A Study on Connectivity between Maritime Traffic Safety Audit Scheme and Sea Area Utilization Impact Assessment (해상교통안전진단제도와 해역이용협의제도간 연계성에 관한 연구)

  • This study aims to examine whether Marine sand mining business is Maritime Traffic Safety Audit and priority between Maritime Traffic Safety Audit and Sea Area Utilization Impact Assessment because development and action to use in the ocean is ambiguous, it is overlapped with system of environmental aspect, and priority is not designated. Therefore, the way to improve to settle the overlapping problem etc. between Maritime traffic Safety Audit and Sea Area Utilization Impact Assessment was suggested and legal ground for sand mining is suggested. Because management department for Maritime Safety Act and Marine Environment Management Act is Ministry of Oceans and Fisheries, the solution for this is both embodying co-experts on each committee for determinant of system with maintaining contact and radical revise of law. If revised, the possibility of accident in ocean is decreased, and it can be a way to protect marine environment.

  • In an FTA, rules of origin are decided by an agreement between countries directly involved and provided through a written agreement, considering the characteristics of each industry and the situations of the countries, for the characteristics of each item. The PSR on fishery products by item are broadly divided into an agreement that applies the wholly-obtained criterion and an agreement that applies the Change of Chapter (CC). Fishery products belong to HS Code Chapter 3, which are generally produced through obtaining by raising or fishing. This study compared each agreement from this point of view. For the fishery products caught, an error in the job-related judgment may occur in a situation in which the persons in charge do not have any background knowledge involved with high sea fisheries. Since ships may sail, hoisting the flag of the country of registration according to an international agreement, involved with requirements for the recognition of ships for the judgment of the country of origin, the principle of the exclusivity of the flag state should be taken into consideration.

  • 연안표사는 해안의 정선이 후퇴해 침식이 심각해지는 한편, 항만·어항에서는 토사가 퇴적되어 선박이나 어선의 항로나 정박지 매몰로 선박의 항행 및 어업 활동에 지장을 초래하며 하천 하구부에서는 하구 폐쇄로 치수상의 문제점 등이 발생한다. 항만과 어항 관리자는 항로나 정박지의 매몰 대책에 대한 검토와 해안 관리자는 해안 보전 대책에 초점을 맞춰 제각기 목적을 위한 대책 검토를 수행하고 있다. 이처럼 매년 적지 않은 비용이 소요됨에도 불구하고 뚜렷하고 효과적인 대책 없이 연안에 인위적인 변화를 발생시켜 어디에선 모래가 퇴적되고 그 영향에 따라 또 다른 곳에서는 침식되는 악순환이 반복되고 있다. 연안침식 방지를 위한 대책을 구축하기 위해서는 어느 한 곳에 중점적인 대책이 아닌 표사계 전체의 관점에서 상호 간의 간섭 효과를 고려한 통합적인 관점으로부터 대책을 강구해야 할 것이다. 연안지역에서의 표사수지는 산지, 댐, 하천, 해안 등 각각의 영역으로부터 유입 및 유출에 따라 안정된 해안이 조성된다. 하지만 환경적 및 인위적 변화에 따라 안정된 표사수지는 파괴되며 이 영향에 따라 표사의 이동이 발생한다. 지금까지의 토사관리는 각각의 영역에서 재해저감 및 토사관리를 위한 여러 대책의 효과가 나타나고 있으나 통합적인 토사관리에 있어 상호간의 피드백이 단절되어 연안역에서 발생하는 침식에 대한 정확한 원인 규명에 많은 어려움과 문제점이 발생하고 있다. 이처럼 통합적인 연안침식 관리를 위해서는 연안역으로 유입되는 토사의 이동 메커니즘 규명이 매우 중요하며 이를 바탕으로 정확한 유사량 산정을 통해 적절한 대책을 마련할 수 있다. 또한, 지역적 특징이 강한 우리나라에서는 통합적인 연안관리를 위한 구체적인 방안 검토가 이루어지고 있지 않지만, 일본에서는 지속적인 관측과 모니터링 조사를 통해 체계적인 관리를 수행하고 있다. 따라서 본 연구에서는 일본에서 진행 중인 통합적인 토사관리 가이드라인에 따른 토사관리의 구체적인 방법과 그에 따른 정선변화 및 표수사지 체계를 산정하였다.

  • One practical method has already been proposed for predicting the characteristics of ship manoeuvring motions at relatively high advance speed [19]. Howeverf, this method can hardly be applied to motions of ships in starting, stopping, backing and slow steaming conditions, even though such extensive motions are of vital importance from a safety point of view particularly in harbour areas. The method presented here aims at predicting the characteristics of ship manoeuvring at low advance speed, which covers starting, stopping, backing and slow steaming conditions. The force mathematical models at large angles of incidence to the hull as well as under the wide range of propeller operations are formulated. Simulations of various manoeuvres at low advance speed are carried out for two types of merchant ship, I.e. a LNGC and a VLCC. Comparisons between simulations and corresponding full-scale measurements [10], [15] or free-running model tests [6],[10] provide a first verification of the proposed mathematical models.

