해기사의 해사영어 사용에 대한 체계적 교육의 필요성이 증가되는 가운데, 국제해사기구(IMO)는 이에 발맞추어 해사영어모델코스 3.17을 일반해사영어(General Maritime English, 즉 GME)와 특수해사영어(Specialized Maritime English, 즉 SME)로 나누어 재편하고, STCW에서 요구하는 지식, 이해 및 기술사항들을 영어교육의 다양한 요소들과 접합함으로써, 해사영어교육의 새로운 틀을 만들고자 시도하고 있다. 국내 해기교육 관련대학 및 기관이 향후 해사영어 커리큘럼을 재편성하기 위해서는, 개정될 해사영어모델코스의 주요 내용을 이해하고, 이를 국내 실정에 맞게 적용할 수 있도록 다양한 방안을 모색하는 것이 선행되어야 한다. 따라서 본 연구에서는, 국제해사기구가 제시한 해사영어모델코스 3.17의 개정 목적 및 변화된 해사영어모델코스의 틀과 방향을 살펴보고, 향후 국내교육기관에서의 해사영어교육 커리큘럼을 재편성한 후, 성공적인 언어교육서비스 제공을 하기 위해 고려해야 할 현실적인 제한 요소들을 살펴보고, 이에 대한 해결책을 모색하고자 한다.

비영어권 아시아 해기사들에게 체계적으로 해사관련 영어교육을 제공하기 위해서는 해사영어를 교육하는 강의자의 자질 향상과 이를 위한 훈련이 필요하다는 것을 전제로 하여, 해사 실무 교육과 영어교육이 통합된 해사영어강사훈련 프로그램의 구성과 향후 발전방향에 대하여 제시하고자 한다.

본 연구는 해사커뮤니케이션의 정의를 시도하고 그 특징과 방해요인을 파악하여 바람직한 해사영어교육 방향 모색을 위한 토대를 마련하고자 한다. 이러한 해사커뮤니케이션에 대한 고찰을 바탕으로 해상업무에서 영어의 간소화와 표준화를 통해 명확하고 효과적인 의사소통을 꾀하기 위해 만들어진 SMCP 교육을 중심으로 한 해사영어교육의 현황과 문제점을 고찰해보고자 한다. 그리고 해기전문인력이 갖추어야할 해사커뮤니케이션 역량을 정의하고, 국내 해기전문교육에 필요한 해사영어교육의 변화방향을 모색해보고자 한다.

이 연구는 우리나라 해기사의 선상 의사소통 능력을 제고하기 위한 방안과 정책을 제안함으로서 국내 해기인력의 일자리 창출 및 해양사고 예방에 기여하는 것이 목적이며, 선상 의사소통 능력의 제고를 위하여 해사 직무영어 교육용 교재의 개발 계획, 온 오프라인용 컨텐츠 개발 보급 계획, 해사 영어능력의 다면 평가 및 인증을 위한 해사영어 구술시험 개발 및 시행 계획 및 해기사 면허시험의 영어구술평가의 도입 방안 등의 기본계획과 그 표본을 개발하고자 하는 것이다. 이와 같은 연구의 필요성을 식별하기 위하여 해기사 양성교육기관의 재학생과 교원, 승선 중인 해기사와 육상 근무 중인 해기사 등을 대상으로 선내의사소통 현황, 해사영어교육에 대한 현황과 개선 방향, 해사영어 교육과 평가방안 등에 관한 설문조사를 실시하여 분석한 결과의 요약이다.

According to international regulations, it is mandatory for navigators or engineers to acquire suitable skillsets before their designation as a duty officer on board. One of the most important elements is Maritime English (ME), wherein students are taught a required set of basic skills that enable them to process various documents related to accidents, ship conditions, and inspections. Students have to be equipped not only with the use of general English skills but also with the coherent use of technical terms and phrases. However, due to the unique circumstances that exist in the maritime domain, the methods used for imparting maritime knowledge and the manner in which it is evaluated are restricted. Hence, this study aims to utilize an online Maritime English learning and testing platform that can be accessed on smart devices to analyze its impact on the students' learning process. An experiment was conducted on two groups of cadets, one that used the platform and another group that did not. After six-week, the experiment results showed a significant difference between the ME test scores of the two groups. The test scores were further analyzed by incorporating the students' personal elements to measure the ef icacy of the ME test platform. Therefore, the learning and evaluation processes are expected to be implemented in ways that are appropriate and convenient to specific circumstances and be widely used in the field of maritime education in the future.

