The Autonomous ships are equipped with a function to judge and navigate the sea conditions on their own, so the job of the ship officer who operates it changes. The educational curriculum to nurture ship officer with the ability to operate and manage autonomous ships must also be changed. This study aimed to develop the curriculum for training autonomous ship officer by using the Delphi survey method suitable for predicting the uncertain future. Among the current 61 subjects for training ship officer identified in the Delphi survey, 32 subjects with high importance should be maintained in the training for autonomous ship officer, and subjects with low importance should be abolished or integrated into other subjects. These subjects were collectively referred to as 'general courses'. The expert panel of the Delphi survey suggested 42 items as new subjects, with 18 items of 'high', 14 items of 'middle', and 10 items of 'low'. Through in-depth analysis of these items by experts, 27 subjects were adjusted and three courses were proposed : 1)'Basic course(10 courses)' for developing basic capabilities such as basic theories for understanding advanced technology and information applied to autonomous ships, 2)'Job course(10 courses)' for practical competency directly related to autonomous ship operation, 3)'Intensive course(7 subjects)' for fostering land remote operators of autonomous ships. Since the introduction and spread of autonomous ships will progress rapidly, research to develop and supplement autonomous ship pilot training courses should be continued by reflecting the level of autonomous navigation of autonomous ships.

Through the 106th session of the International Maritime Organization(IMO)'s Maritime Safety Committee(MSC), a mandatory safety training requirement for all personnel transferred or accommodated for offshore industrial activities was established and adopted under the name of SOLAS Chapter XV, IP(Industrial Personnel) Code. This regulation mandates pre-boarding safety training to enable individuals to anticipate and mitigate hazardous risks in navigation and operational environments. Consequently, the IP Code includes provisions regarding the training content for industrial personnel and regulations for the refusal of master who has a full responsibility for individuals who have not completed the required training(non-qualified industrial personnel). Referred to as the IP Code, this agreement is set to enter into force in July 2024, necessitating the establishment and operation of safety education for industrial personnel boarding ships before that date. Accordingly, this paper reviews the legal requirements related to training within IP code and analyzes the details of models including training objectives, target audience, duration, and course structure of safety trainings such as STCW, OPITO, GWO training, and other delegated training related to current ships. Additionally, it aims to propose a curriculum model for IP training courses which consists of a total of 16 hours over 2 days, offered by the Korea Institute of Maritime and Fisheries Technology, including teaching objectives, duration, and course structure.

Maritime legislation encompasses a wide range of laws related to the maritime field. A significant number of laws that can be called maritime legislation have been enacted and implemented in domestic legislation. For all types of legislation, including maritime legislation, the meaning of the legal provisions must be clear for those who abide by the law, those who study the law, and those who enforce legislation. Nevertheless, the potential for considerable confusion exists because the definition is not stipulated in relation to the 'Route' specified and regulated in various maritime legislation. Further, the exact meaning of numerous cases is difficult to understand and can be interpreted in various ways. Adding to the confusion is the use of different terms with similar meanings. The maritime field changes and becomes more diverse, and many related maritime legislations are being enacted or amended to reflect this situation. The, authors propose to specify clear route definitions in individual legislation and replace parts that may cause unnecessary misunderstanding with similar terms. The authors believe that the confusion in compliance and enforcement of maritime legislation can be minimized .if these proposals are implemented.

Harbor and Fishery Design Criteria defines that ship routing should be designed to ensure safe ship navigation and easy maneuvering. The design of the channel width is one of the critical conditions in routeing of ships. For the criteria of the channel width, qualitative evaluation criteria are used in South Korea, whereas quantitative evaluation criteria are used in other countries. Environmental factors, such as winds, tidal currents, and waves directly or indirectly affect ship resistance when sailing. Depending on their strength the environmental factors may pose a threat to the safe navigation of ships. Thus, vessel traffic control was regulated in South Korea according to the Beaufort scale. In order to design the channel width to reflect the environmental factors closely related to the safe navigation of ships, quantitative evaluation criteria reflected with environmental factors were presented in other countries, however, these external factors were not considered in South Korea. This study analyzed the relationship between the channel width actually used by ships and environmental factors by using the trajectories of ships entering and leaving Mokpo Port. This study also suggested the required channel width according to tidal currents and compared it with the channel width design criteria of other countries.

