A studies on the Air pollutant Emission Rate calculation from vessels in the Ulsan Port (울산항 선박으로부터의 대기오염 배출량 산정에 관한 연구)

  • The Protocol adopted in Sep. 1997 included the new Annex VI of MARPOL 73/78, which will enter into force on 19 May 2005. MARPOL Annex VI sets limits on sulphur oxide and nitrogen oxide emissions from ship exhausts and prohibits deliberate emissions of volatile organic compound (VOCs) from oil tanker in port and oil terminal. This study was conducted to find out countermeasures for the new Annex VI of MARPOL 73/78 and draw up a feasible management plan. The emission quantity of NOx and SOX from ships in Ulsan Port was calculated by U.S. EPA and Japan Marine Engineering emission factors of air pollutant from ship exhausts. In addition, volatile organic compound (VOCs) from oil tanker during the loading and discharging period, also calculated.

  • In this paper, the NOx emission and the reduction technologies of NOx emission for domestic marine diesel engine were investigated. At first, the present production status of domestic marine diesel engines was investigated. In the next, the NOx emission of domestic marine diesel engines was investigated. Finally, the present status of a reduction technologies of NOx emission was investigated. From this investigation, It could be founded that the domestic marine diesel engines satisfied the IMO current NOx regulations, however the higher technologies must be studied to prepare the more severe IMO regulations of the near future.

Study on the On-Board Test of After-Treatment Systems to Reduce PM-NOx in Low-Speed Marine Diesel Engine (선박용 저속디젤엔진 적용을 위한 PM-NOx 동시저감 배출저감설비 해상실증 연구)

  • In this study, Selective catalytic reduction (SCR) + Diesel particulate filter (DPF) system was installed on a ship with a low-speed engine to conduct the on-board test. The target ship (2,881 gross tons, rated power 1,470 kW@240 rpm ×1) is a general cargo ship sailing in the coastal area. Drawing development, approvals and temporary survey of the ship were performed for the installation of the after-treatment system. For performance evaluation, the gaseous emission analyzer was used according to the NOx technical code and ISO-8178 method of measurement. The particulate matter analyzer used a smoke meter to measure black carbon, as discussed by the International Maritime Organization (IMO). Tests were conducted using MGO (0.043%) and LSFO (0.42%) fuels according to the sulfur content. The test conditions were selected by considering the engine rpm (130, 160 and 180). Gaseous emission and particulate matter (smoke) were measured according to the test conditions to confirm the reduction efficiency of the after treatment system. The results of NOx emission and particulate matter (smoke) revealed that reduction efficiency was more than 90%. The exhaust pressure met the allowable back pressure (less than 50 mbar). This study confirms the importance of the on-board test and the potential of SCR + DPF systems as a response technology for reducing nitrogen oxides and particulate matter.

  • Recently, decarbonization has been emphasized worldwide to cope with climate change, and carbon neutrality by 2050 has emerged as a global agenda. The domestic port authorities have been participating in the global agenda in line with the government regulations. Since 2010, when decarbonization has been regarded as an important assignment in ports, container terminal efficiency considering undesirable outputs such as Carbon dioxide has been analyzed. However, most previous studies measured carbon dioxide emissions according to the Tier 1 and it is a first time to analyze container terminal efficiency based on the Tier 3 presented in the IPCC guidelines. 17 domestic container terminal operators were considered as decision making units and DEA-SBM Model was used. Subsequently, Undesirable outputs model was conducted to calculate the environmental efficiency.

  • Recently, there has been a global emphasis on decarbonization in order to address climate change and achieve carbon neutrality by 2050. In line with government regulations, domestic port authorities have also started participating in this global agenda. Since 2010, when decarbonization became an important task in ports, there have been studies analyzing the environmental efficiency of container terminals, taking into account undesirable outputs. However, most of these previous studies only measured carbon dioxide emissions based on Tier 1, whereas this study is the first to analyze the environmental efficiency of South Korea's container terminals based on Tier 3, as presented in the IPCC guidelines. The study considered 17 container terminal operators in South Korea as decision-making units and used the DEA-SBM Model. Subsequently, an Undesirable Outputs Model was conducted to calculate the environmental efficiency.

