The China Coast Guard Law (2021): A New Tool for Intimidation and Aggression (중국해안경비법(Coast Guard Law)(2021): 위협과 공격을 위한 도구)

  • China's new Maritime Policy Law (MPL) purports to regulate the duties of China's maritime police agencies, including the China Coast Guard, and safeguard China's sovereignty, security, and rights and interest. The MPL has potentially far-reaching application, as China claims extensive maritime areas off its mainland and in the South China Sea. This expansive application of maritime law enforcement jurisdiction is problematic given that most of China's maritime claims are inconsistent with international law. To the extent that the MPL purports to assert jurisdiction over foreign flagged vessels in disputed areas or on the high seas, it contravenes international law. Numerous provisions of the MPL regarding the use of force are also inconsistent with international rules and standards governing the use of maritime law enforcement jurisdiction, as well as the UN Charter's prohibition on the threat or use of force against the territorial integrity or political independence of any state. China could use the MPL as a subterfuge to advance its illegal territorial and maritime claims in the South and East China Seas and interfere with coastal State resource rights in their respective exclusive economic zone.

Development of ePosition Application Technology Based on ENC Data (전자해도 데이터 기반 ePosition 연계기술개발)

  • ePosition is a technology that can provide the spacial position of the earth to the information of ePosition ID through the Internet. It is serving the information of land location based on the Internet using the ePosition technology now, but it needs the service technique which can supply the marine data and the information of maritime position. Moreover, to support the information service of marine position, it needs the ENC linked technique based on S-57 that is an IHO transfer standard for digital hydrographic data. In this paper, therefore, it develops a linkage method for applying and utilizing the ePosition technology to ENC data, and supplements the base technology for applying it to marine related fields. As study method, firstly, this paper analyses ENC data model and structure, and converses for processing ENC file to ePosition data. Lastly, it derives the interconnection method with ePosition database and shows the ePosition service application based on the linked data and its validity.

Methodology on e-Navigation-Assisted Ocean Monitoring and Big Data Analysis (이내비게이션을 활용한 해양환경관측 및 빅데이터 분석방안)

  • This study proposes a cost-effective method to monitor coastal environments using e-Navigation-implemented domestic and international ferries, and to analyze big data of records such as wind, temperature, salinity, waves, and currents that are gathered through e-Navigation system. First, we present the concept and architecture of e-Navigation operation system based on the General Information Center on Maritime Safety and Security. Then, the marine observation system that can be applied to ferries operating in our nation's territory is discussed. Analytical methods, such as spatio-temporal mixed effects model, ensemble method, and meshfree method, in handling real-time big data obtained by the e-Navigation observing system are then explained in detail. This study will support the implementation of the Korean e-Navigation project that focuses on the safety of small vessels such as coasters and fishing vessels.

Evaluation of Korea Coast Guard Districts Using F-AHP & ARAS Method for Deployment Marine Air Drones (F-AHP법 및 ARAS법을 이용한 해양항공드론 배치를 위한 해양경찰서 관할구역 평가)

  • A marine air drone is a new device that can be used to respond to and prevent marine casualties. Determining the districts where marine air drones can be deployed helps the government decision makers identify efficient policy. The aim of this study is to develop a model using the fuzzy-analytic hierarchy process (F-AHP) and additive ratio assessment (ARAS) method to evaluate appropriate districts for deploying marine air drones. To verify the applicability of the proposed model, a case study was performed with respect to the Korea coast guard (KCG) districts. Since the deployed marine air drones are characterized by a high degree of overlap between the evaluation attributes. the F-AHP is used to determine the weights of identified criteria. The results of this study, show that missing people from the shore was the most important criterion for deployment of the drone. For ranking the local districts of the KCG, the ARAS is applied in the case study with the single goal of 50% reduction in marine casualties. Consequently, the highest priority district was identified as Mokpo, followed by Incheon, Seogwipo, Taean, Wando, Yeosu, Pohang, Tongyeong, Gunsan, Bolyeong, Jeju, Buan, Donghae, Sokcho, Ulsan, Uljin, Busan, Changwon, and Pyeongtaeg.

A Study on National Response Strategies of Large-scale Marine Disaster (대규모 해양재난의 국가적 대응전략에 관한 연구)

  • The sinking of the M/V SEWOL in April 2014 was not a mere marine accident, but a marine catastrophe. This grim case developed into a social tragedy that impinged the national sentiment and communal integrity. It is imperative that thorough provisions and measures be outlined at the national level with regard to massive marine accidents, oil pollution, and natural disasters that might critically affect government affairs. Pivoting on "The Black Swan Theory," a concept of improperly rationalizing a national crisis based on uncertainties, this research assesses a variety of response strategies that minimize the national economic and social damage caused by a large-scale marine disaster. Along with the effort of minimizing any potential defects in each protective barrier, the "Black Swan Detection System of the Marine Disaster" needs to be incorporated to prevent cases wherein such defects lead to an actual crisis. Maritime safety must be systematically unified under a supervisory organization, and a structure for maritime crisis on-scene command and cooperation must likewise be established in order that every force on the scene of a marine disaster may act effectively and consistently under the direction of an on-scene commander.

