Development of KML conversion technology of ENCs (전자해도의 KML 변환기술 개발)

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and environment protection. ENC(Electronic Navigational Chart) as the base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Because ENCs are not easy to utilize for being encoded according to ISO/IEC 8211 file format, used for navigational purpose mainly, it's required to utilize in parts of Marine GIS and various marine application. In this paper, we developed KML conversion technology for ENC application. In details, we analyzed data model and encoding method of ENC, schema structure and data file of KML. Based on this results, we developed the program of KML conversion of ENCs.

  • This study asesses the effectiveness of Korean Government web sits in providing equitable and appropriate access to government web sites was evaluated. Five information contents of services, fluent operation of services, feedback mechanism, easiness of access, and design. The result showed that there are several issues for the government to address in formulating effective policy for government web sites although most information services provided by Government web sites were highly appreciated by the researcher. This article provides an overview of information policy issues to the government web site designers and administrators.

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

  • 최근 들어 소득과 교육 수준의 향상으로 인하여 생활환경과 여가시간 그리고 건강에 대한 관심이 높아지면서 U-City와 지속 가능한 생태 도시에 대한 사람들의 관심이 증가되고 있다. 이러한 삶의 질 향상에 따라 최근 국토 해양부에서는 U-City에 더불어 지속 가능한 생태계 순환기능과 첨단 IT기술이 결합된 U-Eco City에 대한 연구가 진행되고 있다. U-Eco City는 첨단의 IT기술을 집대성한 유비쿼터스 기술과 생태계 순환기능 등의 생태 기술이 인간, 자연 그리고 공간으로 연결되는 혁신적이고 창의적인 도시환경과 무한한 도시가치를 창출하는 지속가능한 미래형 첨단 친환경 생태도시를 말한다. U-Eco City는 보다나은 생활환경을 추구하고자 하는 인간의 욕구를 충족시킬 수 있는 미래형 지속가능한 생태환경 도시로서 많은 연구가 이루어지고 있다. 특히 미국과 영국에서는 활발한 연구가 이루어지고 있다. U-Eco City는 더 나은 삶을 향한 인간의 끝임 없는 욕구 충족을 위해서 지속적인 연구가 필요하다. 하지만 아직은 U-Eco City를 도시 브랜드화 하기 위한 체계적인 연구가 미비한 상황이며, 특히 U-Eco City를 도시 브랜드화 하기위한 필수적인 단계인 인증과 관련된 부문에 연구가 많이 이루어지지 않고 있다. 따라서 현재 통용되는 인증 제도를 통한 체계적인 제도의 정립, 인증 기준의 마련뿐만 아니라 인증을 위한 세부 지침의 마련 등이 필요하다. 따라서, 본 연구에서는 U-Eco City 개발 기발 요소 기술들을 기존의 인증기관을 통해 인정을 받을 수 방법들을 제시하고, 그 외의 요소기술들은 인증 기준을 제시하고, 인증기관을 인정하기 위하여 세부기준을 마련하도록 하였다, 다음은 신기술, 신제품 등, 인증을 받을 수 있는 제도적, 법적, 절차를 제시하였다. 본 연구는 인증제도를 통하여 U-Eco City를 도시 브랜드화를 하여 국내외 시장에 공급하고, 향후 개발될 U-Eco 기술인증업무를 지속적으로 수행하도록 하는데 그 목적이 있다.

  • AIS-ASM is one of the studies to provide a variety of maritime safety information as well as the information on a ship's position that is their own function, and AIS-ASM has been implemented with adjustment of the relevant regulations since 2004. However, it was reported that the increased use of ASM message on the existing AIS channel affects the part of the existing AIS own function such as the transmission of the ship's position and safe-related information. Also, seamless MSP service is difficult to provide at a low transmission rate of the existing AIS channel. This study aims to reduce the marine officer's workload through automating captain's mandatory reporting items using the one of the next maritime digital communication technology (ASM2.0). For this purpose, we designed and realized the ASM2.0 protocol through analyzing domestic regulations about passenger flight and AIS-ASM message.

