Study on establishing Green Port Policy in Korea to meet Ports' Characteristics: Development of Ulsan Green Port Policy by using AHP (우리나라 항만특성에 맞는 그린포트정책 수립에 관한 연구 - AHP를 이용한 울산항 그린포트 정책 우선순위 개발)

  • The increasing demand of maritime transportation and port development especially due to increased international trade resulted in a strengthening of regulating the greenhouse gas emissions mainly from ships by International Maritime Organization (IMO). Responding to these international environmental regulation and enforcement, the United States and the European seaports have expanded their Green Port Policy, which can promote the public welfare by reducing pollution caused by ships and ports. Accordingly, in 2010, Korean government enacted "The Framework Act on Low Carbon, Green Growth" and had pushed for all Korean ports to establish and implement their own green port policies. Therefore, the objective of this study is to establish the Green Port Policy Plan for sustainable and environmental friendly operations and developments of Ulsan port, which plans to be the oil hub port of Northeast Asia. To this end, we studied the current status of the environmental policy issues in Ulsan Port and international-&-domestic case studies on establishment of green port policy. With these studies, Ulsan green policy alternatives were identified that through the experts advice, and then were prioritized by adopting AHP survey analysis. As the result of this study, it was notified that LED lights replacement and AMP establishment as the hardware policy and the port environmental management department as the software policy were equally important policy options for the implementation of sustainable Ulsan Green Port Policy to meet port's characteristics.

우리나라 주요항만의 인센티브 정책에 관한 연구

  • 최근 세계경기 침체 여파로 전국 항만의 물동량이 감소하는 가운데 인천항의 물동량 또한 증가율이 2007년 20.8%에서 2008년 2.0%로 급격하게 둔화되었으며 2009년도 1/4분기(1-3월)전체 물동량은 309,930백 톤으로 전년동기(379,540백 톤)보다 18.3% 감소하였다. 이에 항만당국은 경기침체와 같은 대외환경의 변화와 주변항만의 적극적인 물량 유치를 위하여 인센티브 정책을 개편하는 등의 전략을 마련하고 있다. 따라서 본 논문은 국내 주요항만의 인센티브 정책을 분석하고 그 시사점을 제시하는 것을 목적으로 한다.

The Effects of Port Decentralization on Port Management and Port Development : The Mediating Effect of Port Site Centrality (항만 분권이 항만경영 및 항만개발에 미치는 영향 : 항만 현장 중심성의 매개효과)

  • This study was intended to analyze the effect of port decentralization on port management and port development, analyze whether port site centrality has mediated effect in relation between port decentralization and port management and port development. This study surveyed public officials and researchers who plan and execute port policies, and analyzed the influence relationship of variables and the mediating effect using multiple regression analysis. Results are as follows, First, it was analyzed that the port authority decentralization and regional-centered port policy have a positive influence on the port site centrality, and the port authority decentralization has a positive influence on port management and port development. Second, the port site centrality was confirmed to have a positive influence on port management and port development. Third, port site centrality was shown to mediate the relationship between port decentralization and port management and port development. This study suggested the positive effect of port decentralization to local government on efficient port management and port development, and the need to draw up port site-oriented policies.

  • The purpose of this study is to give a guiding implications to strengthen the competitiveness of port policy in Philippines, considering the inefficiencies in the port infrastructures and management systems in the country, despite its average economic growth of 5-6% and subsequent increment in passenger and trading volumes. These growth figures imply a compelling need for a systemic development plan and impellent actions. This study used the analytic hierarchy process for conducting a port competitiveness analysis and the data on deterrent factors were collected through literature and internal government documents including on-site interviews of the parties involved. The implications of the analysis led the study to conclude the need for adopting an enhanced centralized management, a separate investment and management for ports, a grade classification of nationwide small-, medium, and large-sized ports, efficient incoming systems for port dues, and an advanced mode of financing and investment inducement, among others.

  • 크루즈관광산업은 국제적 금융위기에도 불구하고 지속적 성장세를 유지하고 있으며 국제 크루즈선사들의 아시아 진출에 따라 동북아 크루즈관광산업은 최근 급속도로 성장하고 있다. 한편, 국내 크루즈산업은 크루즈항만을 중심으로 하는 수용태세가 미흡하며 국적 크루즈선사의 육성도 중국, 일본에 비하여 부족한 실정이다. 이 연구에서는 동북아 크루즈시장의 성장에 대응하기 위한 중장기 정책방향의 수립과 더불어 크루즈항만의 활성화전략 및 정책적 개선방안을 제시하였다.

Assessing Policy Priorities for Green Seaport Construction - The Case of Busan and Incheon Port - (그린항만 구축을 위한 정책우선순위 평가 -부산항과, 인천항을 중심으로-)

  • This study examines various policy programs for the creation of green harbors in major ports in the Northwest of the United States and suggests ways to apply them to major ports in Korea. Based on the fuzzy analysis process, the importance of major policy programs for the development of green ports in Korea was compared and analyzed. As a result of importance analysis, the Green Ship Incentive Program and the Carbon Footprint Program were identified as the most important policies. The first policy programs that should be introduced to Incheon Port are the AMP installation operation program and a vessel slowing program around the seaport. In case of Busan Port, the AMP installation operation program, the vessel slowing program around the seaport, carbon footprint, and installation of DPF were found to be excellent policies. These results may provide practical implications for policy makers of port authorities which has conducted environmental projects.

  • 한-인니 간 해양 협력 MOU(2016.5)를 기반으로 현 정부의 신남방정책에 따라 협력사업 다변화 및 우리 기업의 진출 교두보 마련을 위한 해양수산부의 해외항만개발 협력지원사업으로 '인도네시아 항만개발 기본계획 및 타당성조사'를 추진중에 있다. 본 논문에서는 인도네시아 해양조정부(CMMA)의 주도하에 북깔리만탄 주정부와 민간기업이 합작 추진하는 따나쿠닝 신항만 및 산업단지의 PPP 사업 진행을 위한 OBC 단계의 주요 연구내용, 중앙정부 항만 정책, BAPPENAS가 규정하는 PPP 절차에 부합하는 타당성조사의 수행사례를 다룬다. 특히 인도네시아정부의 PPP사업 시행절차를 소개하고, 수요예측 및 개발규모, 항만기본계획, 경제적·재정적 타당성분석과 전체 PPP 추진전략을 제시하여 해외항만개발사업에 진출시 참고할 수 있도록 하였다.

  • The environmental changes in ports such as large size, high technology, and efficiency are greatly realized and advanced ports focus on the research and development for the port technology to be hub ports in each continent. It is necessary to continuously develop the port technology in order to confront those changes. The continuous development of the port technology leads to not only the growth of the domestic port industry but also the preoccupation of the world's industry and the increase of the export amount related to the port technology. This paper examines the state of the art in the domestic and foreign port technology and proposes the development policies and strategies of the domestic port technology.
