해양공간계획에 관한 조사연구

  • 해상교통관제(VTS, Vessel Traffic Service) 구역에서는 선박의 항해뿐만 아니라 준설, 급유, 수상레저, 어로, 군사훈련, 모래 채취 등 다양한 해양 활동이 동시에 이뤄지고 있다. 이들 활동들은 제한된 공간에서 경쟁적으로 이뤄지기에 시 공간적 충돌을 수반하게 된다. 최근 VTS는 '해상교통서비스' 라는 본연의 역할과 더불어 다양한 해양 활동들이 조화롭게 이뤄지도록 조율하는 영역까지로 확대되고 있다. 이렇듯 발전하는 VTS의 역할에 발맞춰 관제 구역에도 해양공간계획(MSP, Marine Spatial Planning) 개념을 도입하여 체계적인 접근이 필요하다. 본 연구에서는 해양공간계획을 도입한 타 국 사례를 소개하고 그 도입 필요성에 대해 제안 하고자 한다.

  • 최근 국내의 해양사고 원인은 인적 오류에 의한 사고가 약 80% 이상으로 제시되고 있다. 이 중 가장 높은 사고 원인은 '경계 소홀'(43.0%)로 전체 사고의 절반에 이르고 있다. 따라서 관제 및 항해 업무에 대한 집중력 향상과 점유적 관리에 대한 연구가 필수적으로 요구된다. 이에 본 논문에서는 선박이 관제 영역 내에 있을 경우 관제사에게 통보하여 관제 집중도를 향상시키고, ASM (Application Specific Message) 서비스와 연계하여 VHF음성통신으로 인한 정보 부재의 취약성을 보완하여, 안전한 항해 및 관제의 효율성을 제공하는 방식을 제안하고자 한다.

A Study on the Ships′ Routeing in the Busan New Harbor (부산 신항 항로설정에 관한 연구)

  • The Busan New harbor will be opened by 2011, after which it is expected that the marine traffic volume around this area would Increase significantly and that very large ships such as 12,000 TEU container ships would come into the port. Therefore, it is necessary to build a new ships' routeing by considering these factors. In this paper, environmental circumstances, marine traffics, and the preceding studies have been reviewed and ships' routeing is proposed through experts' opinions and Delphi technique. For the purpose of validation, the proposed ships' routeings are reviewed by several guidelines on the ships' routeing and through simulation studies.

Navigational Anomaly Detection using a Traffic Network Model (교통 네트워크 모델 기반 이상 운항 선박 식별에 관한 연구)

  • Vessel traffic service operators (VTSOs) need to quickly and accurately analyze the maritime traffic situation in the vessel traffic service (VTS) area and provide information to the vessels. However, if traf ic increases rapidly, the workload of VTSOs increases, and they may not be able to provide adequate information. Therefore, it is essential to develop VTSO support technologies that can reduce their workload and provide consistent information. In this paper, we propose a model for automatically detecting abnormal vessels in the VTS area. The proposed model consists of a positional model and a contextual model and is specifically optimized for the traffic characteristics of the target area. The implemented model was tested by using real-world data collected at a test center (Daesan Port VTS). Our experiments confirmed that the model could automatically detect various abnormal situations, and the results were validated through expert evaluation.

Evaluation on Risk at the Port of Mokpo and its Approaches based on Relative Importance of Risk Factors for Marine Traffic Environment (해상교통환경 위험요소의 상대적 중요도를 고려한 목포항 및 진입수로의 위험도 평가)

  • To assess the risk of marine traffic environments, with high confidential level, the risk factors comprising it should be identified and the risk acceptance criteria should be also provided. Furthermore, the relative importance of each risk factor(the weight of each risk factor on total risk) should be analyzed because the risk is expressed as the sum of risk factors comprising it. The twenty kinds of risk factors and its assessment criteria were suggested for the domestic marine traffic environments by an examination of the existing risk assessment models on the previous studies. The relative importance of each risk factor was also analyzed through the questionnaire using analytic hierarchy process by the marine traffic experts on the same studies. Based on these previous studies, the risk was evaluated at the port of Mokpo and its approaches on this study. The port of Mokpo and its approaches were divided into four sectors for the comparative evaluation, the result of the comparative evaluation on four sectors showed that the risk of the Jeongdeung-hae passage is the highest due to higher risk level of some risk factors(water movements, complexities, tug boats, pilotage, VTS) than the other sectors. The result of this evaluation is in accord with the analysis results of the other studies using various qualitative or quantitative risk analysis methods at the same sea areas.

