급변하는 경제, 사회환경과 더불어 정보화에 대한 관심이 고조되고 이를 이용한 생활 편익 추구가 점점 강렬해져 가고 있다. 이러한 이용자의 욕구를 충족시킬 수 있는 정보사회의 기반구조를 구축하고 관련제도 및 핵심기술의 개발을 원활히 추진하기 위한 방편으로 표준화의 중요성을 빼놓을 수 없다. 또한 정보사회에서의 다양한 정보통신서비스를 제공하기 위한 각종 장비 및 서비스의 상호호환 및 상호 운용성이 요구됨에 따라 이들에 관한 기술 표준화는 필수적인 요소로 지적되고 있다. 이와 같은 국제적인 환경변화에 대응하고 표준의 신속한 개발을 위하여 ITU, ISO 및 지역, 국가 표준화기관들이 활발한 활동을 추진하고 있다. 본 고는 이러한 국제표준화 활동의 일환으로 진행되고 있는 ITU TSAG의 국제표준화 활동에 직접 참여하여 추진된 사항을 세밀히 분석하고 이에 관한 관련 정보를 제공함으로써 국내표준화 활동에 보탬이 될 수 있기를 바라면서 제5차 TSAG의 활동상을 기술한다.

The standardized procurement of supervisory cost for the construction of domestic Information and Communication Technology(ICT) facilities, which is announced by the Korea Engineering and Construction Association in May 2009, has been applied in the public institutions and private industries. However, the previous standardized procurement is not widely applied in recent years because the ICT and social economic environment have been rapidly changed and the previous equations to calculate the supervisory cost is not simplified. As results, the needs for a new standardized procurement has been increased and the Ministry of Industry, Commerce and Energy has published a notice with new standard procurement. In this paper, we provide the explanation of the background and the derivation process of the notice based on authors' experiences of project participation. As research method, we compare the previous mad-day cost of ICT construction and that of another area including electric facility construction, and then we explain a new procurement equation based on WBS(Work Breakdown Structure).

한국정보통신기술협회(TTA)에서 표준 제안한 WBAN(Wireless Body Area Network)은 인체 내부 통신(in-body or implant)과, 인체 외부 통신(on-body)통신으로 구분하고 있다. 생체측정 정보 중 체온, 호흡, 맥박, 운동량, 심박의 부분적인 데이터 수집을 바탕으로 환자의 생체정보 데이터를 수합 후 데이터 프레임구조로 변환하여 스마트모바일 애플리케이션 환경에서 사용자가 모바일기기 화면에 정보를 표시 할 수 있다. 이렇게 표시된 정보들은 환자의 상태를 실시간으로 자신의 스마트모바일을 이용하여 확인할 수 있으며, 이러한 정보를 보호하고 의료기관에 전송하기 위한 방법으로 국제표준암호알고리즘인 HIGHT 알고리즘을 적용하여 생체정보 데이터의 부분 암호화 적용을 설계 하였다. 이를 통해 의료기관의 인증서버에 대한 부하 감소 및 환자의 생체정보의 보안 강화를 제시한다.

비약적인 기술발전과 각국간의 시장개방에 따라 표준화를 추진하는 각국의 정책에도 많은 변화가 오고 있다. 종래의 표준화는 국제통신망간 또는 사업자 통신망간의 상호접속성을 위주로 하여 표준화가 진행되었다. 그러나 현재의 표준화 추세를 보면 개발된 기술을 표준으로 유도함으로써, 시장선점의 무기로 삼는 것이다. 이에 따라, 선진국에서는 기술개발에 대한 지적재산권의 보호를 점점 강화해 가고 있다. 이제 표준화와 지적재산권은 밀접한 관계를 가지게 되었으며, 이에 따라 선진 각국에서는 표준화를 추진함에 따른 지적소유권의 취급에 대한 방침을 설정해 놓고 있다. 표준화 사항에 일부 또는 전부가 포함되는 특허사항은 소유권자의 의지에 따라 표준화를 좌지우지하게 된다. 무상으로 특허의 사용을 허락하는 경우 또는 공정 타당한 조건으로 사용을 허락하는 경우에는 표준화의 추진이 가능하나, 그 이외의 경우에는 표준화 추진의 전반적인 사항에 대해 재검토를 필요로 하게 된다. 이러한 사항은 국제표준화기구나 선진 각국의 표준화기구에서도 거의 비슷한 방법으로 규정이 되어 있다. 우리나라에서도 국내 및 국제 표준화활동에 활발히 참여하는 사람이 많아짐에 따라, 표준화과정에서 일어날 수 있는 지적재산권과의 마찰 문제에 대해 어떻게 대처할 것인가를 숙고해 볼 시기가 온 것 같다. 이에 이본의 전기통신분야 표준화 기관인 ''사단법인 전신전화 기술위원회(TTC)''의 공업소유권에 대한 지침 등을 소개함으로써 이에 대한 관계자 여러분들의 이해를 돕고자 한다.

