가상현실 기법(virtual reality technologies)를 해양안전사고 가시화 시스템 개발에 적용하기 위한 개발론에 대해서 기술하였다. ‘목포해심’ 재결서 700여가지 사건에 대한 분류표와 수령화 표를 작성하여 질적 데이터를 양적 데이터로 변환하였다. 개발론에 대한 검토결과, 과거 10년 간의 해양사고 사건사례를 압축하여 저차원 데이터를 획득하기 위해서는 다변량해석기법(multivariate analysis)을 적용해야하고, 위기관리를 종합적으로 수행하기 위해서는 기존에 제시되고 있는 PRA, QRA, SPE 등의 기법 중 적합한 것을 적용할 필요가 있으며, 통계 데이터의 가시화를 위해서는 MATLAB의 Simulink 와 VR Toolkit을 이용하면 가능함을 분석할 수 있었다.

해사인간공학(Marime Human Factors)은 "선박 및 해양 관련 업무 종사자들의 신체적, 생리적, 심리적 특성을 바탕으로 하여, 선박 및 해양구조물의 설계, 운용 및 유지보수 과정을 개선하기 위한 학문이다"라고 정의할 수 있다. 본 논문에서는 해사인간공학의 정의와 역사를 중심으로 해사인간공학 관련 최근 기술동향을 살펴보고, 최근 국토해양부 해양안전기술개발사업으로 진행 중인 "인적요인에 의한 해양사고 예방 및 관리기술 개발 과제"를 연구결과를 소개하고자 한다.

선박 운항안전 지원을 위한 실시간 해양환경정보 제공 방안을 연구하였다. 항행안전에 필요한 정보의 구성요소를 개발하기 위하여 현장 사용자 설문조사를 통한 수요를 조사 분석하였으며, 조사 분석에서 검토된 해양환경정보의 제공 가능성을 검토하기 위하여 제공 정보의 특성 및 활용방안을 검토하였다. 또한 선정된 항행안전 지원 해양환경정보제공의 구현성을 검증하기 위하여 선정된 정보의 구현방안을 검토하고, 실제 구현 사례를 제시하였다. 본 연구의 주요 결과로 항행안전 지원을 위한 해양환경정보의 구성요소를 개발하였으며, 필수 정보 요소들에 대한 구현방안을 제시하였다. 본 연구의 결과는 향후 운항 안전 시스템의 일부 개발에 활용될 예정이다.

해상에서 실시간 USN 기반의 각종 해양안전 관련 시스템이 구축되고 있고, 해상에서의 기상에 의한 안전사고는 해마다 지속적으로 발생하고 있지만 해상에서의 선박안전에 필요한 기상정보시스템은 매우 부족한 실정이며 기상청 예보에만 의존하고 있다. 해상 및 연안에서 선박 안전관리를 위해서는 보다 세밀한 기상정보시스템 구축이 필요하며 관련 담당자 및 선박운항 당사자가 사전에 미리 판단할 수 있는 객관적인 정보제공이 필요하며, 이를 위한 해양기상예보시스템 개발을 수행하였다.

Official Development Assistance(ODA) Project is initiated to assist a developing country economically and to promote its welfare. Support on training and information system development are the primary elements in the maritime safety field. The maritime safety information system(MSIS) of ODA projects deals with maritime safety information of developing nations and ensures an inter-operability between other systems. Therefore, it is required to develop MSIS based on the Universal Hydrographic Data Model(UHDM) of International Hydrographic Organization(IHO). In this paper, we have analyzed the current status and operational process of UHDM established by IHO. Oil spill response system was selected as an example of MSIS project and, also, considered the application results to the maritime safety field of UHDM.

The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

The marine safety investigation inquires and concludes the facts and causes of the marine casualties and incidents with the objective of preventing similar roses in the future. Thus, IMO and most states adopt and revise marine safety related conventions and national laws based on the results of marine safety investigation. In particular, IMO recently adopts mandatory IMO Casualty Investigation Code to identify the precise cause of rose with states' cooperation, to report the result of investigation, and to establish new international safety standard helping prevention of similar cases based on the report. The Judgement of the Korean Maritime Safety Tribunal system based on the 'Act on the investigation of and inquiry into marine accidents' is used for the purpose of marine safety investigation in Korea to prove cause of marine accident and to improve marine safety. Therefore, this study examines the Code and compares the Code with the Act to reflect the contents of provisions in the Code into the Act. The study would also be the basic references in relation to revising of marine safety investigation system in Korea Specially, the contents in relation to the independence of investigation authority and mandatory counselling system, and guarantee of seafarers human rights to ensure fairness of investigation would be included.