In this study, an expert survey was conducted using the Delphi technique to select items and indicators for evaluation before installing educational facilities in the marine fisheries safety field, in which the educational infrastructure gap between regions is wide. Seven indicators were selected as geographic, social, and administrative factors. In order to objectively evaluate each indicator, evaluation indicators that could be evaluated using public data such as the "Comprehensive National Balanced Development Information System" and "National Statistical Portal" were developed. The Analytic Hierarchy Process (AHP) method was applied to select the weight for each indicator, resulting in 10 most important influencing factors on the selection of the location of educational facilities of the Marine Fisheries Safety Education Facilities: the distribution of marine officers, access to high-speed railways, the number of small ships less than 5 tons, access to highways interchange, the distribution of fishing boats, the close relationship of related industries, the planned new port, the distribution of commercial ports, the number of marine leisure riders, and the availability of long-term land leases in local government councils. The location evaluation index of marine and fishery safety education facilities developed in this study can be used to evaluate each region using national public data, and has the advantage of enabling objective evaluation. Therefore, it is judged that this evaluation index can be used to verify the feasibility of installing marine fisheries safety education facilities as well as other marine-related facilities.

Sunken ships cause damage to the environment due to the dispersal of fuel oil and harmful cargo goods in the hull. Since the sunken ship is mostly flooded by the seabed, it tends to be in a relatively stable condition. However, the heavy body, together with the load of remaining goods in the cargo hold, the constant contact with the seabed, and ocean currents and tidal waves, can affect dispersal of residual fuel oils out of the sunken ship. Corrosion of the sunken ship starts upon sinking, decreasing the thickness of the hull structure and sub-materials. Therefore, it is necessary to assess the structural stability against the potential breakdown of the sunken ship. Whilst evaluating the danger of the sunken ship, this result should be reflected in 'the possible discharge'. This study was undertaken to suggest a procedure for a step by step evaluation to assess the structural stability a sunken ship. The structural stability assessment to estimate the collapsibility of the hull was structure targeted at the sunken ship 'No. 7 HaeSung', which was classified as the prime example for the intensive management of sunken ships. Therefore, we believe continuous study on influence of corrosion and marine environment change to sunken ship's structural safety is necessary.

According to the statistics of maritime accidents statistics that have occurred in Korea over the past five years, maritime accidents caused by fishing boats have increased every year from 1,646 in 2016 to 2,100 in 2020. In particular, of the 378 capsizing accidents that have occurred in the past five years, 252 capsizing accidents of fishing boats account for a high proportion of 66.7%, therefore, it is urgent to come up with countermeasures. In this study, to determine the cause of the capsizing accident of fishing boat No. 66 poongsung, data such as stability and seawater inflow routes were collected, and the effects of waterproof, additional wood decks, and windbreakers on stability on were quantitatively analyzed. Additional decks, windbreakers, and waterproof installed in No. 66 poongsung cause initial list, deteriorate stability, and fail to meet fishing boat structural standards. In addition, it was analyzed that the stability was weakened due to the characteristics of the hull shape of No. 66 poongsung. To estimate the stability at the time of the accident, the stability at the time of the working in the fishing ground condition, amount of seawater inflow according to the change in sea conditions, hull oscillation situation, and change in stability due to the hull factor were calculated. As a result, the minimum GoM was satisfied at the time of working in the fishing ground, but it could not be restored at the maximum wave height of 4 m, and the minimum GoM was not satisfied at the maximum wave height of 4 m owing to the influence of seawater inflow and oscillation due to the hull list. However, the minimum GoM was satisfied if additional decks and windbreakers installation was excluded among the factors affecting the stability of No. 66 poongsung.

