기후변화에 따른 영향으로 태풍 및 집중호우가 증가하고 있으며, 산업발달과 인구의 도시집중 현상이 심화됨에 따라 도시지역의 인명 및 재산 피해가 증가되고 있는 시점이다. 도시화로 인한 불투수면적의 증가는 자연유역에 비해 도달시간이 단축되고 첨두유량을 증가시키게 된다. 또한 도시지역에서 대부분의 우수량은 관거(합류식의 경우에는 하수관거)를 통해 배제되기 때문에 관거 용량 이상의 강우에 대해서는 이를 충분히 배제하지 못하여 도시홍수 피해의 가장 큰 원인으로 작용하게 된다. 즉, 도시유역의 배수시스템 능력이 부족할 경우 큰 피해를 가져올 수 있게 된다. 따라서 이러한 특징을 갖는 지역에서는 도시유출모형을 이용한 침수예측과 이에 따른 효과적인 대책 수립이 필요하다. 본 연구에서는 이러한 도시유출모형 중 ILLUDAS 모형을 이용하여 2010년 9월 집중호우로 피해를 입은 굴포천 유역에 대해 내수침수모의를 실행하고 실측침수심도 자료와 비교하여 효과적인 피해 저감방안에 대해 연구하고자 하였다.
지속적인 개발과 도시화로 인하여 하천으로 유입되는 비점오염원의 비율 역시 점차 증가하는 추세이며 비점오염원이 수질악화에 미치는 영향은 점점 더 커지고 있다. 하천의 수질오염을 발생시키는 비점오염원 해결방안을 모색하고 있지만 도시화에 따른 수문현상변동 및 자연현상과 관련된 문제라 연구에 어려움이 많다. 본 연구에서는 기존의 총량원단위법과 달리 유역의강우 및 도시화 특성과 처리장 운영자료를 활용하여 차별화된 비점오염원 산정 방법을 제시하였다. 하수처리장의 배수구역 내 관거시스템을 합류식으로 가정하여 강우 시 하수처리장의 배수구역별 비점 발생형태는 하수처리장 강우유 입량, 하수처리장 우회유량(bypass) 및 하천토구의 CSO의 3가지로 크게 구분하여 적용함으로써 오염부하량을 산정함으로써 오염총량 단위유역 및 하수처리구역의 관리를 위한 비교자료로 활용 가능할 것으로 판단된다.
A combined sewer system can quickly drain both storm water and sewage, improve the living environment and resolve flood measures. A combined sewer system is much superior to separate sewer system in reduction of the non-point source pollutant load. However, during rainfall. it is impossible in time, space and economic terms to cope with the entire volume of storm water. A sewage system that exceeds the capacity of the sewer facilities drain into the river mixed with storm-water. In addition, high concentration of CSOs by first-flush increase pollution load and reduce treatment efficiency in sewage treatment plant. The aim of this study was to develope a processing unit for the removal of high CSOs concentrations in relation to water quality during rainfall events in a combined sewer. The most suitable operational design for processing facilities under various conditions was also determined. With a designed discharge of 19.89 m/min, the removal efficiency was good, without excessive overflow, but it was less effective in relation to underflow, and decreased with decreasing particle size and specific gravity. It was necessary to lessen radius of vortex separator for increasing inlet velocity in optimum range for efficient performance, and removal efficiency was considered to high because of rotation increases through enlargement of comparing height of vortex separator in diameter. By distribution of influent particle size, the actual turbulent flow and experimental results was a little different from the theoretical removal efficiency due to turbulent effect in device.
최근 기후변화로 인한 도시침수와 합류식 하수관거 월류수 (combined sewer overflow)로부터 처리되지 않은 하수의 하천유입, 그리고 그에 따른 하천의 오염의 방지를 위해 지하방수로/저류조 겸용의 대형 하수터널의 건설이 증가하고 있다. 이러한 대형 하수터널의 경우 대부분 콘크리트 라이닝을 적용하고 있지만 하수관거 내에서 발생되는 황화수소($H_2S$)로 인하여 콘크리트가 부식될 수 있으므로 이에 대한 적절한 보호공이 필요하다. 본 논문에서는 최소 100년의 수명을 고려하여 설계된 대형 하수터널의 콘크리트라이닝 부식을 방지하기 위해 여러 공법들을 소개하고 각 공법의 일반적인 장단점과 설계 사례를 설명하였다. 하지만 대형 하수터널 라이닝의 부식방지 공법들의 적용 실적이 부족하여 부식방지 공법을 적용한 터널설계 대안에 대한 객관적인 평가가 쉽지 않다. 따라서 본 논문은 설계 사례연구를 통해 콘크리트 라이닝 부식방지 공법선정 프로세스를 소개하였다.
The frequent occurrence of sewer flooding and the intermittent discharge of non-point pollutions into the receiving water body are emerging issues recently due to the climate change and urbanization. These problems might be solved by introducing a multifunctional storage facility. Unlike a single-purpose storage facility, a multi-purpose storage facility should be operated at an instant to meet for flood prevention, reduction of non-point pollution and/or rainwater reuse. Considering various operational combinations it is suggested that prevention of sewer flooding coupled with reduction of non-point pollution is the most effective operational strategy for a multi-functional storage facility.
In the era of climate change, the feasibility of a 'multi-functional storage facility' was evaluated in terms of various key performance indices such as flooding prevention effects, urban pollution reduction effects, and rainwater harvesting effects. As a result, the Korea Ministry of Environment introduced a new concept of 'multi-functional storage facility' for sewer flooding prevention and urban non-point pollution reduction. Prior to introducing these infrastructure (a large underground storage facility), the more details were needed to be examined carefully in all of technical aspects of construction and management. It was also well known that the validity of installation of 'multi-functional storage facility' was sometimes weakened because of a low B/C ratio.
