 있기 때문에 대하천에서 운용이 가능하다. 이러한 유속 측정 장치 개발은 접근의 위험성과 안정성이라는 장점을 가지고 있으며 대하천 및 중소하천에서도 다양하게 운용이 가능하다. 또한 화학유출사고와 같은 문제가 많이 발생하는 요즘 화학사고와 관련된 연구들에 많은 도움이 될 것으로 사료된다.

Development of Oil Spills Model and Contingency Planning ill East Sea (유류확산모델 개발 및 동해의 유류오염 사고대책)

  • There has been increasing offshore oil exploration, drilling, and production activities, as well as a huge amount of petroleum being transported by tankers and pipelines through the ocean and costal environment. Assessment must be made of the potential risk of damage resulting from the exploration, development and transportation activities. This is achieved through predictive impact evaluations of the fate of hypothetical or real oil spills. VVhen an oil spill occurs, planning and execution of cleanup measures also require the capability to forecast the short-term and long-term behavior of the spilled oil. A great amount of effort has been spent by government agencies, oil industries, and researchers over the past decade to develop more realistic models for oil spills. Numerous oil spill models have been developed and applied, most of which attempt to predict the oil spill fate and behavior. For an actual contingency planning, the oil fate and behavior model should be combined with an oil spill incident model, an environmental impact and risk model and a contingency planning model. The purpose of this review study is to give an overview of existing oil spill models that deal with the physical, chemical, biological, and socia-economical aspects of the incident, fate, and environmental impact of oil spills. After reviewing the existing models, future research needs are suggested. In the study, available oil spill models are separated into oil spill incident, oil spill fate and behavior, environmental impact and risk, and contingency planning models. The processes of the oil spill fate and behavior are reviewed in detail and the characteristics of existing oil spill fate and behavior models are examined and classified so that an ideal model may be identified. Finally, future research needs are discussed.

  • Marine scientific monitoring, including monitoring of oil pollution, marine ecosystems, and the marine environment in general, has been being carried out continuously in order to assess the impact of oil pollution since the Hebei Spirit oil spill in December 2007. GIS thematic maps containing visual and summarized information are very useful for conducting exploratory analyses on the spatio-temporal variability of the marine environment and marine ecosystems due to oil pollution. Defining map types and building a legend in accordance with data characteristics are essential elements for mapping. In the present study, map types were defined according to the data attributes and GIS data types for each data item and classification of data intervals for the legend was defined by using two data distribution types through a histogram analysis. The data interval method was defined as follows: If the histogram of data has a uniform distribution, an equal interval method is applied; in the case of a normal distribution, a standard deviation method is applied. In addition, thematic map templates were made for each map type through the definition of marginal elements. Through the establishment of systematic mapping methods and procedures in this study, it was possible to effectively make standardized thematic maps for various kinds of marine scientific data.

Experimental Performance Validation of an Unmanned Surface Vessel System for Wide-Area Sensing and Monitoring of Hazardous and Noxious Substances (HNS 광역 탐지 및 모니터링을 위한 부유식 무인이동체 시스템의 실험적 성능 검증)

  • In this study, we address the development of a floating platform system based on a unmanned surface vessel for wide-area sensing and monitoring of hazardous and noxious substances (HNSs). For long endurance, a movable floating platform with no mooring lines was used and modified for HNS sensing and monitoring. The floating platform was equipped with various sensors such as optical and thermal imaging cameras, marine radar, and sensors for detecting HNSs in water and air. Additionally, for experiment validation in real outdoor environments, a portable gas-exposure system (PGS) was built and installed on the monitoring system. The software for carrying out the mission was integrated with the Robot Operating System (ROS) framework. The practical feasibility of the developed system was verified through experimental tests conducted in inland water and real-sea environments.