  • 급변하는 항만의 교통특성과 이용자들의 정보서비스 욕구에 발맞추어 해상교통관제 운영기법이 변화하고 있으며 차세대 다기능 해상교통정보시스템과 같은 새로운 기술이 개발되는 등 해상교통물류체제의 혁신이 이루어지고 있다. 이에 따라 세계 각국은 해상교통관제구역을 항행하는 선박의 질서유지 및 안전사고 예방과 사고 발생 시 신속한 대응조치를 위하여 해상교통관제사의 인력양성 및 인력관리에 많은 노력을 기울이고 있다. 국내에서도 선진해양교통행정을 위하여 분산된 해상교통관제 기능일 일원화 되어감에 따라 새로운 해상교통관리 체제의 효율적인 운영을 위하여 해상교통관제사들의 지속적인 훈련의 필요성이 대두되고 있지만 교육제도의 인지, 여건, 장비보급의 부족, 다양한 상황에 대한 교육시나리오의 부족으로 인하여 시뮬레이터를 이용한 교육이 효율적으로 이루어지지 못하는 문제점이 발생하고 있다. 본 연구에서는 해상교통관제사들의 교육을 위한 국내 외 규정을 분석하고 교육현황 및 해상교통관제사들의 요구사항을 파악하여 해상교통관제시뮬레이터를 이용한 교육의 개선방안을 제시하고자 한다.

  • The Navigational System is the Fundamental System of Port Transportation System and comprises 3 Subsystems, say, the Waterway System, the Shiphandling System and the Support System. The Waterway System of Navigational System is the important and fundamental System for Traffic Safety inside the Port like a Car Road System on Land. This study aims to make a Guideline for the Optimal Waterway System of Port Development and Safety. The Conclusion of this Paper are drawn : 1) The complicated Shiphandling Operations should be avoided for the period of Physical night Time for eliminating the Human Errors. 2) For the Maneuverability and all-weather Combined Piloting the Inside Turn Point Buoy and Begin the-turn Buoy should be mounted with Racon(T) and Radar Reflector for foggy and bad weathers. 3) The Seabuoy located in the Approaching Area for Pilot Station and making Landfall should be mounted with Racon(G) and Morese A Light for giving a Hint of Pilot Station to the Captain on the Bridge, and these Equipments of Racon and Light should be operated normally and effectively even in a Heavy and stormy weathers. 4) A Basic Practical Expression, 1/2 L sin D, for calculating the Extra Width of Cutoff Turn Regions was derived Originally from the Viewpoint of Turn Maneuvers and Maneuverability of the Ship.

A Study on Prediction of Propulsive Energy Loss Related to Automatic Steering of Ships in Following Seas (추사피중에서 자동조타로써 항행하는 선박의 추진에너지 손실량 평가에 관한 연구)

  • When an automatic course-keeping is concerned as is quite popular in modern navigation the closed-loop steering system consists of autopilot device power unit (or telemotor unit) steering gear magnetic or gyro compass and ship dynamics. The consideration of irregular disturbances to ship dyanmics and a few non-linear mechanisms involved in the system inevitably or artificially are known to be very important in properly evaluating or analyzing the automatic steering system. In the present study the mathematical model of each element of an automatic steering system is derived which takes account of a fex non-linear mechanisms. PD(Proportional-Derivative) controller and low-pass filter with a weather adjustment are adopted to modelling the characteristics of an autopilot. The calculation method of imposing irregular disturbances to ship dynamics is proposed where irregular disturbances implying irregular wave and the fluctuating component of wind. For he evaluation of automatic steering system of ships in the open seas an important term "performance index" is introduced from the viewpoint of energy saving which derived from the concept of energy loss on ship propulsion. Finally the present methods are applied to two typical types of ship ; an ore carrier and a fishing boat. The various effects of linear and/or non-linear control constants of autopilot on propulsive energy loss are investigated to validate and clarify the present smulation technique.

  • In the present maritime traffic conditions of Gwangyang harbor, there exists many hazardous factors which may lead to huge accidents including marine oil pollution. To mitigate the danger to vessels in Gwangyang harbor and to secure the safety of maritime environment, we established one way traffic between No.3 Route and No.4 Route, Designed of deep water line on No.3 route, Extended one-way route for Myo-Do Passage etc.

  • Shipwaves can cause beach erosion, seawall destruction and difficulty of cargo working due to rolling of ship. In addition, high speed operation of motor boat and passenger ship jeopardize sea bathers and anglers' safety. This study aims to investigate the characteristics of shipwaves which occurred and propagated in shallow water experimentally and theoretically. Shipwaves which occurred and propagated in shallow water depth represent large wave height increase.

  • The Sea road which is connected from the Gulf of Persia to Canton was completed by Arabs in the end of the eighth century. For the first time in history, the amount of goods by the sea route exceeds land route. In contrast with the Mediterranean, the Indian Ocean was a sea of peace. Its western shores were under Muslim control, thus we find in this age a great expansion of commerce on the Indian Ocean. We trace the sea route to China in use in the middle of the ninth century. Also we find out that the outstanding feature of the medieval Arab ship of Indian Ocean are two: the manner in which planks of the hull sewn together, not nailed; and the fore-and-aft set of the sails.