해사영어는 SMCP(표준해사통신용어)를 기반으로 하는 특수목적영어의 한 분야로 콘텐츠 개발을 비롯한 학습과 훈련을 지원할 수 있는 해사영어훈련기관을 통해 효과적인 학습과 훈련이 제공되어 진다면 교육생을 단기간에 그 구사 능력을 상당한 수준에 이르게 할 수 있다. 이 연구에서는 우리나라 해양분야의 국제 경쟁력을 제고하고 새로운 일자리 창출을 위해 필수적인 해양산업 종사자들의 영어구사 능력개발을 위한 해사영어훈련센터(METC)의 필요성과 설립방안을 제시한다.

The International Convention on Standards for Training, Certification, and Watchkeeping of Seafarers (STCW) outlines the qualifications that maritime cadets must meet in order to serve as merchant marine officers. Maritime English is one of the most essential qualifications for STCW, and each national authority is implementing Maritime English education that complies with national and international regulations. In this study, an English proficiency background survey was conducted to investigate the factors related to the Maritime English skills and competencies. In line with this, maritime cadets utilized the Standard Maritime English Communication Phrases (SMCP) learning platform to track their learning progress and its efficacy. This study examined the applicability of the automatic scoring platform for Maritime English education, as well as its future potential for widespread use in the maritime education field.

한국해기사의 취약점으로 영어구사능력에 대한 지적이 끊임없이 제기되고 있다. 선상에서의 원활한 의사소통을 위해서는 해기사의 영어구사 능력을 향상시킬 필요가 있다. 본 연구는 해기사의 선상 의사소통능력 향상을 위하여 현재 시행되고 있는 해사영어 시험제도을 분석하였고, 이를 통하여 현 제도의 문제점을 식별하고 이를 해결할 수 있는 방안을 제안하였다. 식별된 문제점으로는 불충분한 면접시간, 세부지침의 부재, 지나친 전문지식 위주의 질문, 교육기관의 해사영어 커리큘럼과 선사의 요구사항의 불일치 등이며, 개선방향으로는 전문시험위원제도(가칭) 도입, 해사영어 교육콘텐츠 개발, 충분한 면접시간 확보 등이다.

Maritime English is a specialized language system designed for ship operations, maritime safety, and external and internal communication onboard. According to the International Maritime Organization's (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), it is imperative that navigational officers engaged in international voyages have a thorough understanding of Maritime English including the use of Standard Marine Communication Phrases (SMCP). This study measured students' proficiency in Maritime English using a learning and testing platform that includes voice recognition, translation, and word entry tasks to evaluate the resulting improvement in Maritime English exam scores. Furthermore, the study aimed to investigate the level of platform use needed for cadets to qualify as junior navigators. The experiment began by examining the correlation between students' overall English skills and their proficiency in SMCP through an initial test, followed by the evaluation of improvements in their scores and changes in exam duration during the mid-term and final exams. The initial test revealed a significant dif erence in Maritime English test scores among groups based on individual factors, such as TOEIC scores and self-assessment of English ability, and both the mid-term and final tests confirmed substantial score improvements for the group using the platform. This study confirmed the efficacy of a learning platform that could be extensively applied in maritime education and potentially expanded beyond the scope of Maritime English education in the future.

본 발표는 대한민국 선원의 의사소통 역량 및 글로벌 역량 강화를 위해 해수부에서 실시한 "선상 의사소통능력 강화방안" 사업을 통해 개발된 한국형 해사영어 커리큘럼의 수립 과정과 그에 따른 컨텐츠 제작 과정을 공유하고, 향후 개발 방향을 모색하기 위함이다. 따라서 본 발표를 통해 커리큘럼을 수립을 위한 선행 연구 과정(국제해사기구, 국제민간항공기구 및 국제항로표지협회 등의 국제 가이드라인 검토 및 분석, 특수목적영어 교육훈련기법 외), 교육 커리큘럼 수립(IMO 해사영어모델코스 및 표준해사통신용어 분석 및 재편성), 교육 컨텐츠 구성(실제 선사 유관 자료의 수집 및 데이터베이스 구축), 교육 훈련 교재 개발(교재, 학생용 워크북, 교사용 워크북, 음원) 등의 과정을 순차적으로 소개하고, 이에 대한 결과물을 공유하며, 향후 발전 방향을 제안하고자 한다.
