Ocean Wave Forecasting and Hindercasting Method to Support for Navigational Safety of Ship (선박의 항행안전지원을 위한 파랑추산에 관한 연구)

  • In order to improve navigational safety of ships, an ocean wave prediction model of high precision within a short time, dealing with multi-directional random waves from the information of the sea surface winds encountered at the planned ship's course, was introduced for construction of ocean wave forecasting system on the ship. In this paper, we investigated a sea disaster occurred by a stormy weather in the past. We analyzed the sea surface wind first and then carried out ocean wave hindercasting simulations according to the routes the sunken vessel. From the result of this study, we concluded that the sea disaster was caused by rapidly developed iou pressure system Okhotsk Sea and the predicted values by the third generation wave prediction model(WAM) was agreed well with the observed significant wave height, wave period, and directional wave spectrum. It gives a good applicability for construction of a practical on-board calculation system.

  • The marine accident is being highlighted as a serious worldwide problem for the guard station of human safety and the protection of marine environment pollution. Especially, the GMDSS is operated as a international rule for the safety of a large scale ship, but the small size ship's management is required a adaptive national rule because of the complex condition of national circumstance. This study is motivated to develop a ship's position tracking system combined with GPS information for VTS and control the ship navigation, velocity and longitude etc.. In Part of Navigation Data Transmission is GPS data transmission whih ship's ID using microprocessor and TX speed translation for flexibility with 4800∼2400 [bps]. Results show that the our system for data transmission using microprocessor is useful tool in maritime transmission as SSB used the main TX method of small ship and has a cost competitive power. Therefore, we will expected cost and technical competitive power compared to AIS. But those systems are still remained the unsolved problem for protection from marine accident.. Finally, we examined the semi-actual receiving state on simulated sailing in the around sea of Mok-Po harbor.

A Study to Improve the Vessel Navigation Suspension Order System (항행정지명령 제도의 개선방안에 관한 연구)

  • With the introduction of the maritime safety supervisor system in Korea following the passenger vessel Sewol accident, the safety control system for coastal vessels has been reinforced. A maritime safety supervisor performs marine accident prevention activities by offering periodical or occasional guidance and supervision. When a deficiency is found during guidance or supervision sessions, an order for improvement is issued to rectify the problem by such measures as supplementation or replacement of vessel facilities, improvement of work hours and working conditions for employees, educational and training programs for executives and employees, or the improvement of other affairs relating to maritime safety control. However the present order for navigation suspension by a maritime safety supervisor is limited solely to supplementation or replacement. For this reason, orders for navigation suspension against other facilities is impossible, even if a serious deficiency that could lead to a marine accident such as poor cargo loading conditions or unqualified crew is identified. Therefore, the order for vessel navigation suspension to secure seaworthiness should be expanded to include cargo loading/unloading operations, certificates and documentation, maritime safety management systems, and human elements including emergency drills and working conditions, in addition to the supplementation or replacement of vessel facilities that exists.

A Study on the Ship's Speed Control and Ship Handling at Myeongnayang Waterway (명량수도 해역에서 항해속력 규제와 선박운용에 관한 연구)

  • This study provided safe sailing speed and appropriate passing time to areas of known strong current water to prevent marine accident of the ships. To the interpretation of these data which target Myeongnyang waterway, AIS data of the ship was collected from $12^{th}$ July to $15^{th}$ July 2010 and site environment was investigated on $4^{th}$ September 2010. On the basis of the collected data, the 'Minimum Navigation Speed' and 'Optimum Navigation Speed' were calculated. It has also considered the 'Spare control force' or allowance and the 'Respond Rudder Angle' for each tidal current speed. Additionally, it suggested the safe passing time to strong current area by analyzing tidal level and tidal current speed. The conclusion of the research are as follows : (1) If the flow rate is greater than 4.4 kn, it is difficult for the model ship to control herself by her own steering power and to cope with tidal current pressure force and yaw moment caused by the tidal current.. (2) The minimum navigation speed should be over 2.3 times the tidal current and the optimum navigation speed should be over 4.0 times the tidal current. (3) When spring tide, the optimum passing time at Myeongnyang waterway is between 30 minutes to 1 hour before the time of high/low water, and at 5 hours after high/low water, passing of ships should be avoided because it is time when the flow rate is over 4 kn.

  • 부산신항 물동량 증가 및 선박의 초대형화로 인해 가덕수도의 혼잡도가 증가되고 있으며, 지속적인 항만 개발로 인해 공사투입 선박으로 인한 위험도도 높아지고 있다. 특히, 가덕수도 내 주의해역은 선박의 교차항행 위험도가 높은 구역으로 선박 통항안전 향상을 위한 법률적, 관제적 측면의 보완방법을 제시하였다.

  • 선박으로부터 발생하는 해양사고는 귀중한 인명과 재산은 물론 사고 선박으로 부터 배출된 유류와 폐기물 등의 유해물질은 주변어장을 황폐화시킬 뿐만 아니라 해양생물을 멸종시키는 해양오염원이 되고 있다. 해상에서 발생하는 해양사고는 항행중 태풍이나 폭풍 등을 만나 선박이 침몰하거나 전복되는 불가항력적인 자연 재해와 선박의 구조와 설비 등의 선체 결함에 의한 요인도 있으나, 최근의 해양사고는 그 선박을 조종하고 관리하는 승무원의 항해 부주의나 직무태만, 항해정보의 부정확과 운항기술의 미숙등 인적과실에 의해 발생하는 선박해양사고가 대부분을 차지하고 있다.   • In port and coastal areas where ship traffic is frequent, ship noise dominantly influences underwater noise in low frequency band below 1 kHz. In this paper, we propose a modeling method to estimate the underwater shipping noise using the voyage information of ship observed in AIS (Automatic Identification System). For the purpose of ship noise modeling, the navigation information of the vessels operating in the southern part of Jeju was observed using AIS and underwater noise was measured by installing a hydrophone in the experimental area to verify the modeled ship noise. AIS data were used to model the noise level of ship and compared with measured underwater noise. The variation of noise level with time was found to be similar, and the cause of the error was discussed. Through this study, it was confirmed that the noise level of ship can be estimated within 5 dB error range using AIS data.

  • In this study, has designed the ship application system for efficient data integration management of onboard ship and shore application/service utilizing data collected onboard ship, and has implemented the module. In order to supports onboard ship and shore service utilizing onboard ship collected data and provide a easy to access among individual devices, the ship application system applied the XML structure of ISO 16425 and the data sharing system model discussed in IALA, and the common module for system operation, a windows service for data collection/integral management, and web service module for management has been implemented.

  • In this paper, design and Implementation of single antenna RFID Shelf for FIFO management of marine materials, and propose a design as one effective solution of the problem. The goals of the proposed design and system are as follows: cost saving, RFID data validation. Cost problem occurs by the use of many RFID readers. Data problems in the steel structure is generated by the use of radio wave (RFID). In addition, material data from RFID Shelf system, is expected to be used FIFO design information for the vessel information system. Through the proposed RFID Shelf System, it is expected to systematic management and efficient business processes for the vessel information system.