IPv6 포럼 코리아(http://www.ipv6.or.kr)는 지난 2000년, 정부의 지원 하에 IPv6 기술의 국내 조기 도입을 목표로 IPv6 도입의 기술적 타당성 검증 및 적시성 검토, IPv6 관련 시장 활성화, IPv6 기술의 교육및 보급, IPv4 기반의 인터넷에서 IPv6 기반의 차세대인터넷으로 전환 하기 위한 환경조성 등을 목적으로 구성되었으며, 올해로 만 6년째를 맞이하고 있다. 2006년 1월 현재 IPv6 포럼 코리아는 ETRI를 중심으 로 국내 산·학·연의 73개 기관회원과 158명의 개인회원이 참여하고있으며, 의장인 이형호 박사(한국전자통신연구원 표준연구센터장)를 중 심으로 국내 정부 지원 IT 핵심 포럼 중에서 가장 활발한 포럼 중의 하나로 성장하였다. 지난 6년 동안 본 포럼은 국내 산·학·연을 중심으로 IPv6 기술 교류및 보급을 통한 기술력 확보 및 기반 조성 노력을 강화해 왔으며, 국제 IPv6 포럼(http://www.ipv6forum.com)과 연계하여 국제 사회에서 우리나라의 위상 제고 노력을 경주해 왔다. 특히, 국내외에서 IPv6의 도입 및 Promotion이 충분히 활성화됨에 따라 IPv6 포럼 코리아는 2005년을 IPv6 관련 포럼 표준화 추진의 원년으로 삼고 효율적인 포 럼표준화 추진을 위하여 새롭게 조직을 정비하고 국내외의 IPv6 관련표준화에 주도적인 역할을 수행하고 있다.

일본 아$\cdot$태지역 표준화활동 조사반 일행은 지난 9월 13일 아$\cdot$태지역 표준화활동의 활성을 위해 우리 협회를 방문, 문영환 사무총장과 담소를 나눈 후 협회 회의실에서 국내 표준화활동 관련자가 참석한 가운데 회의를 개최하였다. 협회 문영환 사무총장은 일본 조사반에게 방문길에 불편한 점은 없는지, 숙소는 정했는지 등의 세심한 배려를 아끼지 않았으며 조사연구에 커다란 성과가 있기를 바란다는 말로 인사를 대신했으며, 조사반은 사무총장에게 선물을 증정하면서 여러모로 관심과 협조를 보내주신데 깊은 감사의 뜻을 나타냈다. 우정성 Akira Okazaki, OKI전기공업 Kozo Nakamura, TTC Yoshihiro Uemura, TTC Akio Ihara 이상 4명으로 구성된 일본 조사반과 우리측 이민범 표준화국장, 장명국 표준1부장, ETRI의 박기식 기획조정위원회 부의장은 아$\cdot$태지역 표준화 활동의 활성화를 위해 지역 표준화 기구 설치 추진협의, 양국의 표준화 기관인 TTA, TTC의 활동현황 및 관심사들을 토의하였다. 한편, 일본 TTC 국제표준화 활동연구회 위원인 Mr. Nakamura(OKI전기)가 작년도 말까지 조사된 제1차 조사결과 보고서를 활용하여 각 나라의 표준화활동 조사결과, 표준화 활동의 문제점들 및 해결방안등에 대해 설명하였다. 본 고에서는 지난 1992년 동안 일본 조사연구위원회가 7개국을 방문하여 조사한 결과를 번역 소개하고자 한다.

In any production and construction of geospatial information covering surveying, survey control point is a vital geospatial information. Survey control points in South Korea are currently classified as following: national control points, public control points, and cadastral control points. Each of these different categories of survey control points act as a basis and sets perimeters for the production, management and operation of subjects within the category. Universal standard, the unified format between different survey control points, also, are not yet defined, causing difference in basic information provided by altering categories and disturbance in connecting, managing, utilizing and operating survey control points. Establishment of a standard regarding survey control points, is therefore required for the efficacy of their utilization. This study, to solve such inadequacies, selects management items for creation of standardized survey control point, by investigating domestically and internationally the status of operating survey control points, determining data model for management, establishing TTA and agency standards, and establishing of activation methodology for survey control point standards.