A Study on the Proper Location and Scale of Bridges Crossing navigable Waterways Considering the Safety of Marine Traffic (해상교통안전을 고려한 해상교량의 적정 위치 및 규모에 관한 연구)

  • Recently, considerable number of bridges crossing over navigable waterways are under construction for the connection of coastal islands with mainland and the optimization of logistic system However, the most planned bridges have been initiated without paying much attention to ships safety aspects but with great emphasis on the economic factors, it has often been confronted with difficult social issues arising from opposing views and conflicts between building bodies and affected port users. The main reason for the conflicts is the lack of standards or specifications on the bridge design The proper location and scale of sea bridges are suggested in this paper considering fairway design criteria of both domestic and foreign countries, status analysis on the designs of existing and planned bridges, investigation findings of bridge-related marine accidents, the views of pilots and navigators collected through questionnaire. Since there is no general domestic or international design rules on bridge's scale, the design standards proposed in this paper may be useful at initial design stage of bridge.

  • Recently the large sea bridge's construction crossing harbor and main ship's route have been propelled in the domestic so that it is active for the smoothly traffic flow of inland transportation and road user's convenience. However, it can bring about the trouble to ensure marine traffic safety if it is built that sea bridge's construction sets to an economy principle in the extension of the land road system. We're adopting Ship Handling Simulation in representative method for the influence assessment of marine traffic safety and danger elements beforehand. This research attempts to show the problems through the comparison and analysis of the reports relating to the sea bridge construction for 4 organization possessing Ship Handling Simulation. Finally, We offer the necessity of standardization on performing and assessment method of simulations.

  • Today the role of Vessel Traffic Service(VTS) is increasing due to the function to preserve the safety of marine traffic and harbour, improve the efficiency of harbour, protect the marine environment. However, Vessel Traffic Service(VTS) lacks the international and domestic legal basis. For this reason it is hard to fulfill the positive and systemic operation of Vessel Traffic Service(VTS). It is essential to establish a domestic legal basis upon which to perform function and role of Vessel Traffic Service(VTS) fully. The purpose of this study is to propose the directing point for the adequate regulation of vessels to participate in Vessel Traffic Service(VTS) by doing a comparative analysis between domestic regulations and other countries's regulations.

  • 국제해사기구가 선박배출가스규제지역 내 질산화물 규제를 적용하고 2020년부터는 항해 중인 모든 선박에 황산화물 규제를 적용하기로 하는 등 선박해양오염 규제가 강화되어, 친환경 연료로 운항하는 LNG Fuel Ship에 대한 수요가 높아지고 있다. 이로 인해 LNG 연료공급 시장규모의 성장이 전망되며 관련시설로 해상 부유상태의 FLBT(Floating LNG Bunkering Terminal)의 기술개발과 연구가 진행 중에 있다. 본 연구목적은 FLBT 시설의 설치에 적합한 후보지를 선정하는 것이다. 영해 내에 위치하고 설계수심과 수요항만과 접근성이 우수한 후보지의 제시를 위해 LNG Fuel Ship의 입출항 예상항만과 해상시설에 대한 국내외 사례조사 및 사전연구에서 제시된 후보수역에 대한 해상교통조사를 수행하고 심층분석 하였다. 조사 및 분석결과를 바탕으로 수요지 접근성과 항행안전을 고려한 FLBT 최종 후보지를 제시하고자 한다.

  • 그동안 관제사의 업무량과 관제권 설정 연구는 해상교통량과 혼잡도를 기반으로 한 위험성 평가에 치중되어 왔으나 실제 관제사의 업무는 해상교통을 유효하게 모니터링하는 것 뿐만 아니라 음성교신을 통해 관제업무를 수행하고 이를 기록하는 범위에 이른다. 관제통신을 측정하고 분석, 평가하는 방식이 보다 효과적인 데이터로 활용된다면 관제 한계치를 가름할 수 있는 수단으로 활용될 뿐만 아니라 관제권역의 구성, 해상교통안전성 평가, 해양안전정책 수립 등, 활용될 수 있는 새로운 가치가 창출될 것이다.
