항로표지는 해상교통의 안전을 도모하고 선박운항 능률 향상을 위하여 설치된 해양교통안전시설 중 하나이다. 그러나 선박 또는 기상악화 등의 이유로 발생하는 항로표지의 사고로 인하여 제 기능을 상실 하였을 경우, 선박운항자나 이용자가 느끼는 선박통항 위험도가 증가할 가능성이 높다. 따라서 본 연구에서는 우리나라 최대 항만인 부산항을 중심으로 부산항 이용자를 대상으로 항로표지 및 표지사고에 대한 인식조사를 실시하여, 효율적인 항로표지관리방안을 제시하고자 한다.

본 연구는 최근 국제적으로 VTS를 통한 해상안전관리와 해운활동 활성화의 중요성이 더욱 부각됨에 따라 이를 위하여 어떻게 하면 VTS가 항만이용자에게 가장 효율적으로 서비스를 제공할 수 있는가를 살펴본 것이다. 그 중에서도 관제사의 역량강화를 위한 여러 방법을 제시하였으며 이는 우리 관제사가 항상 염두해 두어야 할 사항이다. 이를 요약하면 관제사의 실무운항특성이해, 법규이행 감독, 효율적 교신 노력, 항만지리에 정통, 항만이용자간 신뢰구축, 정보종합 판단능력 배양, 국제동향 파악 등이다.

Overseas advanced ports are promoting smartification, as well as full automation of the terminals surrounding container terminals. A smart port can be defined as a comprehensive concept that pursues increased operational efficiencies, maximization of profit, efficient use of energy, and construction of eco-friendly ports with the introduction of fourth-industrial-revolution technology, including port automation. However, Korea is making efforts to introduce fourth-industrial-revolution technology into ports, but indications are that they are somewhat insufficient compared to advanced ports abroad. Therefore, this study conducted a survey about operators and users of container terminals in Gwangyang Port by deriving the factors determining the introduction of smart ports, such as cost, service, time, safety, and environment, from previous studies. This study analyzed the factors determining the introduction of smart ports and moderating effects when the adjustment variables of operators and users were applied to the pros and cons. As a result of the analysis, it was found that port operators and users have a moderating effect on cost, time, safety, and environmental factors, but not on service factors. These results indicate that port operators try to reduce costs through efficient operation, time management, and by reducing safety accidents by building smart ports, but analysis showed that the negative effects of smart ports have affected port users. The results of this study were derived through a moderated regression analysis and suggested implications for introducing smart ports in the conclusion.

'14년부터 대국민 해양안전을 위해 서비스 중인 해양안전 모바일 앱 '해로드(海Road)'의 다운로드 수가 50만 건을 돌파함에 따라 다양해진 이용자 특성에 맞게 앱 이용이 활성화되고 이용자 중심의 기능을 제공할 수 있도록 개선 방안을 연구하고자 한다.

The purpose of this paper is to investigate the perceptions that ports and port users in the supply chain have on the variables of Supply Chain Security Orientation construct. This paper also aims to provide directions and insights to the perceptional issues on supply chain security that have emerged as an independent area of research within SCM and logistics. Starting from the explanation on Supply Chain Security Orientation research model, this paper mainly explored and analyzed the different perceptions of variables in the research model between port group and port user group. Primarily, it explores the descriptive statistics from the questionnaire, and does not analyze the causal relationships of proposed research model. It aims to serve as a guide to the supply chain security managers who are interested in policy issues related to security measures to better performance of the organization.

In the midst of worldwide response to climate change, the advanced ports including LA/LB(Los Angeles/Long Beach) has started to reduce carbon emission from port area which has not been targets of interests in the worldwide cooperation. Recently, the Port of Busan has started to reduce carbon emission from the port area under the Green Port Strategy in Korea. However, the low-carbon port management increases the cost of port management and negatively impacts the port competitiveness in the short term. Therefore, the Busan Port Authority is carrying out the low-carbon projects directly and has not transfer the cost to the port users, such as shipowers, cargo owners and terminal operators. However, the Port Authority of LA/LB has transferred the cost at low-carbon port management to customers of port. In this study, comparative analysis on cost of low-carbon port management at Busan and LA/LB is carried out for sustainable port management.

'해사안전법'상 해상교통안전진단 대상사업인 "부산항 신항 선박급유 및 유류중계기지 건설사업"은 신항만건설기본계획에 반영('09.4)되어 추진 중, 항만이용자 및 전문가들이 선박의 통항안전성 등에 대한 문제를 지속적으로 제기함에 따라 해역이용자들과 수차례 검토회의 및 토론회 등을 개최하여 동 시설에 대한 해상교통안전성 확보방안에 어떤 문제점과 개선방안이 있는지를 검토해왔다. 본 연구에서는 동 사업에 대한 해상교통안전진단 사전검토 사례를 통해 사전 의견수렴의 중요성을 파악하고, 논의과정에서 도출된 문제점(또는 미비점)과 개선방안 및 관계기관간 역할을 고찰하여 제도개선 사항을 도출하고자 한다.

국내 해상교량에 건설에 있어서 일반적인 절계 기준에 대한 제도가 정착되지 않아 항만을 이용하는 관계자와 해상교량을 건설하는 주체와의 갈등이 지속적으로 반복되고 있는 실정이다. 이는 항만 이용자 측면에서는 항만의 경쟁력 확보를 위해 선박 통항에 지장을 초래할 수 있는 해상교량에 대해 보다 엄격한 설계 조건을 요구할 수밖에 없고, 반면 해상교량 건설자 입장에서는 교량 건설에 따른 경제성을 고려해야 하므로 일정 규모 이상의 교량건설이 현실적으로 불가능하기 때문이다. 본 연구에서는 국내외 해상교량 관련 기준 및 절차 등에 대한 분석을 기초로 설계 기준 초안을 작성하여 해상교량 건설 관계자(항만협회, 건설교통부, 건설회사, 지차체 등)와 항만 이용자(도선사협회, 선박회사 등), 그리고 해양계열 대학 전문가의 의견을 충분히 수립하여 국내 실정에 적합한 해상교량 설계 기준안을 제시하고자 한다.

21세기에는 친수공간에 대한 중요성이 강조되고 있다. 특히 항만시설은 현대인들이 가장 활발하게 사용할 수 있는 친수공간이다. 따라서 사람들과 가장 밀접하게 관련이 있는 친수 항만시설의 디자인은 시대성과 문화를 잘 반영하여 이용자들이 안전하고, 쾌적하고, 편리하게 사용할 수 있어야 한다. 먼저 친수 항만시설을 광장형으로 분석하였다. 그리고 지속가능한 디자인을 위하여 적합성, 안전성, 실용성, 기능성, 친수성, 편리성, 배치형태, 구조물 디자인은 분석의 기준이 된다. 시대는 변하고 이용자의 라이프스타일이 다양해지기 때문에 지속적인 친수 항만시설의 연구가 필요하다.