실감형 콘텐츠는 정부가 발표한 미래성장동력에도 포함될 정도로 정부와 산업계의 뜨거운 관심을 받고 있는 분야입니다. 사실 실감형 콘텐츠란 하나의 기술 분야를 말한다기 보다는 인간의 감각 기관과 인지 능력을 자극하여 실제와 유사한 경험 및 감성을 느낄 수 있게 해주는 유형의 콘텐츠를 통칭하는 것입니다. 그래서 지금까지 경험한 평면적인 디지털 콘텐츠나 3D 콘텐츠보다 더 몰입감 있고, 신기하고, 새롭고, 재미있고, 기대되는 콘텐츠라고 할 수 있지요. 2000년대 들어 우리는 이미 공상과학 영화를 통해 실감형 콘텐츠의 모습이 어떤 것인지 간접적으로 경험해 왔고, 그러한 기술들이 최근에 콘텐츠의 모습으로 완성되면서 실제적인 경험을 하고 있습니다. 하지만 더 흥분되는 사실은 지금 우리가 경험하는 것은 아주 일부분의 맛보기일 뿐, 앞으로 소개될 콘텐츠들이 제공할 새로운 경험은 더 압권이 되겠지요. 최근 정부와 산학연의 실감형 콘텐츠 기술 개발은 많은 제약과 어려움에도 불구하고 매우 적극적으로 추진되고 있습니다. 국제 표준화 기구에서 치열하게 추진되는 표준 개발에도 국내 전문가들이 적극적으로 대응하고 있습니다. 이 특집에서는 실감형 콘텐츠에 대한 개념과 트렌드를 전문가 인터뷰를 통해 들어 보고, 실감형 콘텐츠를 구성하는 여러 가지 기술 중에서도 소비자들의 기대와 눈높이를 맞춰줄만 한 새롭고 기대를 모으는 것들을 살펴보고자 합니다. 앞으로 우리는 입체 공간에서 1인칭 시점으로 얼마나 실감나게 콘텐츠 속으로 빨려들어 갈 수 있을까요? 지금까지 경험한 콘텐츠 조작은 얼마나 새로워질까요? 내가 필요할 때 딱 맞는 콘텐츠를 바로 이용할 수는 있을까요? 우리가 이렇게 새로운 것으로 즐거울 때 혹시 소외되는 사람들이 있지는 않을까요? 분명 있겠지요. 그렇다면 어떻게 우리는 정보격차를 극복할 수 있을까요? 이러한 물음에 대한 전문가들의 의견을 들어보시기 바랍니다.

This study aims to compare global policies on ICT accessibility and to suggest possible solutions that help to enhance ICT accessibility for socially disadvantaged groups. The results indicated that related laws and standards in Korea are relatively well established than Asian countries' whereas they need improvements when compared to the US or the UK. Particularly, in spite of rapid development in information communication technology industry, incorporating the definition of newly developed technologies into existing laws related to ICT accessibility seemed slow that caused reluctancy of related parties to address accessibility issues the new technologies create. In addition, Korean government seems less effortful to develop policies and standards apart from web and mobile application accessibility. In order to resolve the problems, firstly, the period or process of enacting and amending laws can be shorten. Next, a government affiliated research institute can be established to do research and develop ICT accessibility related to user scenarios so that effective policies and standards could be readily provided. Even though other possible solutions can be suggested, what is more important than that is that any interested parties should sustainably make efforts to provide equal opportunities for the underserved populations.

eCall system assists traffic accident victims by connecting emergency rescue institutions with accurate accident information, helping them to identify the on-site situation in the event of a traffic accident. The purpose of this paper is to develop a Korean eCall system that reflects the requirements of domestic emergency rescue institutions and to analyze the expected effects through an integrated demonstration. The results of an integrated demonstration indicated that the communication success rate between the eCall IVS and the call center was 99.25%, and the average location information error was 1.2 m. In particular, it has been confirmed that the average location information error is less than 21.6 meters, as assessed by the Korea Communications Commission when evaluating the accuracy of domestic emergency rescue location information. When the eCall system was introduced, it was confirmed that the time from traffic accidents to hospital arrival could be shortened by 3 m 38 s for highways and 1 m 22 s for general roads. By it to traffic deaths from 2005 to 2022, it was analyzed that the number of fatalities decreased by 82,662, resulting in a reduction of approximately social costs.
