Although the domestic aviation industry has made rapid progress with the development of aircraft manufacturing and transportation technologies, aviation safety accidents continue to occur. The supervisory agency classifies hazards and risks based on risk-based aviation safety data, identifies safety trends for each air transportation operator, and conducts pre-inspections to prevent event and accidents. However, the human classification of data described in natural language format results in different results depending on knowledge, experience, and propensity, and it takes a considerable amount of time to understand and classify the meaning of the content. Therefore, in this journal, the fine-tuned KoBERT model was machine-learned over 5,000 data to predict the classification value of new data, showing 79.2% accuracy. Aircraft accidents are characterized by a low probability of survival compared to other means of transportation, and the main causes appear to be human factors such as violation of regulations and communication. In order to activate the safety management system to prevent such accidents, an important key variable is to recognize the importance of safety culture and actively engage in safety behavior rather than simply emphasizing compliance with regulations to flight crew members. Even if there are well-established regulations, safety culture, The effectiveness varies depending on the safety atmosphere and level of safety behavior. In this study, the correlation between safety culture and safety behavior was verified through a survey of domestic flight crew members' awareness of safety culture. The results showed that fair culture and self-reporting were not activated enough to have a significant impact on safety behavior. We aim to improve the performance of the safety management system by confirming the characteristics of safety culture and safety behavior.
Purpose: The purpose of this study is to present the preemptive prevention and improvement measures for aviation safety management by examining the current status of the aviation industry and the operation system of the aviation safety management system and identifying the shortcomings of the currently operating aviation safety management system. Method: A plan to improve aviation safety management was proposed through an analysis of recent incidents and accidents, current status of domestic laws, and analysis of overseas operating institutions and safety management systems. Result: Through the recent aircraft safety-related incidents, deficiencies of currently operating aviation safety management, and response cases of advanced countries in overseas aviation, improvement points in terms of management systems and laws and preventive aviation safety management plans were derived. Conclusion: The method for improving aviation safety management was presented based on the technique using data, and it should be materialized through additional related research.
Under the Aviation Safety Act of Korea, any person who intends to operate a drone is required to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism; (i) Operation of drones in the daytime, (ii) Operation of drones within Visual Line of Sight, (iii) Maintenance of a certain operating distance between drones and persons or properties on the ground/ water surface, (iv) Do not operate drones over event sites where many people gather, (v) Do not transport hazardous materials such as explosives by drone, (vi) Do not drop any objects from drones. Requirements stated in "Airspace in which Flights are Prohibited" and "Operational Limitations" are not applied to flights for search and rescue operations by public organizations in case of accidents and disasters. This paper analyzes legal issues as to definition and regulations of drones in Korean Aviation Safety Act. This paper, also, offers some implications and suggestions for regulations of drones under Korean Aviation Safety Act by comparing the regulations of drones in Japanese Civil Aeronautics Act.
Stable and reliable air traffic service is required for users (aircraft pilot, air traffic controller, airlines and public) through enhancing capability related to airport operation and continuously improving air navigation system. ASMS (air navigation service provider (ANSP) safety maturity survey) is to determine the level of management and safety requirement such as organization, risk, policy, process, training and environment in Air traffic service field. We designed and developed the survey (26 study areas of management part and 23 study areas of safety part) considering global best practices (Eurocontrol and FAA) and customizing domestic circumstances with quantitative level assessment regarding management and safety issue of Air navigation system. The survey enables the performance of Air navigation system to enhance and prevents from occurring accident or incident. Therefore, we provides best information with users as well as high quality Air traffic service.
In developing avionics systems, safety analysis and evaluation specified in SAE ARP4761 (Methods and Guidelines for Civil Aviation System and Equipment Safety Assessment Process) are carried out to prevent air accidents. Safety analysis requires knowledge of the abnormal state of the system, not its normal state, and its interrelationships with other standards. Therefore, a tool that automatically outputs data which proves compliance with safety certification standards is required. Aircraft midair collisions are dangerous events that can cause massive casualties. To prevent this, civil aviation has mandated the installation of TCAS (ACAS), which is becoming more sophisticated with the help of new technologies. However, there are institutional problems in collecting data for TCAS research in Korea, limiting the ability to obtain data for personal research. ADS-B and Mode-S automatic broadcast various information about the flight status of the aircraft. This data also contains information about TCAS RA, which can be used by anyone to find examples of TCAS RA operation. We used the databases of ADS-B Exchange and Opensky-Network to acquire data and visually represent three TCAS RA cases through Python coding. We also identified domestic TCAS cases in the first half of 2023 and analyzed their characteristics to confirm the usefulness of the data.

In recent years, data-driven international standards have been developed because of the important roles of aviation safety data and information-based legislation in accident prevention based on human factors. The Safety Management System and crew Fatigue Risk Management Systems were reviewed as examples of the result of data-driven rulemaking. The safety management system was adopted in 2013 with the introduction of Annex 19 and Chapter 5 of the relevant manual describes safety data collection and analysis systems. The Republic of Korea introduced Safety Management System in accordance with Article 58 of the Aviation Safety Act for all airlines, maintenance companies, and airport corporations. In 2010, a notice of proposed rulemaking was issued by the Federal Aviation Administration and in 2011, the final rule was passed. The legislation was applied to help differentiate risk based on flight according to factors such as the pilot's duty starting time, the availability of the auxiliary crew, and the class of the rest facility. Numerous amounts data and information were analyzed during the rulemaking process, and reflected in the resultant regulations. A cost-benefit analysis, based on the data of the previous 10 year period, was conducted before the final legislation was reached and it was concluded that the cost benefits are positive. The Republic of Korea also currently has a clause on aviation safety legislation related to crew fatigue risk, where an airline can choose either to conform to the traditional flight time limitation standard or fatigue risk management system. In the United States, specifically for the purpose of data-driven rulemaking, the Airline Rulemaking Committee was formed, and operates in this capacity. Considering the advantageous results of the ARC in the US, and the D4S in Europe, this is a system that should definitely be introduced in Korea as well. A cost-benefit analysis is necessary, and can serve to strengthen the resulting legislation.
