Since the introduction of the Archives Evaluation System in 2008, the Republic of Korea's archives management has undergone many changes and great development. However, there remain process problems in several operations of concerned agencies. These are made up of problems in the system itself (operation-related problem), problems in evaluation indicators, and issues in communication issue between the rating agency and the national archives of the rated institutions. This study was a theorem for such status of the concept, objectives, and the indicators of the institutional evaluation system as it looked into the problems and sought improvement of the systems and indicators. The problems of the evaluation system were felt in the survey of the education field, which was conducted through interviews and phone interviews with the Office of Education's archives managers and researchers. Among the problems found were the assessment period, the number of indicators, evaluation process, the assessment indicators, and the best practices. Moreover, this study summarized the comments of the archives managers on what they believed are needed to improve the field. As a result, it confirmed that structural and fundamental changes in the institutional evaluation system are needed. Based on these findings, this study hopes that an archives management business for the public institutions of the Republic of Korea would be developed in the future.

Although we expect the Records Freezing system to be introduced through the revision of the Public Records Management Act, the system alone has limitations in preventing illegal disposal of records. If some records have already been destroyed illegally, the agency should identify the reason and prepare corrective action and improvement measures to prevent the repetition of such a wrongful disposal. The purpose of this study is to analyze the NARA's inspection program for unauthorized disposal based on the "Records Management Oversight and Reporting Program" and to find implications for improving the control system of public records disposal. NARA's program is particularly effective in the prevention and post-processing of unauthorized disposal. In this study, firstly, the federal records management oversight and reporting program in the United States was investigated in the legal system. Secondly, the status of NARA's control of unauthorized disposal cases was reviewed and a case of SEC's MUI records was analyzed for showing the systematic procedure of NARA's inspection. Finally, we have summed up the implications of this program for improving NAK's control system of illegal disposal of public records.

We treated Asia's records management and system based on India, Singapore and Vietnam. We research the main content and characteristics of the law of records management of each country. We research them from the viewpoint of organization and specialists-training system and records management system. Finally we compare each country and talk about current events and points. We can find out good chances of mutual association through understanding each country. It will be helpful to settle a suitable records management system for our country.

Records Management Act of a country is the basis for understanding its archives management system. Germany is regarded as a country that achieved remarkable development of the system in the process of nationalism and unification based on romanticism in the 19th century. In addition, the federal and local governments enacted and operated their own laws based on the administrative system of the federal structure. Recently, the National Archives of Korea is discussing ways to improve its expertise and the system of operation in conducting national records management. Therefore, it is meaningful to analyze Germany's Records Management Act, which has a management system of long-standing historical records and examine its features. In this study, we analyzed and derived the characteristics of the Federal Records Management Act, which is the standard for the management of Federal Records in Germany.

최근 기록보존업무가 강화되고 공공기관의 기록물 관리법이 제정, 시행되게 됨에 따라 문헌정보학계는 물론 역사학계, 행정학계에서도 나름대로의 학문적 이론을 토대로 기록보존학을 자신의 학문영역으로 흡수 통합하려는 노력을 기울이고 있다. 이에 따라 본 연구는 문헌정보학 관점에서 도서관과 기록보존소의 기능과 업무에서 공통점과 차이점을 살펴보고 현재 각 국에서 시행되고 있는 기록보존제도의 주요 내용을 비교하는 데 있다.

How should the value of presidential records be evaluated and discarded? Currently, the evaluation of presidential records is operated in a dual system that evaluates the value of 7 types based on the characteristics of presidential records as public records while considering the uniqueness of presidential records. Once again, we have to think about 'where does the value of presidential records come from, and how can we evaluate this value'. In this paper, I would like to examine the value and evaluation of presidential records by understanding the characteristics of the domestic presidential archives evaluation system and organizing the problems and issues of the current evaluation system. In addition, the purpose of this study is to examine the evaluation system of presidential records stipulated in the Presidential Records Management Act of the United States and to analyze its implications for the domestic presidential records evaluation system.

This essay focused on the critical review of Korean National Archives System(KNAS) since 1999. We think that KNAS could establish the backbone with basic records law on 1999. It's right. But it is not enough for explaining the full historical growth. there are some factors below the growth. This essay tried to the basic three factors below. That means the the demonstration discourse, archival system practices, and archiving technologies in the contexts of the unique standard by the basic records law. These three factors have been the powerful engine for the take-off of KNAS since 1999. However, the powerful history has shadows of growth. This essay narrated the shadows by the frame of 'counter-destiny'. The most dangerous shadow is the loss of archival cultures because the KNAS has been composed of efficiency mentality. That means that KNAS has no unique archival culture for citizenship. So, this essay tried to talk about 'Post1999' to Archives Community.

This paper tries to survey the problems of the archival appraisal system and practice through the appraisal agent, timing, and criteria in Korea. There are two sorts of appraisal criteria that contradict each other. This requires an urgent need for an appraisal policy statement. On this survey result, it suggests the trend to shift from passive and neutral appraisal to participatory appraisal by the active and conscious archivists and records managers.

This study aims to introduce the system of records disposal freeze and to draw tasks and propose measure to establish it in the public sector in Korea. First of all, it reviewed the korean regulations and practices related to disposal freeze and suggestions in research paper. While analysing the disposal freeze systems of US and Australia, it identified that the systems were principally run by the National Archives. Thus, 2 cases analysis were conducted in each country. Based on these, this paper studied what should be considered and what could be proposed for the development of the system of records disposal freeze in terms of the regulation, implementations, standard notice statement as well as procedures for korean public records.