Prioritization Analysis for Cyber Security Enhancement at Busan Port Container Terminal (부산항 컨테이너 터미널 사이버 보안 강화를 위한 우선순위 분석)

  • The port industry has been actively adopting Fourth Industrial Revolution technologies, leading to transformations in port infrastructure, such as automated and smart ports. While these changes have improved port efficiency, they have also increased the potential for Cyber Security incidents, including data leaks and disruptions in terminal operations due to ransomware attacks. Recognizing the need to prioritize Cyber Security measures, a study was conducted, focusing on Busan Port's rapidly automating container terminal in South Korea. The results of the Eisenhower Matrix analysis identified legal and regulatory factors as a top priority in the first quadrant, with educational systems, workforce development, network infrastructure, and policy support in the third quadrant. Subsequently, a Borich Needs Analysis revealed that the highest priority was given to legal improvements in security management systems, while the development of Cyber Security professionals ranked lowest. This study provides foundational research for enhancing Cyber Security in domestic container terminals and offers valuable insights into their future direction.

Oil Fluorescence Spectrum Analysis for the Design of Fluorimeter (형광 광도계 설계인자 도출을 위한 기름의 형광 스펙트럼 분석)

  • To evaluate the degree of contamination caused by oil spill accident in the sea, the in-situ sensors which are based on the scientific method are needed in the real site. The sensors which are based on the fluorescence detection theory can provide the useful data, such as the concentration of oil. However these kinds of sensors commonly are composed of the ultraviolet (UV) light source such as UV mercury lamp, the multiple excitation/emission filters and the optical sensor which is mainly photomultiplier tube (PMT) type. Therefore, the size of the total sensing platform is large not suitable to be handled in the oil spill field and also the total price of it is extremely expensive. To overcome these drawbacks, we designed the fluorimeter for the oil spill detection which has compact size and cost effectiveness. Before the detail design process, we conducted the experiments to measure the excitation and emission spectrum of oils using five different kinds of crude oils and three different kinds of processed oils. And the fluorescence spectrometer were used to analyze the excitation and emission spectrum of oil samples. We have compared the spectrum results and drawn the each common spectrum regions of excitation and emission. In the experiments, we can see that the average gap between maximum excitation and emission peak wavelengths is near 50 nm for the every case. In the experiment which were fixed by the excitation wavelength of 365 nm and 405 nm, we can find out that the intensity of emission was weaker than that of 280 nm and 325 nm. So, if the light sources having the wavelength of 365 nm or 405 nm are used in the design process of fluorimeter, the optical sensor needs to have the sensitivity which can cover the weak light intensity. Through the results which were derived by the experiment, we can define the important factors which can be useful to select the effective wavelengths of light source, photo detector and filters.

A Study on Prioritization of HNS Management in Korean Waters (해상 위험·유해물질(HNS) 관리 우선순위 선정에 관한 연구)

  • The types of hazardous and noxious substances (HNS) being transported by sea in Korea are at about 6,000, HNS transport volume accounts for 19% of total tonnage shipped in Korea, and the increase rate of seaborne HNS trade in Korea is 2.5 times higher than the average increase rate of the world seaborne HNS trade. Reflecting this trend, HNS spill incidents have been frequently reported in Korean waters, and there are increasing social demands to develop HNS management technology for the preparedness, response, post-treatment and restoration in relation to HNS spill incidents at sea. In this study, a risk-based HNS prioritization system was developed and an HNS risk database was built with evaluation indices such as sea transport volume, physicochemical properties, toxicities, persistency, and bioaccumulation. Risk scores for human health and marine environments were calculated by multiplying scores for toxicity and exposure. The top-20 substances in the list of HNS were tabulated, and Aniline was ranked first place, but it needs to be managed not by individuals but by HNS groups with similar score levels. Limitations were identified in obtaining data of chronic toxicity and marine ecotoxicity due to lack of testing data. It is necessary to study on marine ecotoxicological test in the near future. Moreover, the priority list of HNS is expected to be utilized in the development of HNS management technology and the relevant technologies, after the expert's review process and making up for the lack of test data in the current research results.
