Improvement Strategies for Coastal Zone Safety Facilities through Analysis of Domestic and Foreign Field Survey (국내외 실태조사 분석을 통한 연안역 안전시설의 개선방향)

  • Recently, the risk of safety accidents in the coastal zone has been increased due to revitalization of marine leisure and tourism. Because of a lack of regulations about technical and maintenance aspect for safety facilities, the effective measures to prevent safety accidents in the coastal zone have not taken with increasing rate of the accidents. The nature of land/sea and behavioral characteristics of a fisherman/port laborer/tourist/people at leisure should be taken into account properly when safety facilities to prevent safety accidents in the coastal zone are installed, since the characteristics of land/sea and many activities such as fishery, harbor works, tour, leisure are mixed in the geographic and environmental condition of the coastal zone. This study analyzes the current problems on the safety facility in the domestic coastal zone through the domestic and foreign(Hongkong, Macau) field survey. Also the direction of the improvement about the safety facility are proposed.

Quantitative Analysis of Microplastics in Coastal Seawater of Taean Peninsula using Fluorescence Measurement Technique (형광측정기법을 이용한 태안반도 연안 표층수의 미세플라스틱 정량분포 스크리닝)

  • In this study, we investigated the quantitative distribution of microplastics in the surface seawater at 8 points near the Taean Peninsula using fluorescence staining. The study revealed a detection range of microplastics from 0 to 360.5 particles/l, with an average of 149.7 ± 46.0 particles/l. When classifying the microplastics by size, it was found that particles smaller than 50 ㎛ were dominant, although there were differences at Site 3. Moreover, it was not possible to identify clear correlations when comparing the number of microplastics based on collection area and particle size. Various physical and chemical factors, including plastic material, dynamic ocean conditions (such as currents, wind, waves, tides), geological characteristics (topography, slope), sediment materials including coastal organisms, human activities (fishing, development, tourism), and weather conditions (floods, rainfall), affect the behavior of microplastics. Therefore, future efforts should focus on standardizing quantitative analysis methods and conducting fundamental research on microplastic monitoring, including the analysis of environmental factors.

Social Impact Assessment of Introduction of Best Available Technology in Marine Industrial Facilities (해양산업시설 적용 가능한 최적기술 도입의 사회영향평가)

  • The social impact of hazardous and noxious substances from marine industrial facilities was evaluated, and implications for the application of social impact assessment items and methods required in the process of setting technology-based effluent limitations were derived. The scope of the study was based on marine industrial facilities in Incheon Metropolitan City. The analysis results are as follows. First, the impact on companies and industries was evaluated as "great," but large companies had little impact on operating profit losses, bankruptcy possibilities, and employment losses, while small and medium-sized companies had a large impact. Second, the impact on the community and economy was evaluated as "less," but it is judged that careful policy intervention is needed because the impact of fishing producers, local tourism workers, and the region can be concentrated and large. Third, it is judged that items and methods for calculating social loss costs and social benefits can be usefully applied in the method of setting technology-based effluent limitations.

Problems and Ways of Improvement towards the Maldevelopment of Reserved Areas of Natural Environments, Ulleung Island (울릉도 자연환경자원보호구역에서의 난개발 문제점과 개선방안)

  • This study is to discuss the problems due to the maldevelopment occurred at the reserved areas of natural environments of the Ulleung Island, Gyeongsangbuk-do province, and it also suggests the ways of solving them The types of the maldevelopment practiced on the Ulleung Island consist of the change of land use, the opening of a round road, the destruction of mountains for the construction of harbor, the development of tourist areas, and the construction of military facilities. The decreased habitat of animals and the pollution of drinking water are occurred by the change of land use. The destruction of ecological system is due to the opening of a round road. The damage of natural landscape and the change of ocean eco-system is closely related to the construction of harbor and the destruction of mountains. Finally, the damage of rare plants and the pollution of drinking water are due to the development of tourist areas and the construction of military facilities. In the followings, the ways of solving the problems occurred by the various types of maldevelopment are suggested. First, the planning of pro-environmental development has to be established and practiced to preserve rare plants which are damaged due to the change of land use. Second, the destruction of natural landscape and resources has to be minimized by the implementation of environmental impact assesment when road and harbor are constructed. Third, the stones needed for the development of islands ought to be imported from mainland. Fourth, the established tourist areas are needed to rationally manage and the potential tourist areas has to be transferred to the reserved areas of natural environments. Fifth, military facilities should be constructed though the cooperation of autonomous local government. Finally, government officers' and residents' conscience of protecting and reserving natural environments is needed, and government has to give residents financial supports.