  • 유럽 국가들이 해양환경 오염의 심각성을 인식하여 1972년 최초로 해양투기를 규제하기 위한 지역협정인 오슬로 협약(Oslo Dumping Convention)을 체결하게 되었다. 이를 모체로 하여 런던에서 범세계적인 규제의 필요성이 제기되어 국제협약인 런던협약(London Convention)이 1972년에 체결되었다. 그 후 1990년대에 들어 런던협약 당사국들은 협약을 보다 근본적으로 개정할 필요가 있다는데 의견을 같이 하게 되었다. 1993년 제1차 개정그룹회의 이후 3년간의 작업 끝에 1996년 11월 7일 IMO 본부에서 열린 특별회의에서 1996년 의정서('96 의정서)가 채택됨으로써 협약의 전면적인 개정작업이 완성되었다. 우리나라는 2009년 1월 22일 가입하였으며 2009년 2월 21일에 발효되었다. 이에 따라서 우리나라는 폐기물 해양배출량을 지속적으로 감축하고자 노력 중이다. 본 논문에서는 폐기물 해양배출의 감축과 관리를 보다 효율적으로 하기 위하여 필요한 기술개발과 시스템 구축, 그리고 정부 및 지방자체단체의 정책수립과 법률개정을 위한 자료를 제공하고자 한다.

LNG 추진선박 출력 동향 분석

  • 대기오염배출에 대한 국제적인 규제가 강화됨에 따라 친환경연료로 추진하는 선박의 운항이 늘고 있다. 친환경연료는 기존 연료 대비 대기오염물질 배출이 낮은 연료로 메탄올, 암모니아, 수소, LNG, LPG 등이 이에 포함된다. 이 중 현재 상용화되어 가장 많이 사용되고 있는 연료가 LNG이며, LNG로 추진하는 선박은 통상 LNG 추진선박으로 불리고 있다. 본 연구에서는 현재 운항되고 있는 LNG 추진선박과 기존 선박의 출력 및 선속을 비교해보고, LNG 추진선박의 출력 동향을 연구할 수 있는 기초연구로 진행되었다. 도출된 결과는 LNG 추진선박의 출력기준을 고찰할 수 있는 기초자료로써 활용될 수 있을 것으로 사료된다.

Estimation of Atmospheric Pollutant Emissions from Vessels in Major Harbor Cities in Korea and related Social Cost (국내 주요 항구도시의 선박 배기가스 배출량 산정 및 사회적 비용 추정)

  • Atmospheric pollutant emissions, mainly exhaust gas emissions from vessels, and the resultant social costs of pollution in the Korean harbor cities of Incheon, Mokpo, Gwangyang, Busan and Ulsan, are examined in this study, and the need for an emissions reduction plan is highlighted. Busan had several vessels entering its port, while Mokpo had few vessels, yet the vessels emission contribution was high in both the cities. Ulsan had world-class heavy-chemical industries, Gwangyang had steel mills and Incheon had a manufacturing industry and more vessels entering its port than Mokpo, yet the emission contribution was low in these cities. By calculating exhaust gas emissions from the vessels, it was found that CO2 was the highest, followed by NOx and SOx. By vessel type, Busan, Ulsan, and Incheon had more oil tank vessels, Gwangyang had more cargo vessels, and Mokpo had more ferries. As a result of social cost, Busan paid the highest, while the highest emission was PM. The use of low-sulfur oil can directly reduce PM and, SOx emissions and indirectly reduce NOx emissions. However, in order to reduce high CO2 emissions, only low-sulfur oil will not help. Therefore, the study suggested the need for reduction plan that use of fossil fuels, by using alternative maritime power (AMP).

  • Recently, by-products for example of fly-ash, blast-furnace slag and etc are generally using in concrete. However a mount of by-products are mostly dropped into the land and sea. Expecially it is necessary to manage against London Dumping Convention which is prohibited for throwing the by-product into the sea. The purpose of this study is for the active use of the fly ash, which is a by-product of the combustion pulverizes coal thermal power plants, to compensate for the lack of landfill and for conservation of energy, by using fly ash as the supplementary cementitious material, and to prove its possibility as the related products of the cements.