  • Post-spill monitoring of hazardous noxious substances accidents is essential in the event of a spillage of significant quantities of pollutants and for the management of the marine environment resulting from the long-term effects of the persistent toxic substances. The accidental introduction of a sinker into the marine environment can create harmful anaerobic conditions in the benthic ecosystem and spread over the seafloor by the topography and currents. Through case studies, most post-spill monitoring includes modeling, remote sensing, and chemical analyses of the sediment and benthic organisms. The monitoring also evaluates the effectiveness of restoration and recovery activities and assesses damages and compensation.

A Method of Biofouling Population Estimation on Marine Structure (수중구조물 표면에 부착된 해양생물의 개체 수 예측 방법)

  • In this paper, we propose a method to estimate the number of biofouling attached to the surface of marine structures. This method estimates the number of biofouling by calculating the region maxima using images taken in underwater. To do this, we analyze the correlation between the region maxima and the number of biofouling. The analysis showed that there is a significant correlation between the number of region maxima and the number of biofouling. By using the results of this analysis, the experiments were conducted on images taken in the underwater. Experimental results show that the higher the region maxima of the image, is greater than the number of biofouling in the image. The proposed method can be used as an important technology in computer vision for underwater images.

  • 항해 중인 선박에 가장 영향을 미치는 것은 해양파이다. 해양파는 주로 바람에 의해서 생성이 되며 지역적으로 바람의 세기와 방향이 다르기 때문에 파의 높이와 파의 길이가 정해져 있지 않은 불규칙파가 발생한다. 선박에 미치는 해양파의 힘에 따라 횡동요의 크기 및 주기가 달라진다. 해양파의 힘의 크기가 선박의 복원력보다 크게 되면 선박은 전복이 된다. 이런 이유로 선박 운동을 인위적으로 억제하기 위하여 Fin Stabilizer를 사용하게 되었다. Fin Stabilizer는 짧은 시간에 동작하여 선박의 안전을 향상시킬 수 있으며, 운행 효율을 높일 수 있기 때문에 최근 들어 널리 사용되고 있는 방법이다. 본 논문에서는 해양파의 힘이 선박에 영향을 미칠 때의 횡요각 변화를 관찰하고 설계한 제어기의 성능정도를 위한 Simulation을 수행하였다. Simulation 결과를 토대로 Fin Stabilizer를 제어하기 위한 Digital 제어기를 구성하였다.

등대문화유산 실태조사를 통한 보존 및 활용방안에 관한 연구 (부산.제주를 중심으로)

  • 2003년 대한민국 등대 100주년을 기념하여 등대문화유산 관련 조사와 규정이 제정된 이래, 지난 10여 년 동안 다양한 노력을 통하여 많은 유산들이 보존되고 정리되었다. 그 결과 등대 관련 시설들이 전 국민에게 개방되어 새로운 해양문화를 체험할 수 있는 영역으로 자리잡고 있다. 때문에 등대문화유산이 어떻게 보존되고 활용되었으며 관리되고 있는가를 살펴보는 것은 기 지정된 등대문화유산 이외에도 새로운 유물을 발굴하고 보존 및 활용하기 위한 필수적인 작업이라고 할 수 있다. 이러한 맥락으로 볼 때, 본 연구는 부산지방해양항만청과 부산지방해양항만청 제주해양관리단 관할에 있는 기 등록된 등대문화유산의 실태조사를 바탕으로 새롭게 등대문화유산으로 지정하여 보존하고 활용할 가치가 있는 건조물을 선정하고, 향후 등대문화유산의 보존 및 활용방안에 관해 필요한 사항을 정리 및 제시하는 것을 목적으로 한다.

해양사고예방 하급해기사 평가용 시뮬레이터 시스템 개발에 대한 연구

  • 해양사고의 원인을 파악하기 위해 해양사고 관련자의 특성(연령별, 해기면허별)을 분석해보면, 상급 항해사가 관련된 사고는 33.5%이며, 하급 항해사가 관련된 사고는 64.1%로 항해사의 급수별로 해양사고 관련 비율에 차이가 있으며, 특히 하급 항해사가 관련된 해양사고의 비율이 상급 항해사와 비교할 때 상대적으로 높았다. 이러한 하급해기사 면허 소자자의 경우 그 동안 상급 해기사 면허 소지자에 비해 해기교육을 이수할 기회가 적었으므로, 기초적인 부분에 대한 교육이 먼저 이루어져아 할 것으로 판단된다. 그러므로, 이러한 기초적인 부분에 대한 교육을 수행할 수 있는 사무실 환경에 보급이 가능한 보급형 시뮬레이션 시스템 개발이 필요하다. 이에, 하급 항해사의 과실에 의해 발생되는 사고를 줄일 수 있도록 비교적 영세한 해운업체에도 보급이 가능한 하급 해기사 평가용 시뮬레이션 시스템을 개발하였다.
