This study was intended to analyze the effect of port decentralization on port management and port development, analyze whether port site centrality has mediated effect in relation between port decentralization and port management and port development. This study surveyed public officials and researchers who plan and execute port policies, and analyzed the influence relationship of variables and the mediating effect using multiple regression analysis. Results are as follows, First, it was analyzed that the port authority decentralization and regional-centered port policy have a positive influence on the port site centrality, and the port authority decentralization has a positive influence on port management and port development. Second, the port site centrality was confirmed to have a positive influence on port management and port development. Third, port site centrality was shown to mediate the relationship between port decentralization and port management and port development. This study suggested the positive effect of port decentralization to local government on efficient port management and port development, and the need to draw up port site-oriented policies.

This paper aims to suggest for port development at the dawn of unification of South and North Korea. Referring to the case study of port development in the unified German and on the basis of investigation port traffic between the two Koreas, it is also concerned with direction for co-operation in the port sector and practical methods for implementing port development plans after and before the unification of the Korean peninsular.

본 논문은 국제물류 거점항만인 광양항을 사례로 하여 항만친수공간의 개발정책을 다루고 있다. 연구의 목적은 항만친수공간의 기본이론과 개발실태의 실질적 분석을 토대로 광양항에 항만친수공간을 개발하기 위한 종합적인 정책방향을 계획 ${\cdot}$ 제도적인 시각에서 제시하는 것이다. 본 논문의 주요내용은 항만친수공간의 개념과 유형/외국 항만친수공간의 개발사례/항만친수공간 개발의 문제점/광양항의 항만친수공간화 정책방향 및 결론 등으로 구성되고 있다. 광양항 친수공간의 실제 대상지는 컨테이너항 지구와 묘도지구이다. 컨테이너 항만의 부지에는 이용자 및 시민에게 쾌적한 공간을 제공하는 녹지공간의 조성과 함께 친수성 항만공간의 확보가 중요하다. 묘도지구는 해안매립과정에서 소실된 자연생태계를 복원하여 자연친화적인 지속가능한 자연의 이용방안을 마련하며, 이의 일환으로 해양생태공원을 조성한다. 이와 더불어 광양항 친수공간의 개발전략들에는 항만시설의 개방과 홍보활동의 강화, 선항만 개발과 항만재개발시 친수공간확보 의무화, 항만친수공간 확충목적의 관련제도 정비, 항만친수공간 기본계획의 수립, 항만친수공간 지구의 지정, 항만친수공간 관련제도의 정비, 항만친수 행적기관조직의 정비 등으로 제시할 수 있다.

당해 항만의 장기개발방향을 제시하는 항만종합개발계획(Port Master Planning; PMP)은 향후 해당 항만의 확충 정비 개발을 위한 기본계획이나, 계획의 실행단계에서 많은 한계에 봉착하게 된다. 이 연구에서는 전통적인 PMP의 한계점을 분석한 후, 미래의 불확실성에 대응하기 위한 적응계획(adaptive planning) 방법론을 검토하고, 로테르담항만의 적응계획법 적용 사례 소개 및 시사점을 도출하여, 우리나라 항만개발계획의 견실성과 적응성을 제고할 수 있는 방안을 제시하였다.

This paper deals with the waterfront development in Gwangyang Port (GP), Korea. This study aims to identify the waterfront development type and suggest its policy direction of international GP, Korea. It consists of three main sections: basic theory of port waterfront development, analysis of the experiences in port waterfront development, and the type and its policy directions of waterfront development in GP. This research is mainly based on a review of current reports / papers, an analysis of secondary data and a consultation with related experts. Port waterfront is an important area for increasing Gwangyang's attractiveness and strengthening its competitiveness. Considering port function in urban area, Gwangyang should thus implement the comprehensive plan for the port waterfront.

항만의 개발은 투자시점에서 10여년이 소요되는 대규모 자본과 시간이 소요되는 사업이므로 항만 물동량을 사전에 정확히 예측하지 못하면, 과잉투자, 중복투자 또는 기관시설이 부족하는 등 큰 문제에 봉착하여 진다. 항만 물동량 예측은 항만 개발에 앞서 매우 중요한 과제이다. 따라서 본 논문에서는 파워심 프로그램을 활용한 항만 물동량 예측 시뮬레이터 개발에 앞서 기초 연구단계로 항만 물동량 발생 요소들의 관계를 정립하고 인과관계를 시스템 다이내믹스 기법을 이용하여 밝혔다. 이 시뮬레이터는 항만 물동량 예측 등 관련 산업기술 발전에 기여하리라 전망된다.

The purpose of this study is to suggest the new port development concepts in relation to the Mokpo port development. To analysis, we examine the relationship between the trade volumes which the port have and the capacities of the port facilities with 8 Korean seaport data. As a result of analysis, the trade volumes of port were found to be the major factors positively influencing the capacities of the port facilities in Korean ports. This findings shows that Mokpo port which trying to increase the trade volumes should have the new alternatives for Mokpo regional development. The new alternatives on the Mokpo Port's development are the model which constructing the Free Trade Zone(FTZ) and port city.

현재 정부는 우리나라 물동량 증가에 따른 수도권 항만의 기능 재정립 및 신항만 입지를 선정하기 위한 조사·연구를 진행중이다. 본 연구에서는 현행 인천항의 항만 시스템과 신규항만 시스템에 대한 컴퓨터 시뮬레이션 모형을 개발하여 신항만 개발로 인한 선박대기시간의 감소 및 항만 체류 시간의 감소 등을 예측하였다. 이 결과는 신항만 개발의 경제적 타당성 분석에서 사용자 편익으로 활용될 수 있다. 시뮬레이션 모형은 ARENA를 이용하여 개발하였다. 수도권 항만 즉 인천항에서 처리되는 화물은 양곡을 비롯한 12개 품목이며, 각각의 화물은 5단계의 규모별로 나누어 선박의 도착간격 및 재항시간 분포 등을 1995년 인천항의 실제 자료를 토대로 추정하였다. 선박의 도착간격은 지수 분포로 나타났으며, 서비스시간은 삼각분포(Triangular Distribution)로 근사되었다. 화물량 예측치가 1996, 2001, 2006, 2011, 2020년으로 되어 있고, 이에 따른 신항만 입지 및 규모가 결정됨에 따라 각 연도별로 신항만을 개발할 경우와 개발하지 않은 경우의 각각에 대한 연간 화물별 선박대기 시간 및 재항시간 등을 추정하였다.

본 연구는 해양수산부가 지원하는 해외항만개발협력사업의 일환으로, 중미국가인 엘살바도르 주요 2개항의 항만개발 타당성조사 및 기본계획 수립을 목적으로 하되 장래 해외항만개발사업에서 참고할 수 있도록 정리하였다. 주요 내용으로는 국가 일반현황 및 지역분석, 인프라 현황 분석, 시장조사 및 물동량 수요추정, 항만 개발규모 및 중장기 개발방향 제시, 경제성 및 재무성 분석을 통해 수원국에 필요한 국가 상위계획 자료를 제공하는 것이며, 연구결과가 계획에만 그치지 않도록 사업시행을 위한 재원조달 방안 및 항만 활성화 방안 등 실질적 사업현실화 방안을 제시하였다.
