수송서비스의 다양함으로 인하여 화주는 수송서비스의 질과 비용을 비교하여 최적의 수송서비를 판단한다. 이러한 수송서비스의 판단요소가운데 가장 일반적으로 이용되는 기준이 운송비와 부가가치이다. 그러나 두가지의 기준 가운데 비용을 절감하는 측면으로 수송서비스정책이 주로 행해져 왔다. 본 연구논문에서는 제약이론의 쓰루풋회계의 개념을 응용하여 화주의 입장에서 이익을 고려할 수 있도록 하였다. 제품이 가지고 있는 쓰루풋을 운송기간을 나눈 단위기간당 쓰루풋을 비교하여 운송서비스를 결정하였다. 또한 항공서비스의 수송용량이 선박을 이용한 해상수송서비스에 비하여 용량이 작은것을 고려하였다. 따라서 항공서비스의 수송용량이 제한되는 경우에 제품의 수송서비스 선정 방법을 제안하였으며, 가상의 데이터를 이용하여 단위기간당 쓰루풋등을 측정하여, 올바른 수송서비스의 정책으로 인한 이익을 계산하였다.

The purpose of this study is to evaluate the social costs of inland trucking and maritime transport between Kwangyang Port in Korea and the Great Lakes in US. Also, this study compares these social costs each other, and finds the way how to internalize them for the efficiencies of national logistics policies. This study uses the Contingent Valuation Method to evaluate the social costs for the two transport modes in each country. The final result is that the social cost difference between inland trucking and maritime transport around US Great Lakes area is not so significant that there are not many chances to enhance the maritime transport in the region. However, in case of Korea, there is significant difference in social costs between the two transport modes, so that Korea government may have a lot of chances to improve the seaborne trade by way of various internalization policies.

The purpose of this study is to analyze the economic aspect of sea transportation system between Inchon and Youngjong island in which Inchon international airport is being constructed. Total demand of sea transportation arising from in the airport and Yongyu Muwi leisure complex was estimated. To select optimum transportation route, environmental conditions in and around Inchon harbour and Youngjong island including the change of water depth by tide current, fog, rain, wind adn typhoon, ets., were investigated. The preliminary consideration on ships (size, velocity, transport capacity, price), routes, operational modes, terminals and berthing facilities were carried out. The transportation cost per passenger by sea transportation system was estimated to compare with that of land transportation system. It was found that sea transportation system proposed is competitive to the transportation system.

우리는 날마다 자동차 사고 소식을 듣고 있다. 그에 비하면 선박(화물선)이나 여객선의 해상 사고소식도 간간이 보도되지만 항공기 그 중에도 여객기 사고 소식은 별로 잦지 않다. 승객수에 의한 사고 빈도나 승객거리당 사고율, 그리고 취항수송수와 사고횟수의 비율, 주행 또는 항행거리당 사고율을 수송수단별로 비교해 보면 여객기 사고가 가장 적다.

제주 애월항내에 LNG 공급에 필요한 인수기지 건설 및 연안화물 수송을 위한 항만시설 건설 계획에 따라, 3천DWT급 LNG 운반선 및 모래운반선, 시멘트 운반선 부두가 신설될 예정이다. 안전하고 효율적인 부두 건설을 위해 국토해양부 해상교통안전진단 시행지침에 의거 안전진단을 수행하였다.

국내에서는 원활한 물류 수송과 도로 이용자의 편의를 위한 해상교량 건설 등 대규모 해상공사가 활발하게 추진되고 있다. 하지만 항만 및 주요 항로를 횡단하는 해상 교량과 시설물이 해상이용자의 통항 안전과 효율성에 대한 충분한 고려 없이 경제적인 측면만을 부각하여 건설되고 있다. 이로 인해 VTS 관제구역내 위치하는 4~9년 공사기간의 대규모 해상공사와 해상교통안전 확보를 요구하는 해상교통관제센터 및 선박운항자의 어려움이 반복되고 있는 실정이다. 이에 본 연구에서는 경인항VTS 관제구역에서 진행중인 영종도와 청라를 잇는 제3연륙교 건설의 해상공사가 해양사고 등 선박교통 위험성과 VTS 업무에 영향을 미치는 요소를 살펴보고, 이에 대한 대응 방안을 고찰해 보았다.

남북 당국은 판문점 연락관 접촉을 통해 9개 경협합의서 발효문본을 교환함으로써 8월5일부로 남북해운합의서 및 부속합의서가 발효됐다. 이번 남북해운합의서 효력 발효는 그동안의 남북교역 특수성에 따른 불확실성을 크게 해소시킴으로써 남북 해상수송 활성화의 기폭제 역할을 하게 될 것으로 기대되고 있다. (편집자 주)