도시배수시스템에서는 초기유출수(first flush)에 의한 하천오염이 심각한 문제로 대두되고 있다. 이는 강우발생시 강우에 의해 도시지역의 비점오염원들에 의해서 오염물이 하수관거로 유입되고 한정된 하수처리장의 용량으로는 제대로 처리하지 못하는 월류수에 의해 하천의 수질이 악화되기 때문이다. 대상유역으로 선정한 경기도 구리시 돌다리분구는 합류식 관거로 이루어져 있어 우기시 강우에 의한 월류가 발생할 확률이 높다. 월류에 의해 인근 왕숙천의 수질오염이 가중될 우려가 있어 적절한 처리시설의 설치가 필요하였다. 기존의 CSOs 설계에서는 강우의 최대치를 이용하여 설계가 연구되었다. 그러나, 강우의 최대치를 이용한 설계는 시설의 과다계획으로 이어져 많은 예산낭비를 초래할 수 있으며, 처리시설의 적정규모를 산정하지 못한다. 본 연구에서는 강우특성을 분석하여 매개변수들을 산정하고 이에 따른 유출분석을 실시하였다. 또한 위험도를 고려한 강우-유출분석을 이용하여 유출량을 계산하였다. 유출량을 포함한 유출특성에 의해 월류특성을 분석하였다. 왕숙천 BOD 오염농도를 기준으로 설계하기 위해 하수처리장 용량별 처리시설 요구효율을 산정하였으며 현재 하수처리장의 하수처리를 고려하여 간이 CSOs 처리시설의 효율을 71.48%로 하여 설계하였다.
This study is to evaluate control effects of separation wall by surveying water quality and sewer overflows during dry and wet periods in combined sewer and separated sewer systems. Ravine water from the combined Seokgyo outfall with the separation wall was separated about four times larger than sewage flow during dry periods. The water quality of the combined Seokgyo outfall with separation wall during dry periods is flow weighed average BOD 61 mg/L, the combined Cheonseokgyo outfall without the separation wall is average BOD 71 mg/L, and the separated Pyeongsong center outfall is average BOD 41 mg/L. The BOD concentration in separated outfall form about 57% of the combined outfall, and this means the separated outfall (i.e. storm sewer) is polluted by inflow of sewage. The overflow load of the separated outfall is ten times higher than the combined outfall and its overflow load per rainfall is three times than combined outfall during the wet periods. Therefore, the control plan of overflow load is required in storm sewer. The control effects of the overflow load increased 79% by setting the separation wall in the combined sewer, and showed 27% increase without the separation wall in separated sewer, but forecasted over 80% increase of effects if the separation wall was set.
Appropriate removal of pollutants from combined sewer overflows(CSOs) and stormwater runoff is of primary concern to watershed managers trying to meet water quality standards even under a wet weather condition. Harmful substances associated with particles besides TSS and BOD are subjected to removal prior to discharge into the natural waters. Effectiveness of five major hydrodynamic separation technologies, Vortechs, Downstream Defender including Storm King for CSOs control, CDS, Stormceptor, and IHS, were evaluated in this study. There is not sufficient information for accurate evaluation of the removal efficiency for the pollutants from the stormwater runoff and CSOs. Based upon limited engineering data, however, all technologies were found to be effective in separation of heavy particles and floating solids. Technologies utilizing screens seem to have advantage in the treatment capacity than the other technologies relied fully on hydrodynamic behavior. The IHS system seems to have a strong potential in application for control of CSOs because of unique hydrodynamic behavior as well as a flexibility in opening size of the screens. Size of the particulate matter in the CSOs and stormwater runoff is found to be the most important parameter in selection of the type of the hydrodynamic separators. There exists an upper limit in the solids removal efficiency of a hydrodynamic separator, which is strongly dependent upon the particle size distribution of the CSOs and stormwater runoff.
도시유역에서 강우시에 발생되는 합류식 하수관거 월류수(CSOs; Combined Sewer Overflows)을 처리하기 위해 물리화학적 처리기법을 적용한 실증규모의 응집침전시스템을 개발하였다. 이에 앞서 응집침전시스템은 lab-test를 통해 도출된 최적의 설계조건이 실증규모로 증설할 시에 설계인자가 제대로 반영되었는지 평가가 필요하며, 최적조건에 따라 설계에 반영하였다 하더라도 대상원수의 유입특성에 따라서도 처리결과에 대한 평가가 다를 수가 있다. 이에 본 연구에서는 청주하수 처리장에 유입되는 CSOs를 대상으로 각각 $1m^3$/일과 $100m^3$/일의 CSOs를 처리할 수 있는 실험실규모 및 실증규모의 장치를 통해 실험을 수행하였다. 실증규모의 시스템을 운전하여 lab-test에서 도출된 설계인자와의 상사성을 검토하고, 이를 바탕으로 높은 처리효율을 유지하기 위한 운전인자를 적용하여 CSOs를 처리함에 있어 그 가능성을 평가하였다. 그 결과, 실험실 규모의 설계조건과 상사성을 만족하는 인라인믹서와 응집반응조의 조건을 도출할 수 있었으며, pilot-test를 운전하기 위한 적정 응집제 주입량을 도출하였고, 결과적으로 실증규모의 시스템에서도 CSOs를 대상으로 높은 효율의 응집침전처리를 가능하게 할 수 있었다.
