Design and Implementation of Bigdata Platform for Vessel Traffic Service (해상교통 관제 빅데이터 체계의 설계 및 구현)

  • Vessel traffic service(VTS) centers are equipped with RADAR, AIS(Automatic Identification System), weather sensors, and VHF(Very High Frequency). VTS operators use this equipment to observe the movement of ships operating in the VTS area and provide information. The VTS data generated by these various devices is highly valuable for analyzing maritime traffic situation. However, owing to a lack of compatibility between system manufacturers or policy issues, they are often not systematically managed. Therefore, we developed the VTS Bigdata Platform that could efficiently collect, store, and manage control data collected by the VTS, and this paper describes its design and implementation. A microservice architecture was applied to secure operational stability that was one of the important issues in the development of the platform. In addition, the performance of the platform could be improved by dualizing the storage for real-time navigation information. The implemented system was tested using real maritime data to check its performance, identify additional improvements, and consider its feasibility in a real VTS environment.

  • 통영연안VTS 관제구역은 남해 주요 항만으로 가기 위한 중요 길목으로서 일평균 700 척의 선박이 이용하고 있다. 최근 3년간 통계 자료에 따르면, 관할 해역 전체 해양사고 중 내항 어선과 관련된 사고가 약 70 퍼센트를 차지하고 있다. 최근 해상교통환경이 복잡해짐에 따라 비관제대상인 내항 어선의 민원이 증가하고 있으며, 안전관리를 위한 대책 마련의 목소리가 높아지고 있다. 이에 제도적, 기술적 개선 방안을 중심으로 해상교통안전 증진 방안을 살펴보았다.

A Study on the Improvement of Myeongnyang Waterways' Traffic Separation Scheme (명량수도의 통항분리방식 개선에 관한 연구)

  • The fairway within the area of Yul-do and Songdo located near the Myeongnyang-sudo approaches south of Mokpo harbor is well guided by traffic separation scheme and other navigational aids. However, that part of the waterways where Yul-do is located sits at the cross-roads of marine traffic and is subjected to some potential risks in the voyage navigation: the effect of climatic phenomenon, the disregard of most ships in using the western sector of the fairway creating a congestion in the eastern sector, and lastly, the disadvantageous erect of the location and height of Yul-do island that hinders good lookout. This study investigates the environmental conditions that prevailed in the area in the span of 5-year period and the marine traffic situation taken from the data within the 72-hour period The navigational hazards and marine casualties are also be presented. The results are analyzed and are made the basis of a proposal for an improved separation of traffic. Thereafter, an evaluation is carried out by using the components of marine traffic flow simulation and ES modeling index. It is evaluated through simulation by the use of full-mission ship handling simulator.

Improving Assessments of Maritime Traffic Congestion Based On Occupancy Area Density Analysis for Traffic Vessels (통항선박의 점용영역 밀집도 분석을 통한 해상교통혼잡도 평가 개선에 관한 연구)

  • It may be reasonable to consider density per unit area over time rather than analyze traffic volume, which is simply the traffic volume per unit of time, in assessing the maritime traffic congestion of a certain area. This study contributes to the standardization of maritime traffic congestion assessment methods for the maritime traffic safety diagnosis institute while seeking a new method to minimize evaluation error due to converted traffic volume per ship tonnage level. To solve this problem, a method to evaluate maritime traffic congestion by comparing the area occupied by a vessel with the area of its route using vessel identification data from the Automatic Identification System (AIS) has been proposed. In this new model, it is possible to use actual data due to the development of information and communication technology, reducing conversion error while allowing for the evaluation of maritime traffic congestion by route.

선박조종시뮬레이션 운항자 주관적 평가에 대한 개선방안 연구

  • 선박조종시뮬레이션의 평가항목 중 운항자[주관적] 평가는 선박조종 시뮬레이션을 선박운항자가 안전진단대상사업으로 인하여 느끼는 심리적 부담 또는 위험도를 평가하는 것이다. 해상교통안전진단 시행지침 상 운항자[주관적] 평가의 결과가 평균-2.0이상인 경우 해상교통환경 변화에 따른 통항 및 접이안 안전성 확보가 가능하다고 평가하고 있으나 정성적인 평가기준 -2.0에 대한 명확한 근거가 부족하였다. 이에 본 연구에서는 현재까지 제출된 진단보고서 중 116건의 시뮬레이션 결과 나타난 운항자[주관적] 평가값을 사업대상별로 분류하여 톤수, 선종, 입출항별 분석을 통한 문제점을 도출하고 이에 대한 기술기준 개선(안)을 제시하였다.

부산 남외항 대기 정박지 운영 개선을 위한 연구

  • 부산항 입항 및 출항 대기, 통과 선박의 중간 기항지로 이용되는 부산 남외항 대기 정박지는 N-1~N-5으로 구성되며 현재, 최대 90척이 동시에 정박 가능한 집단 정박지 지정방식으로 지정되어 있다. 부산 남외항 대기 정박지는 입 출항 선박 및 통과 선박, 급유선 등의 교통에 따른 충돌, 접촉 등의 해양 사고와 갑작스러운 돌풍 등 기상악화에 따른 충돌, 접촉 및 좌초 등의 해양 사고가 발생하고 있다. 부산 남외항 대기 정박지의 자연 환경, 이용현황, 기상, 입 출항 선박 및 통과 선박의 교통 흐름을 종합적으로 살펴보고 부산 남외항 대기 정박지에서 발생하는 해양사고를 분석하였다. 따라서 부산 남외항 대기 정박지의 운영상의 문제점을 찾고, 해상교통조사 설문조사 이론적 근거를 기초로 안전도 평가 시스템을 사용하여, 향후 개선방향을 제시하였다.

  • This study examined environmental condition, marine accidental data, marine traffic capacity and traffic flow, and fisheries zone status near Ulsan approaching water area. A questionnaire survey of marine traffic system was conducted on experts and users, and new plan was proposed. On the basis of the responses of experts and users to questionnaire, the essential factor of navigation danger and the essential factor of collision risk as well as the improvement plans were proposed. More efficient navigational fairway was set up through this study.

  • Marine traffics near Ulsan approaching waters are crossing and converged at the diverging point of No.1 route-No.2 route and No.1 route-No.3 route and are also concentrated at near No1. route approaching area and the headland of Gawn-Jel. Because the number of berth will increase to 78 from 49 until 2011 due to additional developments, minor modification is expected for the water utilities.