Tidal datums are key and basic information used in fields of navigation, coastal structures' design, maritime boundary delimitation and inundation warning. In Korea, the Approximate Lowest Low Water (ALLW) and the Approximate Highest High Water (AHHW) have been used as levels of tidal datums for depth, coastline and vertical clearances in hydrography and coastal engineering fields. However, recently the major maritime countries including USA, Australia and UK have adopted the Lowest Astronomical Tide (LAT) and the Highest Astronomical Tide (HAT) as the tidal datums. In this study, 1-hr interval 19-year sea level records (1999-2017) observed at 9 tidal observation stations along the west and south coasts of Korea were used to calculate LAT and HAT for each station using 1-minute interval 19-year tidal prediction data yielded through three tidal harmonic methods: 19 year vector average of tidal harmonic constants (Vector Average Method, VA), tidal harmonic analysis on 19 years of continuous data (19-year Method, 19Y) and tidal harmonic analysis on one year of data (1-year Method, 1Y). The calculated LAT and HAT values were quantitatively compared with the ALLW and AHHW values, respectively. The main causes of the difference between them were explored. In this study, we used the UTide, which is capable of conducting 19-year record tidal harmonic analysis and 19 year tidal prediction. Application of the three harmonic methods showed that there were relatively small differences (mostly less than ±1 cm) of the values of LAT and HAT calculated from the VA and 19Y methods, revealing that each method can be mutually and effectively used. In contrast, the standard deviations between LATs and HATs calculated from the 1Y and 19Y methods were 3~7 cm. The LAT (HAT) differences between the 1Y and 19Y methods range from -16.4 to 10.7 cm (-8.2 to 14.3 cm), which are relatively large compared to the LAT and HAT differences between the VA and 19Y methods. The LAT (HAT) values are, on average, 33.6 (46.2) cm lower (higher) than those of ALLW (AHHW) along the west and south coast of Korea. It was found that the Sa and N2 tides significantly contribute to these differences. In the shallow water constituents dominated area, the M4 and MS4 tides also remarkably contribute to them. Differences between the LAT and the ALLW are larger than those between the HAT and the AHHW. The asymmetry occurs because the LAT and HAT are calculated from the amplitudes and phase-lags of 67 harmonic constituents whereas the ALLW and AHHW are based only on the amplitudes of the 4 major harmonic constituents.
Traditionally, three dimension model s have been used for building virtual worlds, and a data structure called the "scene graph" is often employed to organize these 3D objects in the virtual space. On the other hand, image-based rendering has recently been suggested as a probable alternative VR platform for its photo-realism, however, due to limited interactivity. it has only been used for simple navigation systems. To combine the merits of these two approaches to object/scene representations, this paper proposes for a scene graph structure in which both 3D models and various image-based scenes/objects can be defined. traversed, and rendered together. In fact, as suggested by Shade et al. [1]. these different representations can be used as different LOD's for a given object. For in stance, an object might be rendered using a 3D model at close range, a billboard at an intermediate range. and as part of an environment map at far range. The ultimate objective of this mixed platform is to breath more interactivity into the image based rendered VE's by employing 3D models as well. There are several technical challenges in devising such a platform : designing scene graph nodes for various types of image based techniques, establishing criteria for LOD/representation selection. handling their transition s. implementing appropriate interaction schemes. and correctly rendering the overall scene. Currently, we have extended the scene graph structure of the Sense8's WorldToolKit. to accommodate new node types for environment maps. billboards, moving textures and sprites, "Tour-into-the-Picture" structure, and view interpolated objects. As for choosing the right LOD level, the usual viewing distance and image space criteria are used, however, the switching between the image and 3D model occurs at a distance from the user where the user starts to perceive the object's internal depth. Also. during interaction, regardless of the viewing distance. a 3D representation would be used, if it exists. Finally. we carried out experiments to verify the theoretical derivation of the switching rule and obtained positive results.
In Paracomon Inc. v. The owner of the cable brought a claim for the repair cost against the shipowner. The shipowner then advanced a third party claim against a liability insurance underwriter. The Supreme Court of Canada (SCC) held that the shipowner was entitled to limit its liability under the 1976 Convention on the Limitation of Liability for Maritime Claims. The SCC also ruled that even though the misdeed of the shipowner was insufficient to break its right to limitation of liability, its wrongdoing constituted willful misconduct under the 1993 Canada Marine Insurance Act, allowing the underwriter to deny coverage for the incident. Thecasewasthefirsttoaddresstheinterrelationship between the shipowner's right to limit liability under the international convention regime and the availability of liability insurance with respect to such limited liability. This study analyzes the reasoning behind the SCC's judgment and evaluates the appropriateness of this court's decision based on the current maritime industry as well as prevailing maritime law. It concludes that the SCC's decision to declare that the shipowner retained the right to limit its liability is appropriate under the Limitation Convention (1976). However, its declaration that the liability insurer was discharged from liability is not correct in due consideration of the common recognition in the maritime industry, the intended purpose of a third party's right against the liability insurer, and the adoption process of the conduct barring limitation. Based on the SCC's decision, this study finally reviews the issue of the shipowner's right to limit and the coverage of the liability insurer in the Sewol case (2014).