  • 물관리 주무부처인 국토해양부(이하 국토부)는 최근의 전 세계적인 기후변화와 더불어 유역의 도시화 등으로 인해 급격한 하천환경 및 사회적 여건변화에 맞추어 "하천법"을 전부개정(법률 제8338호)하여 2008년 4월 7일부터 시행하고 있다. 개정 "하천법"에서는 하천수 사용 관리 조정기능이 크게 강화되어 국가 및 지방하천에서 하천수를 취수하여 특정용도로 사용하려는 경우, 그 취수량에 관계없이 누구나 관할 홍수통제소장에게 허가를 받아야한다. 따라서 국토부 소속기관이자 국가 물관리 전문기관인 홍수통제소는 수문조사, 이수(하천유량 관리 등) 및 치수(홍수예보 등) 등의 주요업무 중 기존 국가하천에 국한되었던 하천수사용 관리를 지방하천까지 확대하게 되었다. 본 연구에서는 하천법에 따라 집행된 2009년 국가하천, 지방하천 및 일시적인 하천수 사용 인 허가 행위 등 하천수관리 현황자료를 조사 정리하였다. 현황 자료를 토대로 행정구역(시 도)별, 수계별, 용도별, 허가량별, 월별 분석을 수행하고 그 특성을 파악하였다. 그리고 일시적인 하천수사용은 상기 분석 이외에 하천등급별, 공사종별 분석을 수행하였다. 2009년 총 152건(반려, 취소 등을 제외한 행위는 총 131건 : 국가하천 43건, 지방하천 33건, 일시적인 하천수 55건)의 기본적인 통계분석을 통하여 낙동강유역의 하천수사용 특성을 제시하고, 파악된 하천수사용 특성 결과는 낙동강유역의 물관리정책에 소중한 기초자료로 활용될 것으로 판단된다.

Baseband Receiver Design for Maritime VHF Digital Communications (해양 VHF 디지털 통신을 위한 기저대역 수신기 설계)

  • In this paper a design of $\pi$/4-DQPSK baseband receiver for the exchange of digital data and e-mail between shore and ship stations and/or among ship stations in the maritime mobile service VHF channels is described. Due to the permitted relatively big frequency instability of local oscillators at the transmitter and the receiver of maritime communication system, the designed baseband receiver should have the capabilities of correct estimation and compensation of the synchronization parameters, such as symbol timing and frequency offset, from the received signal which might include relatively big frequency error. Simulated BER results show that the designed baseband receiver works less than 0.5dB loss under AWGN channel when the normalized frequency offset of the received signal is more then 20%.

A Study on the Analysis of Crew Members Fatigue Survey for the Ship Types in Korea (국내 선종별 선박승무원 피로도 분석에 관한 연구)

  • This paper presents the crew members fatigue survey in order to understand the current state of various fatigue causal factors and personnel fatigue subjective symptoms, and then analyzes the survey items. The results of this survey are as follows. Firstly, many crew members were struggling with the lack of sleep and rest hour. Secondly, environmental factors such as weather, ship motion and vibration, noise, accommodation condition etc. disturbed the sleep of crew members. In third, their duty hours were more than 10 hours per day in certain types of ship. In fourth, they felt fatigue a lot when they were on board because of the workload and stress. Lastly, in some measurement items of fatigue symptoms(physical, mental, emotional), many crew members were experiencing more than moderate fatigue symptoms.

  • The objective of the KA-32 Helicopter Training Simulator Development Program, executed by the Republic of Korea Government, is to acquire a helicopter simulator which meets level C requirements in accordance with the FAA AC 120-63. The Korea Aerospace Research Institute (KARI) manages the development program and is supposed to develop and validate the flight dynamics model based on simulator design data and flight test data. The helicopter chosen for this project is the Kamov KA32T, operated by the Korean Forest Aviation Office. This paper presents the test program and information about the installation and execution of the flight tests. The program consist of tests for the simulator qualification, additional tests for model data and additional tests for model validation. The flight trials were performed from 30 July to 31 August at the Iksan airbase of the Forest Aviation Office (FAO).

Korea's Strategy for Participating in Arctic Biodiversity International Cooperation Projects (한국의 북극 생물다양성 국제협력사업 참여 전략)

  • Conservation of Arctic Flora and Fauna (CAFF) is the biodiversity working group of the Arctic Council. CAFF conducts Monitoring, Assessment, Policy, and expert group activities to preserve Arctic biodiversity and ensure the sustainability of biological resources and communicates the results to governments and indigenous peoples. The main tasks of CAFF consist of monitoring (Circumpolar Biodiversity Monitoring Program), assessment (Arctic Biodiversity Assessment) and strategic projects(Arctic Migratory Bird Initiative, AMBI). Korea has been directly participating in the AMBI since 2015 after acquiring observer status of the Arctic Council in 2013. The AMBI aims to preserve habitats on migration routes used by breeding birds in the Arctic and prevent illegal hunting. Thus, observer countries on migratory routes are directly participating in the project. When selecting priorities for participation in Arctic cooperation projects by 2030, Korea should consider continuing participation in AMBI and participating in the "CAFF Youth Program" in connection with the Arctic Academy program operated by Korea's public institutes.