  • The purpose of hull stress monitoring system(HSMS) is to lead hull structure to be safer at lower cost. We proposed a hull stress monitoring system for leisure boats using fiber-optic bragg grating(FBG) strain sensor. Fiber optic sensors are well suited for structure monitoring system, due to their ability to withstand harsh environments, immunity to electromagnetic interference, and reduce cabling installation cost when employing wavelength multiplexing. This paper presents an overview of current research and design of hull stress monitoring system for leisure boats.

  • Depuis l'exposition mondiale 2012, la ville de Yeosu transforme remarquablement comme la ville touristique maraine $o{\grave{u}}$ on visit beaucoup, par la haute $d^{\prime}am{\acute{e}}nagement$ l'infrastructure pour son $d{\acute{e}}veloppement$. Pour cela, Yeosu, elle a besoin de programmes touristiques divers et de la $caract{\acute{e}}ristique$ $diff{\acute{e}}renci{\acute{e}}e$ de la $r{\acute{e}}gion$. On peut visiter des vestiages de la $r{\acute{e}}volte$ $arm{\acute{e}}e$ des villes de Yeosu et de Suncheon comme tourisme histoirique qui contient l'invasion japonaise en 1592, la $r{\acute{e}}volution$ paysan en 1894, $l^{\prime}activit{\acute{e}}$ de $r{\acute{e}}sistance$ contre Empire du Japon et la $r{\acute{e}}volte$ $arm{\acute{e}}e$ des villes de Yeosu et de Suncheon. Cette ${\acute{e}}tude$ a pour but de $d{\acute{e}}velopper$ le dark tourisme de Yeosu $apr{\grave{e}}s$ examiner son $applicabilit{\acute{e}}$ sur les vestiges.   • The year 2003 is the centennial of the birth of the modem lighthouse in Korea the lighthouse was originally surrounded by a beautiful nature and it contains the romantic sensitivity which relates with the ocean. And in some case it is a environment-friendly architectural facility which uses a alternative energy like a solar cell. Now the properly developed manned lighthouse is not only functioning as a traditional aids to navigation for the vessel, but also it becomes the new facility and space for all civilians who might visit and experience. If we want to vitalize the traditional lighthouse into water-familiar space, we must reconsider the facilities, various operational programs and the institutions for future-oriented development. For this situation we intended to reveal in this study that all the issues which relate to the proper use of the manned lighthouses in the whole country, since the project of water-familiar space started by MOMAF.

Analysis on Development Strategy Alternatives of Jeju Cruise Tourism Industry (제주 크루즈 관광산업의 발전 전략 대안 분석)

  • The objective of this study was to propose the priorities among the possible development strategies that can activate the industry while the market potential of cruise tourism industry has been increasing. To achieve the research aim, the A'WOT (SWOT-AHP) method was adopted in this study focusing on Jeju cruise industry. As a result of analysis, the strength factor (0.421) was the most important thing among the proposed factors. And, opportunity (0.348), weakness (0.135), and threat (0.096) factors were calculated in turn. Based on the A'WOT analysis, the most urgent thing among the strategy alternatives was 'Installation of dedicated department for Jeju cruise industry'. Accordingly, this result can be utilized as the fundamental data in order to make an optimal decision following by the environmental changes in Jeju cruise industry.

A Study on Scale Development for Marina Service Quality (마리나 서비스품질 척도개발에 관한 연구)

  • Marina industry is growing as a higher value-added business. This study aims to develop a tool that measures marina service quality from marina users' perspective. As the result of empirical analysis, five of marina service quality aspects including physical facilities, support services, activity programs, employees' attitude, and safety were drawn. In addition, 20 measurement items whose reliability and validity were verified were suggested. The scale developed by this study is not only an important tool to measure marina service quality but also contributes to marina service quality control, and seem, to provide useful information for establishing marketing strategies.

  • This study aims to present about structural marina floats to yacht enhancement. Yacht marina facilities take long time and huge budget. The current ministry of land, transport and maritime affairs is planning to select an optimal design and spot for marina float base to yacht enhancement using Mokpo harbor. First, this paper focuses on marine floatation system to find requirements of selection. Second it points out sample structural marina floats in practice. Finally, this paper presents some recommendations for developing plan and method.
